Bahorski, City Manager FROM: Lee Whittenberg, Director of Development Services SUBJECT: APPROVAL OF SUBMISSION OF APPLICATION FOR STATE BICYCLE TRANSPORTATION ACCOUNT PROGRAM SUMMARY OF REQUEST: Adopt Resolution Number ' A Resolution of the City Council of the City of Seal Beach Approving Submittal of an Application for the State Bicycle Transportation Account Program. BACKGROUND: The City is preparing plans and specifications for several bicycle improvements projects, including the Seal Beach Regional Trail. As part of this project a regional bicycle trail will be developed on Pacific Coast Highway from Seal Beach Boulevard to Anderson Aae: -1-me l, At the regular meeting of the City Council on May 28, 2002, City Council adopted the City of Seal Beach Bikeways Strategic Plan in order to qualify under State Bicycle Transportation Account (BTA). The City is requesting $444,000.00 of Bicycle Transportation Account funds for this project from the State Bicycle Transportation Account, administered through the Caltrans Bicycle Facilities Unit. A resolution authorizing the City Manager to file the application for the Bicycle Transportation Plan to the State Department of Transportation, Bicycle Facilities Unit, and to act as the agent for the City of Seal Beach, to conduct all negotiations and to execute and submit all documents related to the completion of this application is proposed for City Council adoption. The State of California has established the Bicycle Transportation Account (BTA), formally the Bicycle Lane Account, to provide funding for projects statewide that improve safety and convenience for the bicycle commuters, Section 2. The State of California Department of Transportation (Caltrans), Bicycle Facilities Unit (BFU) administers the BTA program in cooperation with the Office of Local Assistance in each District. Section 3. The City of Seal Beach wishes to promote bicycle safety and encourage use of bicycle transportation as a convenient mode of commuting. Section 4. The City of Seal Beach wishes to implement a Class I Bikeway on Pacific Coast Highway between Seal Beach Boulevard and Anderson Street. Section 5. The City of Seal Beach has prepared a BTA grant application for funding in the amount of $444,000 (90 %) to implement the bicycle facilities improvement project. Section 6. The City of Seal Beach will provide the local match fund in the amount of $44,400 (10 %). NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Seal Beach authorizes the City Manager to file the Bicycle Transportation Plans together with the application for the Bicycle Transportation Plan to the State Department of Transportation, Bicycle Facilities, and act as agent for the City of Seal Beach to conduct all negotiations and execute the submit all documents related to the completion of this application. The City of Seal Beach adopted the "Bicycle Route Element" of the General Plan in 1974 and has amended the element in 1997 and 1998. Section 2. In order to be eligible for Bicycle Transportation Account funding, the City of Seal Beach is required to adopt a bicycle transportation plan that meets the requirements of the California Bicycle Transportation Act (California Streets and Highways Code Section 890 through 894.2). Section 3. The City of Seal Beach adopted the "Bicycle Route Element' of the General Plan does not meet the requirements of the California Bicycle Transportation Act. Section 4. The California Bicycle Transportation Act allows the City of Seal Beach to adopt by reference a countywide plan. Section 5. The Orange County Transportation Authority (OCTA) adopted the OCTA Commuter Bikeways Strategic Plan on August 27, 2001. Section 6. The OCTA Commuter Bikeways Strategic Plan meets the requirements of the California Bicycle Transportation Act. Section 7. The OCTA Commuter Bikeways Strategic Plan requires minor modification to be consistent with the City of Seal Beach Bikeways Strategic Plan. The project proposes to construct a 12 -foot wide off road Class I multi-use (bikepedestrian) trail along, the southwesterly side of the Pacific Coast Highway from the Surfside Colony entrance at the southeasterly side of Anaheim Bay to Anderson Street. The existing Pacific Coast Highway roadway consists of two through traffic lanes in both F directions, a center double turn lane, partial parking on the northbound side, and a bike lane on each side of the road. The existing _traffic lane configuration will remain the same, however northbound parking will be removed and the traffic lanes will be moved to the northeast and be re- striped to provide two 12 -foot traffic lanes in both directions, a 12 -foot double turn lane in the center, 5 -foot wide bike lanes on each side of the roadway, and a 12 -foot wide Class I trail on the southwesterly side of the road. Replacement northbound parking will be provided on the Pacific Coast Highway in the vicinity of Anaheim Bay. The Seal Beach Regional Trail constructs a Class I (off- street) bikeway in the City of Seal Beach. This Bikeway consists of three segments that will complete the gap closure between the Santa Ana River Class 1 bikeway and the San Gabriel River Class I Bikeway. These segments are: Seal Beach Boulevard (Pacific Coast Highway to Electric Avenue), Marina Drive (Electric Avenue to San Gabriel River Class I Bikeway), and Pacific Coast Highway (Seal Beach Boulevard to Andersen Street). The Seal Beach Boulevard segment has been completed in September 2001. The Marina Drive segment will be constructed by July 2002. The Pacific Coast Highway segment is the subject of this request for additional funding. Funding for the Seal Beach Regional Trail is provided through TEA 21 Bikeways, State Parks and Recreation Department, City, County and OCTA. The request for additional funding is needed to meet Caltrans requirements for project development and design procedures and construction requirements since the trail falls within State rightof —way. The request for additional funding will be for the Project Report development and construction of a Type 60 Barrier along the trail that will separate [raffle lanes from the Class I bikeway. PROJECT BUDGET Pme 14 -7 EXHIBIT 21 -B Local Assistance Program Guidelines Project Application BICYCLE TRANSPORTATION ACCOUNT PROJECT SCREENING CRITERIA The following items are mirtimom requirements for project eligibility and must be submitted with the application: t) A Bicycle Transportation Plan that addresses Streets and Highways Code Section 891.2 (a -k) prepared and adopted by the applicant and approved by the applicant's transportation planning agency and the Caltrans Bicycle Facilities Unit. The plan should include copies of the local resolution adopting the Bicycle Transportation Plan and Regional Transportation Planning Agency approval of the plan. 2) A resolution certifying the availability of the required 10 percent local share of the total project cost. Documentation of completed environmental clearance. EVALUATION CRITERIA (To be completed by applicant) Eligible BTA projects are those that serve the functional needs of bicycle commuters. Accordingly, BTA project applications will be categorized as Excellent, Good, Fair, Poor or Ineligible according to the following criteria: How well has the applicant demonstrated that the project: 1) WBI be used primarily by bicycle commuters? Yes, the Pacific Coast Highway Class I bikeway will provide a direct off -road connection between the existing Class I Bikeway in Huntington Beach with the existing Class I bikeway in Seal Beach and he san Gabriel River Class I and Long Beach's Class II on North Marina Drive. 2) Has the potential to increase bicycle commuting? Yes, the proposed project has been well received by bicycle groups and the general public as well as Orange County and OCTA for providing a gap closure in the existing Class I nail in Orange Cutlery- 3) Is the bat alternative for the situation? Yes, this Class I bikeway provides a direct off-street link between the Santa Ana River Class I Bikeway and the San Gabriel River Class I Bikeway. This Class I bikeway enhances safety and reduces travel time for bicyclist by eliminating the crossing of many high volume signalized intersections between Newport Beach and Long Beach. 4) Will improve continuity with existing bikeways? Yes, this project completes the existing gap closure between the Santa Ana River Class I Bikeway and the San Gabriel River Class I Bikeway. Thu project is consistent with and a necessary component of OCTA's and the County of Oranges Master Plan of Bikeways 5) Will provide a direct route to activity centers such as schools, employment centers, shopping, etc.?
