RESOLUTION NUMBER 4~!,/
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH IN FISCAL SUPPORT OF
CALIFORNIA DEPARTMENT OF BOATING AND
WATERWAYS GRANT APPLICATION AND AUTHORIZING
SUBMISSION OF SAID APPLICATION
WHEREAS, the City of Seal Beach desires to preserve and protect its shoreline,
restore and maintain urgently needed recreational beaches and to
minimize the economic losses caused by natural or man-made beach
shoreline instability; and .
WHEREAS, the City's "East Beach" has a chronic beach erosion problem; and
WHEREAS, the importation of sand has been identified as the most cost effective
alternative with the least environmental impact; and
WHEREAS, grant funds may be available from the California Department of Boating
and Waterways for beach sand replenishment. Staff has prepared a
grant application to request the maximum amount available under the
program; and
WHEREAS, the optimum project for sand nourishment of East Beach has been
determined by a recent Moffatt & Nichol "Feasibility Study" to be 150,000
cubic years of sand. This would require a project of approximately
$1,083,000; and
WHEREAS, funds are available in the current approved budget and
General Fund Reserves to provide the required match; and
WHEREAS, the City Council previously certified Negative Declaration 95-3, Beach
Nourishment Project-Anaheim Bay Dredge, on August 28, 1995 and a
Notice of Determination was filed on September 20,1995; and
WHEREAS, the City has reviewed Negative Declaration 95-3 and finds that the
environmental impacts of the proposed project are accurately described
and evaluated in Negative Declaration 95-3, and further finds the
proposed project requires no additional environmental analysis.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Seal Beach
authorizes filing a grant application to the California Department of Boating and
Waterways for a $1,083,000 beach nourishment project; and
BE IT FURTHER RESOLVED, that the City Council of the City of Seal Beach affirms
that the required 25 percent match will be provided by the City.
