Bahorski, City Manager FROM: Doug Danes, P.E., Director of Public Works/City Engineer SUBJECT: AWARD BID FOR THE ANNUAL PAVEMENT REHABILITATION PROGRAM, FY 2001/2002, CIP PROJECT No. 49673 SUMMARY OF REOUEST: The proposed action will award a contract for the Annual Paving Rehabilitation Program to the lowest responsible bidder, EBS, Inc., in the amount of $97,545.30 and authorize the City Manager to execute the agreement. BACKGROUND: The proposed project will rehabilitate the pavement at the following streets: • Fern Circle (Aster to End) • Goldenrod Circle (Aster to End) • Heather Circle (Aster to End) • Jasmin Circle (Aster to End) The work will consist of grinding the edges of pavement adjacent to the curb, applying a leveling course, placing a rubberized chip seal, and then placing a layer of rubberized asphalt. These local streets were next on the priority ranking list in the pavement management system as approved by Council during the FY2001 /2002 budget workshops. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. During the next budget workshops, Staff will present for Council approval of the next update to the pavement management system which will determine next year's local paving projects as well as the overall priority ranking list. Staff is in the process of hiring a specialty pavement management firth to evaluate the condition of the streets. These updates are done on a yearly basis since the condition of the streets and funding levels are not static. Agenda Item The plans and specifications were completed by in -house staff. Upon the successful bidding process and award of a contract, the project should be completed around the end of the fiscal year in June. Eight bids were received and opened by the City Clerk on Tuesday, March 19, 2002 as listed below. 1 EBS, Inc. $97,545.30 2 Silvia Construction, Inc. $99,848.00 3 All American Asphalt $115,909.10 4 Sully miller Construction Co. $116,420.00 5 Palp, Inc. dba Excel Paving $118,370.00 6 R.J. Noble Co. $124,933.00 7 Laird Construction Co. $132,400.00 8 Pacific Hydrotech Corp $136,429.48 The low bidder is properly licensed to do the work and has appropriate work experience as well as being the lowest responsible bidder for the project. FISCAL IMPACT: Funds are available in the project budget and is within the approved capital improvement program for this work in the amount of $110,000 from State Gas Tax. The estimated inspection cost is $10,000. Any remaining funds would be reprogrammed for next year's street program as approved by City Council. RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council: 1. Award the construction contract for the Annual Pavement Rehabilitation Project, CIP No. 49673 to the lowest responsible bidder, EBS, Inc, in the amount of $97,545.30 and authorize the City Manager to execute the agreement.
