Bahorski, City Manager FROM: Doug Dancs, P.E., Director of Public Works /City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR LAMPSON AVENUE PAVEMENT REHABILITATION (SEAL BEACH BLVD TO EAST CITY LIMITS), PROJECT No. 50010 & 50013 411a lu 0 "Val] a 3-01lxw The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for the Lampson Avenue Pavement Rehabilitation Program from Seal Beach Blvd. To East City Limits, Project No. 50010 & 50013. BACKGROUND: As part of the Federal Arterial Highway Restoration Program, the City competed for and won federal funding through OCTA to rehabilitate the pavement on Lampson Avenue from Seal Beach Boulevard to the East City Limits, similar to the recent Seal Beach Blvd. rehabilitation project. The City has submitted the final plans and specs to the Caltrans Office of Local Programs for the Federal authorization to proceed with the project and staff expects to receive this approval within 2 weeks. Plans and specifications have been completed by W.G. Zimmerman Engineering, Inc. Due to recent changes in Federal and State spending programs, it is vital that these funds be obligated prior to the end of the fiscal year. Failure to award a project and obligate funds would cause the City to forfeit the federal money and return these funds back to the State for their use. Total project costs including design, construction and inspection is estimated at $1,500,000. Upon the successful bidding process and award of a contract, the project should be completed by June. The work will consist of minor removal and replacement of concrete curb, gutter and median curb, deep patch repairs of failed pavement areas, grinding the edges of pavement adjacent to the curb, a rubberized asphalt overlay, and new pavement striping and markers. In addition, this project will install a new water line crossing Lampson Avenue at Candleberry Ave. and Heather St. for future use. Agenda Item FISCAL IMPACT: Funds are currently available within the City's Capital Improvement program budget to construct these improvements under project numbers 50010 & 50013. The City's contribution will be approximately 50 %, using Measure M Local Tumback $330,000 and Gas Tax $425,000 as the local City match. The Federal Arterial Highway Program contribution will be $765,612. Water line construction funds will be available from the City's Capital Improvement Program in the amount of $42,000. The Finance Department will invoice Caltrans as the project progresses to receive the federal funding. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, and authorize Staff to initiate the bidding process for the Lampson Avenue Pavement Rehabilitation Program from Seal Beach Blvd. to East City Limits, Project No. 50010 & 50013.
