SUMMARY OF REOUEST:
Receive and File Staff Report. The Director of Development Services will execute a
"Notice to Proceed" to RBF Consulting for preparation of an Environmental Impact
Report, subject to the scope of work, project schedule, and budget set forth in the
"Proposal to Prepare an Environmental Impact Report for the Boeing Headquarters Site,
City of Seal Beach", prepared by RBF Consulting, dated January 17, 2002.
On December 10, 2001 the City Council approved the "Agreement for Reimbursement of
Environmental Review and Fiscal Impact Report Preparation Costs and Staff Support
Services — Boeing Property, Seal Beach" ( "Reimbursement Agreemenn. This
agreement allows the City to retain appropriate environmental, fiscal, and staff support
consultants to process an anticipated application by Boeing Realty Corporation for
discretionary land use entitlement requests on the Boeing Space and Communications
site, located at Seal Beach Boulevard and Westminster Avenue.
Boeing Realty Corporation has indicated their intent to submit land use entitlement
applications for the Boeing site, that may include requests to approve General Plan
Amendments and Zone Changes; a specific plan; a vesting tentative tract map, and the
preparation of an environmental impact report.
Entering into the Reimbursement Agreement established the reimbursement process for
all costs incurred by the City in processing the anticipated land use entitlement
applications, and authorized City staff to begin the selection process for the necessary
environmental, fiscal, and staff support consultants.

Provided for the information of the City Council is the Proposal by RBF Consulting, the
selected City environmental consultant to prepare the EIR for the Boeing project. Boeing
Realty Corporation has reviewed the proposal and is in agreement with the proposed
scope of work, project schedule and budget.
A separate agenda item this evening will approve the "Project Management Services"
contract with Hogle - Ireland, Inc. for both the Boeing and Rossmoor Center development
proposals. An additional agreement with Rosenow - Spevacek is still to be prepared and
accepted regarding the fiscal impact analysis for the Boeing project. That agreement will
not be finalized until the Specific Plan submittal from Boeing Realty Corporation is
received by the City.
In addition, the City Council will also consider the creation of an Ad Hoc Citizens
Advisory Committee and the appointment of members to the Ad Hoc Committee this
evening by a separate agenda item.
FISCAL IMPACT:
No direct costs to the City. All necessary consultant and staff support service costs will
be reimbursed by Boeing Realty Corporation, in accordance with the terms and
provisions of the previously executed Reimbursement Agreement.
RECOMMENDATION:

Dear Mr. Whittenberg
RBF Consulting is pleased to submit this proposal to the City of Seal Beach for the Boeing
Headquarters Site Environmental Impact Report (EIR). We understand that the project involves the
entire 105 acres Boeing Headquarters site located at Seal Beach Boulevard and Westminster
Avenue. The applicant's previous development proposal, referred to as the "Pacific Gateway
Business Center," has been modified and enhanced to include four distinct planning areas on the
property. A careful and diligent environmental process is essential for the community and reviewing
agencies to understand the potential effects resulting from buildout of the project.
Based upon our review of available project information, a visit to the site on January 9, 2002, as well
as consultations with City Staff, we have developed a greater understanding of the issues involved
with the project. We believe that our background with similar projects and the experience of our
team members are key attributes that we offer to the City for this project. In summary, RBF offers
the following benefits for your consideration:
6 Project Team Commitment and Availability: The designated Team will be led by
Mr. Glenn Lajoie, AICP, serving as Project Director, and Ms. Collette Morse, AICP,
serving as Project Manager. The RBF team also includes Mr. Bob Matson for the
traffidcirculation peer review, Mr. Kevin Thomas for the air and noise analysis and
BonTerra Consulting who will conduct the biological assessment peer review.

