Dear Chief Howlind:
This correspondence is in response to your November 27, 2000 letter regarding the extension of
the ambulance contract for the City of Seal Beach with Medix Ambulance Services.
Based on the Orange County Fire Authority's recommendation to the City of Seal Beach, the
City authorizes the Orange County Fire Authority to extend the existing contact with Medix
Ambulance Service for three years. The City Council approved this extension at the regular
meeting of January 22, 2001.

As you know, the OCFA administers ambulance contracts on behalf of the City of Seal
Beach. In our correspondence dated November 27, 2000, we requested your concurrence
on the extension of your ambulance contract with your current provider until July 1,
2004. We have not heard from your office as yet, and this item is scheduled for the
January 25" OCFA Executive Committee agenda.
Attached is a sample letter that supports an extension of the existing ambulance contract.
If you concur with this extension, please forward a similar letter to our office as soon as
possible. Or, if your City does not desire to extend the contract, we will also need to be
advised. In order to make the agenda timelines, we would appreciate your faxing a copy
to our office at 714- 538 -7856 as soon as possible. Thank you for consideration of this

The Orange County Fire Authority has the responsibility for administering the emergency
ambulance contract on behalf of the Board of Directors for the City of Seal Beach. The purpose
of this letter is to advise you that under the terms of the existing ambulance contract, Medix
Ambulance Service is eligible to request a one -time extension for a period of 1 to 3 years.
Medix Ambulance Service is required to make this request in writing to our Emergency Medical
Services (EMS) section during the period of October 1 through December 31, 2000.
The Board of Directors options under the terms of the contract are:
1) Extend the contract (1 to 3 years)
2) Request a new ambulance provider effective July 1, 2001.
If either Medix Ambulance Service or the OCFA Board of Directors does not desire to extend
the contract, we will be required to initiate a new "Request for Proposal ".
Significant changes in Medicare funding will have an impact on ambulance providers during the
next four years. As a result, many ambulance companies are uncertain of the future and desire to
maintain the existing contracts. Based on this information and past performance of your
provider, our EMS section is recommending an extension of the existing contracts for the full
three (3) year tern. In addition, our EMS section maintains performance records on each
Ambulance Service Area (ASA). The attached "Summary of Performance" reflects the data
compiled for the past 18 months of the contract for your Ambulance Service Area.
As the administrator of your contract with Medix Ambulance Service, we will send the attached
letter to your provider advising them of this contract provision. Medix Ambulance Service will
have until December 31, 2000 to send a formal request for contract extension to our EMS
section.
As you will note below, a copy has been sent to Council Member Shawn Boyd, who is a member
of the Orange County Fire Authority Board of Directors. Distribution to the other City Council
members has not been made. We would request that if you deem it appropriate, copies be sent to
the other Council Members through your office.
