SUBJECT: Agreement for Payroll Services between the Automatic
Data Processing (ADP) and the City of Seal Beach
SUMMARY OF REOUEST•
Staff requests City Council approve the agreement for payroll services between ADP and
the City of Seal Beach beginning July 1, 2002 and continuing on a payroll by payroll
basis at an annual rate of $23,740 (rate locked in for two years) and authorize City
Manager to execute agreement. Staff also requests City Council to approve a budget
amendment for $4,525 startup fees.
BACKGROUND:
The City of Los Alamitos has been providing payroll services to the City ever since
Payroll Services Unlimited became unable to provide municipal payroll services. Since
that date, Finance has been aware this may be a temporary solution and began looking
into other options. Some of the reasons Finance decided to explore options are as
follows: 1). The City of Los Alamitos is using antiquated software (a COBOL program)
supported by only one programmer, 2). The cross training on using the software has not
been what Finance hoped and 3). The payroll processor works part -time and is not always
accessible for answering questions. The most viable option appears to be entering into an
agreement with ADP to process the City's payroll.
Attractive features of ADP include continuity of service, online access to our payroll
information, fulltime service, new employee State law compliance, capability to produce
user - friendly reports and direct deposit capabilities at no extra charge. The scope of
services will include these plus all the major services we are currently receiving.

Finance would like to install and convert to ADP during this fiscal year so Finance can
start implementing ADP payroll services between July and September 2002. In order to
accomplish this timeline, there is a one -time startup fee of $4,525.
FISCAL IMPACT:
The total proposed budget amendment increases expenditures by $4,525. The budget
amendment is covered by undesignated fund balance. The current undesignated fund
balance is $3,506,341. The proposed budget amendment will decrease undesignated fund
balance by $4,525 to $3,501,816.
RECOMMENDATION:
Staff recommends Council approve the agreement for payroll services between the ADP
and the City of Seal Beach continuing until and unless either party terminates the
agreement and authorizes the City Manager to execute the agreement and approves a
budget amendment for startup fees of $4,525.

for a years. This guarantee excludes one -time, annual, W -2 and year -end
related and any other non - recurring payroll related fees.

The Limited Power of Attorney and Tax Information Authorization revokes all earlier tax filing powers of attorney and tax information
authorizations on file with respective taxing authorities with respect to the same tax matters and lax periods covered hereby, but has no
effect on any other Power of Attorney or authorization.
10. Signature of Taxpayer or Authorized Representative
I understand that this authorization does not absolve me as the
taxpayer of the responsibility to ensure that ail returns are filed
and all taxes are paid on lime. I authorize the taxing
authorities to disclose otherwise confidential tax information
to ADP as necessary to discuss or provide filing or account
information relating to employment tax returns filed or to be
filed and/or deposits made or to be made by ADP (including
information relating to any penalty resulting from such
deposits) as well as deposit requirements. I certify that I have
the authority to authorize the disclosure of otherwise

on magnetic media, or on paper, for the above stated taxpayer to Federal, Stare, and Local jurisdictions. ADP is authorized as a

The Limited Power of Attorney and Tax Information Authorization revokes all earlier tax filing powers of attorney and tax information
authorizations on file with respective taxing authorities with respect to the same tax matters and tax periods covered hereby, but has no
effect on any other Power of Anomey or authorization.
10. Signature of Taxpayer or Authorized Representative
I understand that this authorization does not absolve me as the
taxpayer of the responsibility to ensure that all returns are filed
and all taxes are paid on time. I authorize the taxing
authorities to disclose otherwise confidential mx information
to ADP as necessary to discuss or provide filing or account
information relating to employment tax returns filed or to be
filed and/or deposits made or to be made by ADP (including
information relating to any penalty resulting from such
deposits) as well as deposit requirements. I certify that 1 have
the authority to authorize the disclosure of otherwise
