RE: Amendment to the Position Classification
Plan - Deputy City Clerk
and
Amendment to the Position Classification
Plan - Correction to City Clerk Description
As you are aware, the position of Deputy City Clerk has been
vacant for a number of years. When the previous Deputy
retired the position was left vacant as a means for the City
Clerk's office to reduce departmental expenses, as was
required of all other departments, during the time that the
State was taking away revenues from the cities.
Unfortunately it has taken Seal Beach many years to recover
from that revenue loss, and then, with the revision of the
Position Classification Plan the position of Deputy City
Clerk was deleted.
During consideration of the year 2000/2001 fiscal year
budget the City Council took action to appropriate monies to
fund the position of Deputy City Clerk. Given the fact that
time is running out to train, pass along procedures, as well
as history and backgrounds of City business, I hereby
request that the City Council approve the amendment of the
Position Classification Plan to once again include the
position of Deputy City Clerk.
Also, in order to correctly reflect the position of City
Clerk, a citywide elected office, I hereby further request
that the description of the City Clerk reflect that it is an
'Elected Official' position, and under the heading of
Supervision Received and Exercised, be revised to reflect
that the City Clerk 'works cooperatively with the City
Council, administrative staff, and public to carry out
Council and administrative policies and directives' instead
of 'receives administrative direction from the City Manager'
however retain the statement that the City Clerk 'exercises

direct supervision over the clerical staff of the City
Clerk's office.' This is requested to clarify the position
of City Clerk in the Seal Beach government for the next
holder of the office.
For your information, the Civil Service Board, at their
meeting of January 11th, approved both of the above
requests.

Recommended Action:
Adopt the proposed Resolution amending the Position
Classification Plan to include the position of Deputy City
Clerk, the job description and salary range, and authorize
the revision of the City Clerk position description as
r ted.