INTRODUCTION & UNDERSTANDING OF THE
PROJECT
1.1 INTRODUCTION
RBF Consulting has submitted this Proposal to prepare an Environmental Impact Report
(EIR) to assess potential impacts and identify mitigation measures for the proposed Boeing
Headquarters Site Project in the City of Seal Beach. The Draft EIR, Final EIR and
associated work products will be prepared in accordance with the criteria, standards and
provisions of the California Environmental Quality Act of 1970, Section 21000 et. sec. of the
State EIR Guidelines (California Administrative Code Section 15000), the City of Seal Beach
Environmental Guidelines, and the regulations requirements and procedures of any other
responsible Public Agency with jurisdiction by law. RBF will, throughout the document, and
where appropriate, relate the proposed Project to the general trends in Seal Beach and the
surrounding area.
The proposed Scope of Services is based upon available references and site information.
Each potential issue is approached thoroughly in order to fully assess all potential impacts,
establish thresholds of significance, and identify mitigation measures. RBF is the lead firm
for this work program and will provide services from our Corporate Headquarters in Irvine.
Our familiarity with issues for this project, coupled with prior Specific Plan /Master Plan
Business Park environmental review experience, are assets that we will offer to the City of
Seal Beach in order to complete the environmental clearance for the project.
1.2 UNDERSTANDING OF THE PROJECT
The City of Seal Beach is seeking to retain a consultant to prepare an EIR for the Boeing
Headquarters site. The 105 -acre property is located at Seal Beach Boulevard and
Westminster Avenue. Previously, in the Spring of 2001, the Project Applicant sought
approval for development of 41.25 acres on -site, which was referred to as the Pacific
Gateway Business Center. A Mitigated Negative Declaration was processed and comments
from the Resources Agencies focused on three man -made drainage ditches and their
potential to have characteristics of wetlands.
Based upon comments received from the Agencies, the Applicant has conducted additional
analysis as to development feasibility on the property. The analysis considered interests
of the City of Seal Beach to create economically positive uses at a future time in which
Boeing determines that portions of the property are surplus and is no longer required for
operations. As a result, the project description has been revised to include the entire 105 -
acre site and a design for four distinct planning areas as described below:
d Area A: 40 +/- gross acres, encompassing the areas west of the new spine
road to be constructed on the property. The existing M -1 zoning - permitted
uses will be preserved; building site coverages and densities for the
developable portions of Area A are expected to be comparable to the Pacific

Gateway Project; lot and building sizes have not been determined. The
three man -made drainage ditches are anticipated to be avoided and
buffered.
4 Area B: 15 +/- gross acres, encompassing Buildings 84/85/86, and the
ancillary facilities and areas south and west of them. The Existing M -1
zoning - permitted uses will be preserved, and the inclusion of office uses may
be considered. The buildings and facilities in this area are expected to be
maintained for the near future, with the exception of Building 91 (which will
be demolished), the running track (which will be eliminated), and the
chemical storage facility, which will be relocated. Area B will be subdivided
in a manner to be determined, but there is currently no new development
planned for Area B.
6 Area C: 50 +/- gross acres, encompassing the existing core campus use of
the property, including Buildings 80, 81 and 90, that orient toward Seal
Beach Boulevard, and the surface parking fields fronting Westminster
Avenue (also known as Lots 1 -7). The existing M -1 zoning - permitted uses
will be preserved, and office will be added as a permitted use; additional
uses will be permitted in the Area C -1 overlay.
P Area D ., 26 +/- gross acres contained within Area C, consisting of the surface
parking fields fronting Westminster Avenue (Lots 1 -7). In addition to the
uses noted above for Area C, this overlay area will allow for commercial uses
(retail and hotel). It is anticipated that the majority of this area will remain
indefinitely as surface parking to serve Boeing and occupants of Areas C
and B.
The Applicant expects the planning efforts to be accomplished through the preparation and
approval of a Specific Plan for the property, coupled with a General Plan Amendment and
Tract Map.
The scale of the Project, as well as its geographical location, require consideration of
environmental, planning and design criteria. Careful consideration is necessary for on -site
resources and compatibility of the project with the surrounding community. RBF will serve
as an extension of staff to assure that the entire CEQA process is conducted in a
comprehensive manner, which will include consideration of recent CEQA legislation and
requirements of reviewing agencies. The RBF project management team, which will be led
by Mr. Glenn Lajoie, AICP, and Ms. Collette Morse, AICP, will provide communication and
updates to staff on the progression of the work program and status of the analysis.
The work program proposed by RBF Consulting has attempted to incorporate data and
analysis previously prepared for the Pacific Gateway project. Primary areas where this is
applicable include cultural resources and geology /soils. Although studies for traffic, noise,
drainage and biology were conducted, further updates will be necessary to respond to the
new project description. For traffic, RBF recommends that Linscott, Law & Greenspan
update their report to address the new description and the Caltrans comments relative to

