SUBJECT: ADOPTION OF RESOLUTIONS RE: CITY RISK
MANAGEMENT INSURANCE PROGRAM
SUMMARY OF REQUEST
Staff requests that the City Council adopt the following resolutions in preparation of the City of Seal
Beach entering the California Joint Powers Insurance Authority as of July 1, 2002 for its risk management
insurance program.
RESOLUTIONS:
1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
COUNTY OF ORANGE, CALIFORNIA, APPROVING EXECUTION OF THE JOINT
POWERS AGREEMENT CREATING THE CALIFORNIA JOINT POWERS
INSURANCE AUTHORITY, AND FURTHER APPROVING PARTICIPATION IN ITS
JOINT PROTECTION PROGRAM PROVIDING LIABILITY COVERAGE
THROUGH SELF - INSURANCE, LOSS POOLING AND EXCESS INSURANCE.
2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
COUNTY OF ORANGE, CALIFORNIA, TO AUTHORIZE AND APPROVE SELF -
INSURANCE OF WORKERS' COMPENSATION FOR ITS EMPLOYEES
THROUGH THE SELF - INSURANCE AND LOSS POOLING PROGRAM OF
CALIFORNIA JOINT POWERS INSURANCE AUTHORITY.
3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
COUNTY OF ORANGE, CALIFORNIA, AUTHORIZING APPLICATION TO THE
DIRECTOR OF INDUSTRIAL RELATIONS, STATE OF CALIFORNIA, FOR A
CERTIFICATE OF CONSENT TO SELF -INSURE WORKER'S COMPENSATION
LIABILITIES.
4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
COUNTY OF ORANGE, CALIFORNIA, PROVIDING WORKER'S
COMPENSATION COVERAGE FOR CERTAIN CITY VOLUNTEERS PURSUANT
TO THE PROVISIONS OF SECTION 3363.5 OF THE LABOR CODE.

On February 25, 2002, the City Council authorized City staff to initiate action to withdraw from its
current risk management insurance authority, Orange County Cities Risk Management Authority, and to
submit an application to join the California Joint Powers Insurance Authority (CJPIA). In preparation of
the City of Seal Beach entering the CJPIA, several resolutions need to be adopted by the Seal Beach City
Council that will provide authorization to enter into an agreement with CJPIA for risk management
coverage through the self - insurance and loss pool program of the CJPIA.
FINANCIAL IMPACT
Changing to the CJPIA will result in financial savings to the City of Seal Beach regarding annual cost of
insurance coverage and eliminate the need to maintain the current City self - insurance retention, and the
requirement for a general fund reserve for the City's risks, as well as overhead expenses for claims
administration and defense. An initial annual general liability program primary deposit to the CJPIA in
the amount of 5239,794 will be for the period of July 1, 2002 to June 30, 2003 and will come from the
general fond account 001- 018-49500.
Adoption of the resolutions is a necessary step in the process to join the CJPIA. Staff recommends
approval.
