Bahorski, City Manager P SUBJECT: Personnel Rules Revisions - Budget Amendment SUMMARY OF REQUEST: That Council approve the attached budget amendment for the purposes of updating and revising the City's Personnel Rules. BACKGROUND: As a result of the recent charter amendments and revisions to the Municipal Code relating to personnel services, staff reviewed the Personnel Rules and found them to be outdated and not in conformance with current personnel practices. A request for proposals to revise and update the City's Personnel Rules, adopted in 1983, were sent to three firms specializing in the field of human resources with the following results: William Avery & Associates $8,000 Richards, Watson & Gershon $7,500 Liebert Cassidy Whitmore up to $5,000 As this is a professional services agreement, staff has selected the firm of Richards, Watson & Gershon to complete the comprehensive review and revision to the Rules. This firm has been assisting the City with the Personnel / Civil Service Municipal Code revisions as well as the recent charter amendments relative to discipline and their experience and knowledge specific to Seal Beach should speed the process along. Staff has been working with Assistant City Attorney, Roy Clarke, on a number of personnel issues and he is well versed in Seal Beach's policies and procedures as well as changes in employment laws. FISCAL IMPACT: A budget amendment in the amount of $7,500 will be required for FY 2002 -03. The current undesignated fund balance is $3,387,526; the proposed budget amendment will decrease the undesignated fund balance by $7,500 to $3,380,026. RECOMMENDATION: Approve Proposed Resolution No. adopting a budget amendment in the amount of $7500 to update and revise the City's Personnel Rules.