the Pacific Gateway Mitigated Negative Declaration (i.e., 1-405 ramps at Westminster
Avenue). With regard to noise and biology, the RBF team will conduct the required updated
analysis for incorporation to the EIR. Additional information relative to drainage /water
quality, land use, aesthetics, biology /wetlands, and hazards are anticipated to be provided
by the Applicant as a part of the Specific Plan documentation.
The initiation of the EIR review /CEQA clearance will involve a detailed scoping process
including a review of issues, constraints and project opportunities. RBF will embark on an
agency consultation process and will ascertain key community and agency concerns related
to the CEQA review and determination process. The Notice of Preparation /Initial Study will
be circulated for 30-day review. Comments received during the review period will be
evaluated as part of preparation of the Draft EIR.
The Draft EIR will include the Introduction and Purpose, Executive Summary and Project
Description. The Environmental Analysis section will evaluate the necessary information
with respect to the existing conditions, the potential adverse effects of Project
implementation (both individual and cumulative), and measures to mitigate such effects.
Environmental issues raised during the scoping process (Notice of Preparation responses,
and any other relevant and valid informative sources) will also be evaluated. The
environmental analysis section of the EIR will thoroughly discuss the existing conditions for
each environmental issue area, identify short-term and long -term environmental impacts
associated with the project and their levels of significance. Feasible mitigation measures will
be recommended to reduce the significance of impacts and identify areas of unavoidable
significant adverse impacts even after mitigation. The environmental documentation will
assist in identifying constraints, modifications and improvements which may be incorporated
into the land planning process. The EIR will include analysis for the following environmental
issue areas:
6 Land Use Compatibility: Consistency with existing policies and overall
compatibility of the project with existing and /or planned uses and
surrounding area will be studied.
0 Aesthetics/Light and Glare: Potential view obstructions, project design,
lighting, glare and overall affects of the project on the surrounding area will
be analyzed.
A Traffic and Circulation: The EIR will address on -site and off -site traffic
impacts, turning movements, circulation modifications and necessary
improvements for nearby roadways and regional facilities.
O Air Quality: Air emissions resulting from demolition of existing on -site
structures, project construction and buildout will be studied. Emissions
associated with project vehicular trips will be evaluated in accordance with
the South Coast Air Quality Management District's modeling criteria.

The RBF project team will be looked upon as an integral component in the Project review
and will participate in meetings with staff and public hearings, as required by the City. RBF
will complete the environmental review process, respond to all comments received during
the 45 -day review period and prepare the findings of significance and mitigation monitoring
program (as directed by staff). All public noticing, distribution and placement of notices in
the local newspaper will be the responsibility of RBF. The environmental review process
will result in the presentation of pertinent information associated with Project impacts and
findings to the City decision makers for determination and CEQA certification.

Noise: Project noise impacts resulting from both construction and
operations that may affect residents in close proximity to the site will be
addressed. Impacts along local roadways and to sensitive receptors in the
vicinity will be analyzed.

Biological Resources: The analysis will focus on impacts to sensitive
habitats and impacts to endangered, threatened and /or rare species. A
focused evaluation will be conducted for the western portion of the site and
will include jurisdictional delineations for the three drainage ditches.

