HomeMy WebLinkAboutCC Res 4479 1996-06-10 RESOLUTION NO, #2..9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH ENDORSING AND INITIATING THE CITY'S EV-READY COMMUNITY PROGRAM WHEREAS, the City of Seal Beach supports the goals, objectives, policies and action programs to protect air quality, enhance energy security, and enhance international competitiveness, and; I WHEREAS, the overall goal of the EV-READY COMMUNITY is to provide the infrastructure to enable City residents and visitors to utilize electric vehicles, and; WHEREAS, the City of Seal Beach has the opportunity to take a leadership role in the development of advanced transportation and clean air technologies, and; WHEREAS, the Mobile Source Air Pollution Reduction Review Committee (MSRC) of the South Coast Air District intends to allocate funds to EV-Ready Communities for electric vehicle charging infrastructure through the Quick Charge Program, and; WHEREAS, the City of Seal Beach wishes to implement an electric vehicle charging infrastructure project, and; , WHEREAS, the City of Seal Beach is one of nine cities who have 'already been recommended for funding from Combined Transportation Funding Program (CTFP) for this I purpose. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Seal Beach finds and determines as follows: Section I. To endorse the City's EV-READY COMMUNITY PROGRAM and authorize staff to take appropriate additional steps to initiate the City's EV-READY COMMUNITY PROGRAM. Section 2. Authorize staff to commit to minimum participation requirements for MSRC funding, and to become EV-READY, by taking the following steps (see Exhibit "A" for additional details regarding these commitments): . Adopt Uniform Building Code and National Electric Code Revisions. . Adopt revised ordinances as necessary to support deployment of charging infrastructure. . Streamline the permitting process to allow for residential charging . equipment installation within 72 hours of vehicle purchase or lease. . Schedule formal consideration of building code ordinance revisions that require a *" raceway from the electrical service panel to an appropriate location for EV charging in all new residential garages; I . Schedule formal consideration of building code ordinance revisions that require that recharging capability be installed in new commercial developments. I I I Resolution Number #19 . Train emergency-response providers. Section 3. Authorize staff to pursue vehicle purchase of three eleclric vehicles to replace existing vehicles, and to pursue provision of a public charging station in the Eighth Street Beach Parking Lot, and provision of a City charging facility at the City Yard. as set forth in the "City Commitment Reporting Form" attached hereto as Exhibit A; Section 4. Authorize staff to utilize an amount not to exceed $ 52,500.00 of the Cily's AB 2766 subvenlion funds as co-funding toward a potential grant award under the Quick Charge Program. Section 5.
