In accordance with HUD Notice CPD 01 -05, it is the City of Seal Beach's intent to participate in the Urban County Programs for fiscal years 2003 -2004, 2004 -2005, and 2005 -2006. If you require additional information regarding the City's continued participation in the CDBG and HOME programs, please contact Mr. Lee Whittenberg, Director of Development Services at (562) 431 -2527, extension 313. Bahmski, City Manager FROM: Lee Whittenberg, Director of Development Services SUBJECT: PARTICIPATION IN ORANGE COUNTY URBAN COUNTY CDBG AND HOME PROGRAM, FISCAL YEARS 2003 -2006 SUMMARY OF REOUEST: Authorize the City Manager to sign letter of participation in the Orange County Urban County CDBG and HOME Programs for Fiscal Years 2003 -2006. Receive and file staff report. BACKGROUND: The County of Orange has asked the City to write a letter indicating its intent to participate in the Community Development Block Grant and HOME programs during Fiscal Years 2003 -2006. The County of Orange is required by the U. S. Department of Housing and Urban Development (HUD) to renew its entitlement status as an Urban County to receive allocations of Community Development Block Grant (CDBG) and HOME program funds for fiscal years 2003 -2006. Through participation in the County CDBG program in past years, the following programs and projects have been funded by the County of Orange through its Urban County CDBG Program: • Seal Beach Boulevard Improvements - $250,000 • Day Care Assistance Program - $30,000 • After School Recreation Program - $25,000 • Alley and Curb Intersection Improvements - $250,000 The City Council approved a similar letter on May 13, 1999 in response to a request of the County of Orange for participation in the subject programs for Fiscal Years 2000- 2002. City participation in the Urban County CDBG Program will allow the city to apply for specific grant approvals in accordance with the regulations of the County CDBG program. If the City elects to not participate in the Urban County, the City would not be eligible to apply for the subject grant funds. Bahorski, City Manager City of Seal Beach 211 Eighth Street Seal Beach, CA 90740 Subject: Participation In Urban County CDBG and HOME Programs for IFY 2003 -2006 r Dear Mr. Bahorski: The County of Orange is required by the U.S. Department of Housing and Urban Development (HUD) to renew its entitlement status as Urban County to receive allocations of Federal Housing and Community Development Block Grant (CDBG) and HOME Program funds for Fiscal Years 2003 -2004, 2004 -2005 and 2005 -2006. Accordingly, the County must notify participating units of government In writing, of an opportunity to continue participation in the Urban County Program. Attached for your information Is the U.S. Department of Housing and Urban Development (HUD) Notice CPD- 01 -08. This notice explains the procedures and deadlines HUD requires of the County to continue Its Urban County status. The County of Orange must notify each individual unit of general local government of its right to elect to be excluded from the Urban County Program. In addition, the notice requires any unit of local government that previously entered Into a cooperation agreement with the County, and elects not to continue participating during the subject qualification period, to submit written notification to both the County and HUD. In response to this requirement, the County Is requesting that your City submit a letter of reply to our office by May 28 2002 indicating whether your City Intends to participate in the Urban County Program during FY 2003 -2006. A sample reply letter is attached. Per the attached notice CPD- 01 -08, you must also submit a similar letter to the HUD Los Anaeles field office by May 31 2002. If the City's decision requires City Council approval, but you were not able to schedule It on the agenda to meet the May 28, 2002 deadline, please indicate as such in the letter when submitting the City's tentative intention (see the "optional" clause in the sample letter). We hope that your City will continue what we feel has been a very positive relatiogship under the CDBG and HOME Programs, and look forward to hearing from you by May 28, 2002. My staff will then immediately begin work on our new FY 2003 -2006 Cooperation Agreement.