Culture/ Resources: The findings of KEA Environmental for the previous
Pacific Gateway project will be incorporated. No additional cultural resource
on -site review is anticipated to be required.

Geology and Soils: Based upon existing references which include the
Geotechnical Feasibility Report prepared by Sladden Engineering for the
previous Pacific Gateway Project, RBF will document onsite soil conditions,
seismicity, land stability and grading required for the project.

Hydrology, Water Quality and Drainage: Based upon updated hydrology/
drainage data provided by the Project Applicant, RBF will evaluate on- and
off -site drainage affects and water quality impacts.

Services and Utilities: Water, wastewater and solid waste impacts
identified as less than significant, with mitigation, for the Pacific Gateway
project will be reviewed. The ability of existing infrastructure to support the
development and increased demand will be analyzed.

Growth Inducing Impacts: The potential for the project to induce growth
will be evaluated in accordance with local and regional projections.

Cumulative Impacts: A comprehensive review will be conducted.

Alternatives: The analysis will evaluate possible impacts and will include a
comparison of impacts for each alternative with the proposed project. A
matrix will be utilized to assist the reader when evaluating impacts.
The RBF project team will be looked upon as an integral component in the Project review

II. SCOPE OF WORK
The following Scope of Work has been prepared pursuant to the information received from the City.
The cost estimate, which is itemized according to task and issue is included in Section X.
1.0 PROJECT SCOPING
1.1 RESEARCH AND INVESTIGATION
RBF will obtain and review available data for the project area as well as policy
documentation from the City of Seal Beach, County of Orange, State and Federal
agencies, and all other agencies which may be affected by the Project. This
information, along with environmental data and information available from the City
and other nearby jurisdictions, will become part of the foundation of the EIR and will
be reviewed and incorporated into the analysis, as deemed appropriate.
1.2 AGENCY CONSULTATION
As indicated in Section 15083 of CEQA, many public agencies have found that early
consultation solves many potential conflicts that could arise in more serious forms
later in the review process. Although the Notice of Preparation will provide that
opportunity, RBF will conduct additional discussions with local, state and federal
agencies which will assist in the early stages of the analysis and issue delineation.
This scoping can be an effective way to bring together and resolve the concerns of
affected federal, state and local agencies as well as the local community.
1.3 FIELD RECONNAISSANCE
As a part of the early scoping for the Project, RBF will conduct a field study of the
site, reviewing existing land use and environmental conditions and conducting a
detailed photographic recording of on -site and surrounding uses. Our extensive
video resource capabilities will be utilized so that the entire RBF Team may have
readily available site information during the course of the analysis.
1.4 PREPARATION OF THE INITIAL STUDY
RBF will prepare the Initial Study for the proposed Project. The Initial Study will
contain a description of the Project, the Project location, and a description of the
environmental setting of the proposed Project site. The main body of the document
will consist of a City- approved environmental checklist and an accompanying
environmental analysis.
The Project will be analyzed for potential to create significant environmental impacts
in the areas specified on the City's approved environmental checklist. The Initial
Study will also include mandatory findings of significance regarding impacts upon

biological resources, long -term versus short-term goals, cumulative impacts, and
direct and indirect impacts upon human beings.
1.5 NOTICE OF PREPARATION
RBF will prepare, distribute, post and file the Notice of Preparation (NOP) for the
EIR. Distribution will be based on a City approved distribution list to be prepared by
REF in conjunction with City staff. This task includes certified mailing to a maximum
of thirty (30) notices to affected agencies and interested parties. Comments
received in response to the NOP will be evaluated during the preparation of the EIR.

