PROGRAM
SUMMARY OF REQUEST:
Authorize the Mayor to sign to sign letter of support for the Orange County 2002 Orange
County Continuum of Care Program. Receive and file staff report.
BACKGROUND:
The County of Orange has asked the City to write a letter of support for the 2002 Continuum
of Care program to assist homeless individuals in the County. The program is essentially a
consortium of Cities applying together to the United States Department of Housing and
Urban Development (HUD). This approach has proven more effective in gaining more total
dollars for the affected municipalities and the County as a whole. Last Year, Orange County
was successful in being conditionally awarded $8.77 Million to fund a variety of programs
designed to help homeless persons become more self sufficient. The 2001 award is the
largest award that Orange County has ever received from the HUD Continuum of Care grant
competition. These grant funds bring needed support to help alleviate serious homeless
issues faced within the County.
Though Seal Beach does not currently participate in any homeless assistance programs, staff
feels that support for this program serves a public good within the County of Orange. The
County has asked the City of Seal Beach to write a support letter, and staff recommends that
the City Council authorize the Mayor to sign the proposed response letter, with any
additional comments the Council deems necessary.
The City prepared a similar letter in response to a request of the County of Orange for
support for the 2000 Continuum of Care Program in April 2000.

CONTINUUM OF CARE HOMELESS ASSISTANCE
GRANT APPLICATION
This letter is submitted on behalf of the City of Seal Beach in support of Orange County's
application for 2002 Continuum of Care Homeless Assistance funds to the U.S. Department
of Housing and Urban Development (HUD). Furthermore, this letter confirms the City's
wish to participate in the County's Continuum of Care system, and therefore, the City of
Seal Beach will not be submitting a separate application to HUD for 2002 Continuum of
Care Homeless Assistance funds.
It is understood that funds received, as a result of this application, will serve homeless
persons on a countywide basis. This letter does not constitute the granting of any required
public approvals, nor guarantees that the City of Seal Beach will ultimately approve the
services contemplated in the grant application, which may be inconsistent with local
statutes.
The City of Seal Beach recognizes that combating the problems of homelessness requires
a regional plan. The City of Seal Beach wishes to thank the County of Orange for all the
efforts that went into developing a comprehensive and coordinated Continuum of Care

Dear Mr. orski:
Please accept this as a follow -up to the recent letter addressed to your Mayor, from Cynthia P. Coad,
Chair of the Board of Supervisors. As stated in the attached letter from Chair Coad, Orange County is
once again preparing for the announcement of the Notice of Funding Availability (NOFA) from the U.S.
Department of Housing and Urban Development (HUD) for 2002 Continuum of Care Homeless
Assistance funds. During the Program Years 1998 through 2001, the County of Orange was awarded
approximately $26 million through an application involving Cities, County agencies and non - profit
organizations to fund a variety of programs that help homeless persons become self - sufficient. This
includes our 2001 Continuum of Care conditional award of $8,770,000 that HUD recently announced.
The 2001 award is the largest award that Orange County has ever received from the HUD Continuum
of Care grant competition. These grant funds bring needed support to help alleviate the serious
homeless issues we all face in Orange County.
We would like to thank you for your prior assistance and participation in the region's Continuum of
Care activities and for providing much needed information for our Continuum of Care application.
Your contribution to the process has certainly helped build a strong coordinated effort which brought
Orange County twice the grant amount this year compared to last year's $4.1 million.
2002 Continuum of Care
It is evident that a community-wide participation of all local agencies In developing the Continuum of
Care system - a system that moves the homeless off the streets, into emergency/transitional shelters,
and ultimately permanent housing - contributed to the success of last year's application. Community
forums and planning meetings with City staff, community-based organizations and County staff have
been held throughout the year to improve the existing Continuum of Care system. These meetings
have proven to be very productive. Nevertheless, this year's application cannot be successful without
the assistance of your City.
To ensure successful coordination of this process, we need your assistance in completing the
Information contained in the attached Continuum of Care assistance packet. This packet requests the
following:
1) A letter of support for the County's Continuum of Care application. A sample letter
(Attachment 1) is attached. Please return the letter to the address shown below:

2) Completion of the two enclosed surveys regarding your City's funding for homeless
programs during Fiscal Year 2001 -2002 (see Attachment 2a) as well as projected funding
for Fiscal Year 2002 -2003 (see Attachment 2b). This survey data from all cities- in Orange
County will be combined to demonstrate the extent to which our application incorporates
mainstream resources and leveraging of funds. Please return the two completed surveys
to Yoon Kim by fax at (714) 480 -2803.
Please return the support letter and two surveys by Monday. March 11, 2002. For your reference,
we have attached a copy of the letter that we sent to your Mayor regarding this request. This letter
previously transmitted to your Mayor specified a February 28, 2002 due date for the support letter and
surveys. Please that this Department has extended the due date to March it 2002
Your contribution of a support letter and surveys helps demonstrate to HUD our solid Continuum of
Care system. This information is part of our Continuum of Care strategy, a component of the
application that is weighed at sixty percent of our overall application score. The survey data alone
accounts for ten percent of our overall score.
You should also be aware that non -profit organizations in your community may be requesting your
approval of a Certification of Consistency with your City's Consolidated Plan. This certification is a
requirement of the HUD application process. If your City is a participant in the County's Urban County
Program, requests for certification should be directed to Yoon Kim of the Housing and Community
Development Department. Ms. Kim may be reached at (714) 480 -2882. Your immediate attention to
these requests is greatly appreciated.
The Continuum of Care plan represents a regional plan for Orange County. Your assistance with its
preparation will make this the strongest application possible. Should you have any questions, please
