SUBJECT: AWARD BID FOR THE ANNUAL CONCRETE
REHABILITATION PROGRAM, FY 2001/2002, CIP
PROJECT No. 49675
SUMMARY OF REOUEST:
The proposed action will award a contract for the Annual Concrete Rehabilitation
Program to the lowest responsible bidder, J. Cardenas Construction, in the amount of
$27,448.00 and authorize the City Manager to execute the agreement.
The proposed project will rehabilitate approximately 4000 square feet of sidewalk in the
100 block of Main Street. This program replaces portions of deteriorated concrete
between existing trees in an effort to reduce the backlog of concrete repairs. The Public
Works Department Tree Preservation Program will replace sidewalk in front of existing
trees with brick pavers. Engineering Staff chose this area because of its high pedestrian
traffic which will reduce possible situations for pedestrians. In addition to the high
pedestrian traffic areas being corrected, the maintenance division will make repairs to
other areas in the City on an ongoing basis. Currently there is an multi- million dollar
backlog of concrete repairs in the City.
The plans and specifications were completed by in -house staff. Upon the successful
bidding process and award of a contract, the project should be completed around the end
of the fiscal year in June.
Six bids were received and opened by the City Clerk on Tuesday, March 19, 2002 as listed
below.

The low bidder is properly licensed to do the work and has appropriate work experience as
well as being the lowest responsible bidder for the project.
FISCAL IMPACT:
Funds are available in the project budget within the approved capital improvement
program for this work in the amount of $50,000 from State Gas Tax. Based on the lower
than expected bids received, the City will add various previously prioritized locations
throughout the City to be included with the project. The inspection cost is estimated to
be $5,000 and the City will purchase additional brick pavers to be used on the Main St.
paver project. Any remaining funds would be reprogrammed for next year's concrete
program as approved by City Council.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Award the construction contract for the Annual Concrete Rehabilitation Project,
CIP No. 49675 to the lowest responsible bidder, J. Cardenas Construction, in the
amount of $27,448 and authorize the City Manager to execute the agreement.
