Bahorski, City Manager FROM: Doug Dancs, P.E., Director of Public Works/City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR CITY PLAYGROUND IMPROVEMENT PROJECT CIP No. 50093 SUMMARY OF REOUEST: Approval of plans and specifications for City Playground Improvement Project CIP No. 50093. BACKGROUND: In September of 2001, the City received notice that it was a recipient of Proposition 12 per capita grant funding which was a California Voter approved bond measure. Its purpose was to assist Cities in "catching up" with long overdue park related projects that have been deferred for lack of funding. A playground safety audit conducted in October 2001 indicated that the existing play structures did not meet current safety guidelines. Marina Park, Heather Park, Edison Park and the Beach Tot Lot playgrounds have been programmed in the C.I.P. for rehabilitation. The work will consist of removing of existing equipment and installing new equipment including new slides, climbers and swings. All playground systems will have a poured in place rubberized surface made of recycled materials to meet ADA accessibility requirements. ht addition, this project will have age appropriate signage for each playground system. Upon completion of this project all park playgrounds will have been upgraded to meet proper standards and the requirements set forth in the Safety Standards and Guidelines for all public playground equipment. The plans and specifications were completed by in -house staff. Upon the successful bidding process, award of a contract, delivery of equipment from the manufacturer, and construction of the playground, the project should be completed in the summer of 2002. Agenda Item V FISCAL IMPACT: Funds are currently available through the State of California Resources Agency Department of Parks and Recreation in the amount of $140,000.00. Upon completion of project, the City will submit invoices to the State for reimbursement. No matching City funds other than staff time are required. Staff recommends that the City Council approves the plans and specifications, and authorize Staff to initiate the bidding process for City Park Playground Improvement Project CIP No. 50093.
