SUBJECT: Account Balance Transfer
SUMMARY OF REQUEST:
Police Department requests City Council approve the transfer of funds as described
below.
BACKGROUND:
Throughout the fiscal yea, Animal Control has utilized office supplies, equipment and
materials purchased with funds budgeted in Police Support. Subsequently, Police
Support accounts have been depleted while fonds remain in the Animal Control account.
To prevent a budget overrun, and to allow for required equipment and materials needed
with the Police Department, the Police Department is seeking Council approval to
transfer $2,000 available in the Animal Control Office Supply account (001- 029 - 40100)
to Police Support Equipment and Materials account (001 - 02340700) for purchase of
needed equipment.
FISCAL IMPACT:
There will not be a fiscal impact by this transfer of funds.
RECOMMENDATION:
Police Department and Animal Control recommends approval of the transfer of $2,000
from account 001 - 02940100 to 001- 023- 40700.

Subject: Urban County Cooperation Agreement FY 2003 -2004 through 2005 -2006

As advised in our letter dated May 10, 2002, we are transmitting, herewith, the Cooperation
Agreement for your City's participation in the Urban County Program for Federal Housing and
Community Development Block Grant (CDBG) Program, HOME Investment Partnership Program
(HOME) and Emergency Shelter Grants (ESG) Program for Fiscal Years 2003 -2004 through 2005-
2006.
This Agreement between the City of Seal Beach and the County of Orange outlines the terms and
conditions of your participation in the Urban County Program. The Agreement is scheduled for
approval by the Orange County Board of Supervisors on June 18, 2002.
We request that the original Agreement executed by you along with a certified copy of the City Council
Minutes and /or Resolution, be returned to Orange County Housing and Community Development
Department (H &CD) no later than July 3. 2002. This will allow H &CD to transmit the Agreement to
HUD by the July 12"n deadline.

PROGRAMS - CITY OF SEAL BEACH - FY 2003 -2004
THROUGH 2005 -2006
The City Council of the City of Seal Beach adopted Resolution No. 5030, "A Resolution
of the City Council of the City of Seal Beach, Approving the City's Participation in the
Housing and Community Development Block Grant Program with the County of Orange
(FY's 2003 -2004 through 2005- 2006) ", on June 24, 2002. In addition, the City Council
approved the "Cooperation Agreement", and authorized the filing of the Agreement.
Enclosed please find an original of Resolution No. 5030, and the copies of the
Cooperation Agreement for signature by the County. Upon execution of the
"Cooperation Agreement" by the County, please forward a signed original copy to my
office for our files.
Seal Beach has enjoyed a positive relationship with your organization in participating in
the above referenced programs, and will be participating in these programs during the
fiscal years 2003 -2005. If you require additional information regarding the City's
continued participation in the CDBG and HOME programs, please contact my office at

information to ensure the City's participation in these programs.
