National Peace Officers Memorial Day Proclamation - Chief Michael Sellers PUBLIC COMMENT At this time members of the public may address the Council regarding any items within the subject matter jurisdiction of the City Council. Pursuant to the Brown Act, the Council cannot discuss or take action on any items not on the agenda unless authorized by law. Matters brought before the Council that are not on the agenda may, at the Council's discretion, be referred to staff and placed on a future agenda. Those members of the public wishing to address the Council are asked to come forward to the microphone and state their name for the record. All speakers will be limited to a period of five (5) minutes. Any documents for Council review should be presented to the City Clerk for distribution to Members of the Council. Monthly Investment Report - February, 2002 - Receive and file report. *G. Budget Amendment - Revision of Personnel Rules - Proposed Resolution No. 5003 authorizing a budget amendment in the amount of $7500 to reflect fees for comprehensive revision to City's Personnel Rules. *H. Police Vehicle Purchase - Authorize purchase of an equipped 2002 Crown Victoria for a total cost of $30,612 and approve Proposed Resolution No. 5004 utilizing Supplemental Law Enforcement Grant funds *I. Coyote Creek & Westminster Watersheds Feasibility Study - Adopt Proposed Resolution No. 5005 supporting the Army Corps of Engineers study. *J. Low Emission Vehicle Purchases - Approve plans and specifications and authorize advertisement of same for purchase of two sedan hybrid vehicles and one medium duty CNG pick -up truck. *K CITY RISK MANAGEMENT INSURANCE PROGRAM - Adopt resolutions for the California Joint Powers Insurance Authority Program effective July 1, 2002 - Proposed Resolution No. 5006 approving execution of JPA, Proposed Resolution No. 5007 authorizing self - insurance of workers' compensation through CJPIA, Proposed Resolution No. 5008 authorizing application to State for certificate to self-insure workers' compensation and Proposed Resolution No. 5009 providing Workers Compensation coverage for certain city volunteers.
