Bahorski, City Manager SUBJECT: Amendment to Position Classification Plan SUMMARY OF REOUEST: That City Council amend the Position Classification Plan to include the position of Utility Maintenance Worker, adopt a salary range for the position and approve revisions to Assistant City Manager position. BACKGROUND: Utility Maintenance Worker Position City governments now face increased State and federal regulations and requirements that significantly impact Water and Sewer operations. For Seal Beach, these mandates are costly, both in terms of man power, permit fees and penalties should regulations not be met. This does not create a position for additional personnel but is a conversion of an existing maintenance worker position to a utility maintenance worker position. The classification for a utility maintenance worker position has been created to provide more specialized abilities, more specific to the Water and Sewer operations than the generalist position of maintenance worker. This will be the entry -level position in the job series that consists of Utility Maintenance Worker, Water Operator, Senior Water Operator and Chief Water Operator. This position will be offered to Public Works Department staff that meet the experience requirement and have the ability to pass a minimum qualifying written examination on water and sewer distribution and collection. The Civil Service Board met in May 2002, reviewed the job description as presented and recommended to Council that the Position Classification Plan be amended to include the new job description of Utility Maintenance Worker. Assistant City Manager Position While executive management positions are not within the classification series, and not subject to Civil Service Board action, the job descriptions have been included in the Position Plan document for information purposes. Agenda Item -8 .I Amendment to Position Classification Plan Page 2 - June 24, 2002 The "Assistant to the City Manager" has been functioning as a department head (rather than a division head), having full range of City Manager duties during my absences. The position oversees a number of administrative functions, including risk management, contract and franchise agreement administration and budget preparation. The position has been responsible for the internal, daily oversight of the department directors, supervision of the City Manager's office and will soon include direct management of recreation personnel and operations. This position assists the City Manager in planning, coordinating and directing the activities of the City and the implementation of City Council goals and objectives. The position functions as Acting City Manager as assigned and represents the City Manager in his/her absence and when otherwise directed. The title change to Assistant City Manager and revisions to job description will accurately reflect the duties and responsibilities of the current position. FISCAL IMPACT: There will be no fiscal impact. Existing funds from the Water and Sewer Funds will be used for the Utility Maintenance Worker classification and no change in salary range for the Assistant City Manager position is requested. RECOMMENDATION: By adoption of the Proposed Resolution No. (attached), Council will approve the amendment to the Position Classification Plan to include the job description of Utility Maintenance Worker, approve a salary range for the position and approve revisions and title change for the Assistant City Manager position.
