Dear Commissioners:
Thank you for your dedicated service on the commision. Regarding the LA Fitness development, I urge you to
vote on the project based on the facts and what Is best for Seal Beach, and not on the numerous inflated and
unsubstantiated claims made by some vocal Rossmoor residents.
Their view is that their neighborhood may be negatively affected by the proposed development, but based on the
published Final Environmental Impact Report (a systematic engineering study) short and long -term disruptions
would be negligible. There may be other factors in your deliberation that I am not aware of or privied to, but as
far as available public record, the Final EIR have been reviewed by multiple governmental agencies with no
substantive comment or opposition, including your own staff.
Rossmoor is a community that voted overwhelmingly against being a part of Seal Beach not too long ago, not
wanting to pay for governmental service that Seal Beach residents pay for and be represented. And now
Rossmoor residents packed our City Hall demanding that the Commission and the City of Seal Beach reject the
LA Fitness development proposal based on their self- serving and unsupported complaints. They have NO
representation in Seal Beach and deserve NO consideration. They did not want to pay into the system, but
demand special consideration from the City of Seal Beach, how obnoxiously arrogant and presumptuous!
I am very appreciative of my fellow Seal Beach residents welcoming families and visitors to our town, most of it
goods, and sometimes, not so much. We don't reject visiting families to our popular family- friendly beach, Old
Town and the shopping center; and we hold annual events on Main Street despite the additional traffic
congestion, the limited parking and sometimes outright rowdiness from bar patrons. We enjoy and share the
amenities as well as some the burdens that are integral parts of all communities. Apparently, Rossmoor
residents feel that they are entitled to an idyllic tree -lined street community with nice shopping and restaurant
amenities next door, but don't want anymore development in the same shopping center that may inconvenient
their driving to those businesses. I think LA Fitness will provide a clean and secure place for local residents to
enjoy their physical activities together with their friends and neighbors, particularly for the older residents not
having the burden of traveling to health club in other communities. It provides an opportunity to build a healthy
and stronger community bonds. I am not affiliated with or having financial interest in LA Fitness or the shopping
center owner; I just don't like seeing people with unjustified entitlement attitude dictating what is best for most of
us based on their narrowed self- interest.
Your obligation is to the City of Seal Beach and its residents, therefore your consideration and vote for this
proposal need to be based on the city of Seal Beach and its residents' best interests.

Dear Councilperson Moore,
My name is Pat Kearns and have been a resident of Seal Beach since 2002, prior to my move to Seal Beach I lived in Los
Alamitos for 22+ years. I am very aware of the reaction of Rossmoor Communities'to any activities of their neighbors. They
want to be left alone in their own little world as a far removed County enclave. Every effort to give them a real voice as an
incorporated City in Orange County has been rebuffed by that same community. They rejected, in 1965 -66, to incorporate and
include the "Rossmoor Center" within their sphere of influence. After that rejection, the owners of the "Center" applied to the
City of Seal Beach for annexation and in March, 1967 the City took the "Center' into its boundaries. This completed the Seal
Beach growth north of 1 -22 (College Park West, College Park East, Old Ranch CC, and the land north to Kempton Dr.)
I did sit through one Planning Commission Meeting re:LA Fitness in the "Shops at Rossmoor', heard the staff presentation and
was dumbfounded that 3 of Planning Commissioners would vote against this use for the property within the City of Seal Beach.
1 drove over to the site in question on 7 -14 -17 (a Friday afternoon) very few stray cars between the Condos and the back of the
market and connected shops. I doubt that there is a home in Rossmoor that could even see the proposed building and there
was more than enough parking for this use. The City of Seal Beach should take advantage of this major development, the
Property and Sales taxes will be substantial. Utility fees will also improve the revenue for this service. Planning and building
permits are added income. There are just too many reasons for this project to be completed. I know your staff was shocked by
this vote, They never considered a NO Vote. Remember in recent times Rossmoor has consistently refused incorporation of
any type. They can always extend their wall along Bradbury, Montecito and St. Cloud to keep the rifraf out.
