Bahorski, City Manager FROM: Doug Danes, P.E., Director of Public Works /City Engineer SUBJECT: AWARD BID FOR SEAL BEACH BOULEVARD TRAFFIC SIGNAL FIBER OPTIC INTERCONNECT SYSTEM PROJECT No. 50011. SUMMARY OF REOUEST: The proposed action will award a contract for the Seal Beach Blvd Traffic Signal Fiber Optic Interconnect System Project No. 50011, to the lowest responsible bidder, Broadband Powering Services, Inc. in the amount of $300,274.00 and authorize the City Manager to execute the agreement. BACKGROUND: This proposed project is the second phase of upgrading and coordinating traffic signals along Seal Beach Boulevard from Pacific Coast Highway to the 405 Freeway. Traffic signal coordination is a method of timing groups of traffic signals along an arterial to provide a smooth movement of traffic with minimal stops. The goal of the coordination system is to efficiently move the greatest number of vehicles through the system with the fewest possible stops. Signal coordination from the 405 Freeway to the north City limits is currently under construction with the Bixby Development and is expected to be completed in the Spring of 2002. The first phase of the project has already been completed, with the installation of new traffic controllers and cabinets along Seal Beach Boulevard. This second phase would link signals along the Seal Beach arterial, through new buried fiber optic lines in a local network. It will enable centralized control, coordination, and networking via a state -of- the -art computer equipment and programs. This proposed project is fully funded under the competitive Measure M Signal Improvements Program. Monies from this program may only be used for these purposes and may be forfeited if the project is not completed. Ten bids were received and opened by the City Clerk on Wednesday, March 27, 2002 as listed below. 1 Broadband Powering Systems, Inc. $300,274.00 2 C.T. &F., Inc. $309,800.00 Agenda Item 3 Moore Electrical Contracting, Inc. $318,805.00 4 Inspection Engineering Construction $327,581.56 5 Baxter - Griffin Co., Inc $343,100.00 6 Lambco Engineering, Inc. $348,885.00 7 Benergy, Inc. $350,960.00 8 ProTech Engineering Corp. $385,542.50 9 Dynalectric $389,034.00 10 Herman Weissker, Inc. $469,476.60 The low bidder is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. FISCAL IMPACT: Measure M funds in the amount of $550,000 are currently available within the City's Capital Improvement Program budget for construction of these improvements. This includes the design, administration, inspection, construction and the purchase of materials and software for the project. Any remaining funds would be returned to OCTA. Upon motion of the consent calendar, it is recommended that the City Council: 1. Award the construction contract for the Seal Beach Blvd. Traffic Signal Fiber Optic Interconnect Project, CIP No. 50011 to the lowest responsible bidder, Broadband Powering Services, Inc., in the amount of $300,274.00 and authorize the City Manager to execute the agreement.
