CALIFORNIA'S ENERGY CRISIS
Our State is facing complex and critical energy challenges—and we want our residents to
be informed about them.
The League of California Cities--of which Seal Beach is a member--has been very
involved in gathering comprehensive information on California's energy crisis. The
League gathers information from the State Office of Emergency Services, Energy
Commission and other federal and governmental associations. The League then provides
City staff with daily updates on the status of energy supplies.
The best way to prevent"brown outs" and "rolling blackouts" is for cities and their
residents to reduce energy use. Conservation efforts are already underway in City
buildings—electric lights are"on" only when necessary. Computers and other electronic
equipment are "turned off' at night. Residents can conserve energy resources by
adjusting their"heating thermostat" to the lowest comfortable setting. In addition, doors
and vents should be closed in rooms that are not occupied.
The League of California Cities has authored a"briefing paper" on this subject—which
goes into greater detail than I have mentioned—and copies are available at the City
Clerk's office.

NOTICE OF APPLICATION FOR A RATE INCREASE
This notice is to inform you that your electric utility,Southern California Edison Company(SCE),has asked the
California Public Utilities Commission(CPUC)for authorization to raise electric rates to its customers as of January
4,2001. SCE has requested that the rate increase be subject to refund,which means that if evidence later proves that
the increase is not justified,customers would receive a refund.
In Application No.00-11-038,SCE states that it should be permitted to raise its rates because it pays substantially
more for electricity than it receives in rates from its customers. As you may know,changes in the regulation of
power production and power sales have resulted in extremely high prices in markets for wholesale power. SCE
claims that without an electric rate increase it would have difficulty purchasing wholesale power for its customers.
The table below shows the amounts and percentages of SCE's proposed rate increases for each class of customers.
The second column shows current rates,which have been frozen,by legislation(Assembly Bill 1890),since 1998.
Tne third and fourth columns show how rates would change on January 4,2001,if SCE's request for a 30%rate
increase is approved as filed. These columns include the 10%bill credit the Residential and GS-1 rate groups
(including CAREt customers)receive until December 31,2001. The fifth and sixth columns show how rates would
change,if wholesale electricity costs remain unreasonably high and rates are increased by 5% every six months for
two years,under SCE's proposed trigger mechanism,and reflects the elimination of the 10%bill credit given to the
Residential and GS-1 rate groups.

t CARE stands for California Alternate Rates for Energy and the rate is available to qualifying low
income customers.
" In 2001,the Residential and GS-1 rate groups will see a 33%rate increase(11%for CARE
customers)because the 10%bill credit they currently receive is based on the currently effective
tariffed rates,not the proposed rates.

If the CPUC approves our request for a 30%rate increase,a typical single-family residential customer consuming
500 kilowatt-hours of electricity per month in the winter months would see a monthly increase of approximately
$19.48 from$58.44 to$77.92. A typical multi-family residential customer consuming 350 kilowatt-hours of
electricity would see a monthly increase of approximately$13.05 from$39.11 to$52.16. These amounts will vary
depending on how much electricity each customer uses.
The CPUC has started to review SCE's request by holding public hearings on December 27 and 28,2000. If SCE
can demonstrate to the CPUC that it needs an immediate rate increase to continue to provide service,the CPUC may
make a decision as early as its meeting on January 4,2001.If you want to express your opinion to the CPUC about
