Bahorski, City Manager FROM: Doug Danes, P.E., Director of Public Works, City Engineer SUBJECT: INTERIM REPORT ON THE SAN GABRIEL RIVER DEBRIS BOOM, PROJECT No. 50086 SUMMARY OF REQUEST: The proposed City Council action will receive and file the presented information for the proposed San Gabriel River Debris Boom Project No. 50086. BACKGROUND: During the Fiscal Year 1999/2000, the City was fortunate to apply and receive a State budget allocation within the California Coastal Conservancy budget for the City's Ocean Water Quality Program. $300,000 has been budgeted in the 2001/2002 Capital Improvement Program for the design, environmental, and administration portion of the proposed San Gabriel River Debris Boom. The Engineering Division has contracted with Moffatt and Nichol Engineers to prepare the concept design and staff has been working with Los Angeles County Dept. of Public Works, Orange County Public Facilities and Resources Department, and the City of Long Beach. The San Gabriel River Debris Boom is a debris collection system designed to reduce debris flows within the San Gabriel River watershed that ultimately are discharged at the river mouth. The main goal of the project is to propose the best option for decreasing the debris load at the mouth of the San Gabriel River, and in particular to decrease the quantity that is washed up onto Seal Beach. The conceptual design report addresses the three aspects of the debris collection system: the location; the collection system; and the removal system. Location considerations included the recreational usage of the river, ease of trash collection, debris loads and tidal influence. The collection system considerations included net designs with cylindrical buoys and with pyramidal buoys. The removal system considerations included manual labor with contract labor, county crews, or inmate labor, front end loaders and dump trucks. The proposed concept design is a net to be installed in the concrete channel at the confluence of the San Gabriel River and Coyote Creek. The debris net design will use cylindrical buoys and a specific net material. The proposed method for debris removal is a combination of a front end loader and manual labor using pitchforks. The majority of the costs for the debris removal is in the cost of hauling and disposing of the debris. Agenda Item Pending a final review from the Maintenance Division from Orange County, Los Angeles County, the City of Seal Beach and the City of Long Beach, Moffatt Nichol will move forward and complete the final design report. They will then move through the environmental process, permitting process and final design process for this project. In addition, staff will obtain input from various Public Interest groups such as the Friends of the San Gabriel River. Upon, it's final design completion, staff is expecting that either the City of Seal Beach or one of the other team agencies will be successful in securing the grant funding for it's construction. Additionally, the City will have to execute agreements with both Los Angeles and Orange County for the maintenance of the debris boom. The City of Seal Beach has applied for Proposition 13 grant funding for this project. The end result of the construction would be less trash and contamination washing up onto the City's beaches. FISCAL IMPACT: Funds in the amount of $300,000 are available in the City's Capital Improvement Program from the State's California Coastal Conservancy budget. This amount will include the design, environmental, and administration portion of the proposed debris boom. Staff has applied for a Proposition 13 grant in the amount of $660,000 for the construction and partial operation of the debris boom. Once constructed, the County of Los Angeles and County of Orange will be responsible for it maintenance. It is also anticipated that with a reduction of debris washed up onto the beach, City Staff will reduce its time to clean the beach. Staff recommends that the City Council receive and file the presented information for the proposed San Gabriel River Debris Boom Project No. 50086.
