Southern California Water Company (SCWC) is seeking authorization from the California Public Utilities
Commission (Commission) to offset the increase in its purchased power expenses brought about by the
California Public Utilities Commission's Decision 01-01-018, which allowed Southern California Edison
(Edison) and Pacific Gas and Electric (PG&E) to increase their rates by one cent ($0.01) per kWh. Because
this advice letter is seeking authorization to increase rates, a Commission resolution will be needed to
approve this advice letter.
The purpose of this advice letter is to offset the impact of the electric rate changes brought about by Decision
01-01-018 in Application(A.)00-11-038 whereby Edison and PG&E are allowed a one cent per kWh increase
to be applied to energy rates. As a result of the increase granted to Edison and PG&E,SCWC is seeking to
increase its rates by$761,357 or 0.46% to offset the estimated increase in purchased power costs. SCWC is
proposing to increase the quantity rates, through a temporary special condition, in ten (10) of its water
operating districts. With this advice letter SCWC is not seeking any changes to the existing amortization of
supply expense balance accounts that is currently in customer rates.
SCWC proposes that this requested interim increase remain in effect until the conclusion of the 90-day
period ordered by D. 01-01-018, or longer should the Commission extend the period of the rate increase
ordered in that decision. If the Edison and/or PG&E rates should be further increased,the offset requested
in this advice letter would remain in effect until SCWC requests an offset to pass on those higher rates or
until otherwise changed by the Commission. If the Edison and/or PG&E rate increase should be reduced,
SCWC will immediately file an advice letter requesting an offset to pass on the savings to customers.
If this advice letter is approved,the impact will be as follows:
Bay Point a commercial or residential customer on Schedule BY-1 with a 5/8"x 3/4" meter,using 16 Ccf per
month will experience a monthly increase of$0.15 or 0.21%from$72.08 to$72.23.
Clearlake:a commercial or residential customer on Schedule CL-1 with a 5/8" x 3/4" meter,using 6 Ccf per
month will experience a monthly increase of$0.17 or 0.34%from$48.90 to$49.06.
Los Osos:a commercial or residential customer on Schedule LO-1 with a 5/8"x 3/4" meter,using 22 Ccf per
month will experience a monthly increase of$0.47 or 0.84%from$55.71 to$56.17.
Metropolitan: a commercial or residential customer on Schedule ME-1 with a 5/8" x 3/4" meter, using 23
Ccf per month will experience a monthly increase of$0.11 or 0.21% from$54.20 to$54.31.
Orange County: a commercial or residential customer on Schedule OC-1 with a 5/8" x 3/4" meter,using 23
Ccf per month will experience a monthly increase of$0.35 or 0.83% from$41.97 to$42.32.
San Dimas: a commercial or residential customer on Schedule SD-1 with a 5/8" x 3/4" meter, using 30 Ccf
per month will experience a monthly increase of$0.45 or 0.81% from$55.73 to$56.18.
San Gabriel: a commercial or residential customer on Schedule SG-1 with a 5/8" x 3/4" meter,using 21 Ccf
per month will experience a monthly increase of$0.32 or 1.05%from$30.21 to$30.53.
Simi Valley: a commercial or residential customer on Schedule SI-1 with a 5/8" x 3/4" meter, using 18 Ccf
per month will experience a monthly increase of$0.09 or 0.22% from$41.93 to$40.02.
Santa Maria:a commercial or residential customer on Schedule SM-1 with a 5/8" x 3/4" meter,using 28 Ccf
per month will experience a monthly increase of$0.76 or 2.09% from$36.47 to$37.23.
Ojai: a commercial or residential customer on Schedule OJ-1 with a 5/8" x 3/4" meter, using 26 Ccf per
month will experience a monthly increase of$0.49 or 0.94% from$52.08 to$52.57.
The actions requested in this advice letter are the result of ongoing proceedings with the California Public
Utilities Commission.
A protest is a document objecting to the granting in whole or in part of the authority sought in this advice
letter. A response is a document that does not object to the authority sought, but nevertheless presents
information that the party tendering the response believes would be useful to the Commission in acting on
the request.
A protest must be mailed within 20 days. It must state the facts constituting the grounds for the protest, the
effect that approval of the advice letter might have on the protestant,and the reasons that protestant believes
the advice letter, or a part of it, is not justified. If the protest requests an evidentiary hearing, the protest
must state the fads the protestant would present at an evidentiary hearing to support its request for whole or
partial denial of the application.

2. The company shall not be required to install new mains to make this service available.
3. The annual service charge will be paid in advance and bills will be computed and rendered
monthly based on the total quantity of water delivered.
4. The customer, when requiring irrigation water, shall notify the Company at least twenty-four
(24) hours in advance, indicating the date and hour for commencement of such service.
5. No customer shall be eligible for service under this schedule unless irrigating five (5) or more
acres of land for citrus or other commercial crops.
6. Service under this schedule is subordinate to all other service schedule offered in this tariff
areas and is subject to interruptions in emergencies or at the Company's discretion. The
Company will not be liable for damage occasioned by interruption of service supplied under
this schedule.
7. The customer will pay, without refund, the actual cost of the irrigation service. The company

SPECIAL CONDITIONS
1. The Minor's inch is defined as a rate of flow equal to one-fiftieth of a cubic foot per second, or 72 cubic
feet.
2. The minimum rate of delivery under this schedule is ten miner's inches.
3. A twenty-four (24) hour advance notice may be required before water is turned on under this schedule.
4. The utility does not represent or guarantee that any water delivered hereunder is potable or of a quality
suitable for human consumption. Any consumer who uses said water or makes it available to others for
human consumption shall take all necessary precautions to make the same potable and shall assume
all risks and liabilities in connection therewith.
5. The utility does not guarantee a continuous and uninterrupted supply under this schedule and reserves
the right to temporarily suspend the delivery of water when it is necessary to take the whole or part
of the system out of service for the purpose of cleaning, maintaining and repairing or other essential
improvements thereon; or for domestic purposes.
6. Water deliveries to customers will be made and measured at the utility's conduits, or as near thereto
as practicable.
7. This service is limited to existing irrigation customers who irrigate all or a reasonable part of their
