Badum, Director of Public Works/City Engineer Subject: CHIEF WATER OPERATOR POSITION CLASSIFICATION AND SALARY RANGE SUMMARY OF REQUEST The proposed action will approve an amendment to the City's Position Classification Plan to include the position of Chief Water Operator and establish salary for same. DISCUSSION: Due to retirements and personnel changes, the Public Works Department has a need to reorganize the various job classifications within the Water Division. The Maintenance Services Manager position was created to oversee all Public Works maintenance and operations including the water utility division. The retirement of the Water Supervisor position has left the division with two senior Water Operators, two water Operators, one meter reader, and one Maintenance Worker I position. One of the water operator positions is currently vacant and efforts are underway to fill the position. Currently, one of the Senior Water Operators is fulfilling the duties of the division leadperson. Staff has developed the Chief Water Operator position to manage and lead Water Division operations and all employees in that division. This position will take the place of one of the Senior Water Positions and will report directly to the Maintenance Services Manager. Thejob description which sets the duties and responsibilities of this position is attached for your review. The proposed salary range is is competitive with similar municipal positions. On July 26, 2000, the City's Civil Service Board adopted a resolution recommending the amendment to the City's Position Classification Plan. FISCAL IMPACT: There will be no net fiscal impact to the City' Water Enterprise fund since there are currently vacancies in the division which have created a salary surplus. Badum, Director of Public Works/City Engineer Subject: AWARD OF CONSTRUCTION CONTRACT FOR THE CONSTRUCTION OF ANAHEIM CHANNEL DEBRIS REMOVAL, PROJECT #995 SUMMARY OF REQUEST: The proposed City Council action will award a construction contract for the removal of debris (former Pacific Coast Highway bridge) from Anaheim Bay, Anaheim Channel Debris Removal, Project #995, to the lowest responsible bidder, Atlas Allied, Inc., in the amount of $89,100 and authorize the City Manager to execute same. As part of the State budget of FY1999 /2000, the City received funding in the amount of $75,000 for the removal of debris from the Anaheim Bay entrance channel. The subject debris is actually the remains of the former Pacific Coast Highway bridge over the channel. Some years ago when the bridge was replaced the old bridge was demolished in place and much of the bridge concrete was left on the banks of the channel. The proposed project will remove the unsightly debris and restore the natural banks. Native plants such as Eel grass and pickle weed will be planted. The plans and specifications have been completed by WG Zimmerman Engineering. On January, 17, 2001, bids were received and opened by the City Clerk. Four bids were received and one was rejected because it was submitted after the bidding deadline. The lowest bid exceeded available funding. City Staff has contacted the State to request additional funds. Late today, State staff indicated that additional funds will be made available. Upon further examination of the bids, it was discovered that the contract specifications for the contract item to plant eel grass and pickle weed was misinterpeted by the bidders which resulted in a wide range of bidding for that item ($9765 - $87,885). In the interest of fairness, staff has deleted this item from the contract and recomputed the various bids. Staff proposes that the planting portion of the work be contracted out with environmental planting specialists upon completion of the debris removal. FISCAL IMPACT: Funds in the total amount of $75,000 are currently available within the City's Capital Improvement program budget. Additional funds will be made available from the State to fully fund the project. RECOMMENDATION: Staff recommends that the City Council, upon confirmation of additional State funding: 1. Award a contract for the construction of Anaheim Channel Debris Clean -up, Project #995, to the lowest responsible bidder, Atlas Allied., in the amount of $89,100; and 2. Unfortunately Atlas Allied Inc. has discovered a mistake as described below in the preparation of its bid for the Anaheim Beach Cleanup Project #995. At this time Atlas Allied Inc. request to be relieved of its bid and to have its bid bond released. This mistake made our bid materially different than it was intended to be. The mistake was made in filling out the bid; it was not due to an error in judgement, to carelessness in inspecting the jobsite or to carelessness in reading the plans or specifications. After reviewing our bid, we discovered a mathematical error on the planting of Eelgrass and PickleWeed portion of the bid. Our estimating department failed to carry over the cost of the Eelgrass & Pickle Weed from the itemized work sheet for each bid item to the combined total bid work sheet. The above referenced error created a shortfall of $50,000.00 on the final bid price Our correct bid price should have been $148,865.00. This error created a 34% reduction from our intended bid price.
