Dear Mr. Alaniz:
RE: GRUAING TREE PRE SCHOOL LOAN APPLICATION
It is my Understanding that you are currently processing a loan application
for Seretta Fielding on the Growing Tree pre School located in Seal Beach.
In this regard I wish to inform you of recent actions taken by the City of
Seal Beach with reference to proposed changes which will take place along
Seal Beach Boulevard which is where the subject site is situated.

On September 8, 1986, the Seal Beach City Council approved and adopted the
Seal Beach Boulevard Improvemlent Study. This study identified significant
Public improvements which the City will undertake to enhance the ambient
environmental and aesthetic quality of the area. These improvements include
the constriction of a well landscaped median divider, the provision of new
stamped concrete sidewalk improvements, the replacement of street light
fixtures and utility undergromxling, and the provision of appropriate
street furniture. Our attempt here is to create an aesthetic visual state-
ment along the major entryway into the oldtdm area of our community.
In addition to the above, this study also investigated the potential land
uses existing and contemplated for the area. Following extensive public
input it was decided that the area should allow a mixture of development
to occur and that "heavy mmlercial" zoning was inappropriate. The study
concluded that a zoning which permitted light Commercial and medium density
residential development was desirable. The adoption of the study therefore
has placed into motion the actions necessary for the City to modify its
Present zoning for the area to that reflected by the study over the mar tern.
