SUBJECT: APPROVAL OF THE RESOLUTION, APPROVING THE
APPLICATION FOR GRANT FUNDS FOR THE SAN
GABRIEL WATERSHED, SAN GABRIEL MOUNTAIN
AND LOWER LOS ANGELES RIVER GRANT
PROGRAM UNDER THE SAFE NEIGHBORHOOD
PARKS, CLEANWATER, CLEAN AIR, AND COASTAL
PROTECTION BOND ACT OF 2000, PROPOSITION 12
SUMMARY OF REQUEST:
Staff requests City Council approval of the resolution and submission of the grant
application for grant funds for the San Gabriel Watershed, San Gabriel Mountains and
Lower Los Angeles River Grant Program under the Safe Neighborhood Parks, Clean
Water, Clean Air, and Coastal Protection Bond Act of 2000, Proposition 12.
BACKGROUND:
The Legislature and Governor of the State of California have provided funds for the
program shown above.
Staff has selected five projects that may meet the criteria for this grant:
San Gabriel River Trail South Enhancement Project. This section of the project starts
at the First Street parking lot and includes the trail to Marina Drive. The project will
rehabilitate the existing Beach Parking Lot and the asphalt trail, rehabilitate the
existing restrooms and build additional restrooms, rehabilitate fencing, new signage
and add informational kiosks. The City is requesting S 900,000 to restore the trail and
the trailside facilities.
San Gabriel River Trail North Enhancement Project. This section of the project starts
at Marina Drive and includes the trail to Pacific Coast Highway. The Project will
rehabilitate the asphalt trail, fencing, new signage and reflective devices, and add an
informational kiosk. The City is requesting $500,000 to restore and to add amenities
to this section of the trail.
Hellman Ranch Wetlands Freshwater Restoration Project. This project will restore
approximately 10 acres of the proposed 100 acres of wetland area. Stormwater would

be pumped from the Los Alamitos retention basin into one or more bio- filtration
ponds, which would clean the water and deposit it into the lower wetland area. The
restored wetlands will be structurally and floristically diverse, thereby providing
maximum value for wildlife, and to create an aesthetically and functional project
consistent with wetlands restoration plan. The City is requesting $ 1,100,000 of
funding for the restoration.
Gumgrove Park Restoration. This will restore existing trails and bring them in
compliance with current ADA standards. In addition, the City will rehabilitate the
existing parking lot, add new fencing, new gates, new signs, and informational
kiosks. The Park will be landscaped with trees and native vegetation and construction
will be in conjunction with the Hellman Wetlands Restoration Project and Hellman
Park Restoration Project. The City is requesting $500,000 to restore and add
amenities to the site.
FISCAL IMPACT:
Staff is requesting a $3,000,000 grant to fund the projects above. The City must provide a
25% cost share match ($750,000) if all five applications we approved. These funds would
be requested from the undesignated General Fund Reserve.
