Director of Public Works/City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR CITYWIDE CATCH BASIN FILTERS, PHASE 11, PROJECT # 50058. SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for the manufacture, installation, and maintenance of the second phase of the catch basin filters for the in Seal Beach storm drain system. BACKGROUND: The County of Orange Supervisors have established an Urban Runoff Matching Grant Program which is designed to assist cities in implementing new water quality improvement programs to reduce the negative impacts on the coastal waters caused by urban runoff. The City has implemented one grant project consisting of 97 filters. This is the second grant that has been secured and is ready for implementation. The results of the first phase of filters have been compiled. These filters have collected several types of debris and containments including hydrocarbons, heavy metals, and litter. The material that was collected reduced 2.27 tons of pollutants from entering our local water bodies. The City has approximately 195 catch basin inlets in our storm drain system. This second phase of the project will include approximately 98 catch basins to be modified with filter inserts. The project will also set up maintenance of the filters for approximately six months, and testing of the pollutants collected. The data collected will be shared with other Cities within Orange County and used to measure water quality improvements. FISCAL IMPACT: Designated funds are available for this project in the General Fund. The budgeted amount for this project is $74,968. 50% of the funds have been Odesignated from the General Fund through a budget amendment of $37,484 which was submitted and passed in March of 2002. The remaining 50% of the funds will be provided by a grant from the Orange County Urban Runoff Matching Grants Program. Agenda Item A SUMMARY: Upon motion of the Consent Calendar, it is recommended that the City Council approve the plans and specifications, and authorize Staff to initiate the public bidding process.