2.0 PREPARATION OF ADMINISTRATIVE DRAFT EIR
2.1 INTRODUCTION AND PURPOSE
The Introduction will cite the provisions of CEQA and the City of Seal Beach CEQA
Implementation procedures for which the proposed project is subject to. This
section will identify the purpose of the study and statutory authority as well document
scoping procedures, summary of the EIR format, listing of responsible and trustee
agencies and documentation incorporated by reference.
2.2 EXECUTIVE SUMMARY
REF will provide an Executive Summary for the EIR including a Project Summary,
an overview of project impacts, mitigation and levels of significance after mitigation,
summary of project alternatives and areas of controversy and issues to be resolved.
The Environmental Summary will be presented in a columnar format.
2.3 PROJECT DESCRIPTION
The Project Description section of the EIR will detail the Project location, background
and history of the project, discretionary actions, characteristics, goals and objectives,
phasing, agreements, and permits and approvals which are required for the Project
based on available information. This section will include a summary of the local
environmental setting for the project. Exhibits depicting the regional and site vicinity
will be included in this section. An aerial photograph will be included within the
Project Description.
2.4 CUMULATIVE PROJECTS TO BE CONSIDERED
In accordance with Section 15130 of CEQA, this section provides a detailed listing
of cumulative projects and actions under consideration for the analysis. As stated

in Task 2.7, Cumulative Impacts, the likelihood of occurrence and level of severity
will be studied. The purpose of this section is to present a listing and description of
projects, past, present and anticipated in the reasonably foreseeable future, even
if those projects are outside of the jurisdiction of Seal Beach. The potential for
impact and levels of significance are contingent upon the radius or area of
interaction with the proposed development. RBF will consult with City staff and other
applicable local jurisdictions to define the appropriate study area for the cumulative
analysis, as described in Task 2.7.
2.$ ENVIRONMENTAL ANALYSIS
RBF will evaluate the necessary information with respect to the existing conditions,
the potential adverse effects of Project implementation (both individual and
cumulative), and measures to mitigate such effects. Environmental issues raised
during the scoping process (Notice of Preparation responses, and any other relevant
and valid informative sources) will also be evaluated. The analyses will be based
upon all available data, results from additional research, and an assessment of
existing technical data. These analyses will be performed by qualified
Environmental Analysts, CEQA experts and Planners at RBF.
The Environmental Analysis section of the EIR will thoroughly discuss the existing
conditions for each environmental issue area, identify short-term and long -term
environmental impacts associated with the project and their levels of significance.
Feasible mitigation measures will be recommended to reduce the significance of
impacts and identify areas of unavoidable significant adverse impacts even after
mitigation. The environmental documentation will assist in identifying constraints,
modifications and improvements which may be incorporated into the land planning
process. This section will include analysis for the following environmental issue
areas:
A. Land Use/RelevantPlanning
RBF will analyze the relationship of the Specific Plan and associated entitlements
to all applicable planning policies and ordinances. Applicable City policy documents
are anticipated to include the City's General Plan and Development Codes. The
regional planning review will include project consistency with the Chapter 3 policies
of the Coastal Act and consistency with the Southern California Association of
Governments (SCAG) Regional Comprehensive Plan and Guide Policies. RBF will
also evaluate the appropriateness of the proposed uses in comparison to the
surrounding uses. The intensification of uses on -site, impacts to nearby residences
and other uses will be included in the analysis.
RBF intends to utilize information available from the City of Seal Beach, as well as
the NOP process and Public Scoping Session to identify particular concerns and any
potential for public controversy. In addition, RBF will evaluate cumulative impacts
to nearby residences and other sensitive uses. RBF will recommend mitigation
measures to reduce potential impacts to the extent feasible.

B. Aesthetics
Based upon the conclusions contained in the Pacific Gateway Initial Study /Mitigated
Negative Declaration, the proposed project will require additional review of aesthetic
impacts. Seal Beach Boulevard is designated as a Local Scenic Highway by the
City and is a major link between the coastal and interior portions of the City.
Streetscape and design information set forth in the Applicant's Specific Plan will
require further review in this EIR section.
This section will characterize the existing aesthetic environment and visual
resources, including a discussion of views within the site and views from surrounding
areas to the site, particularly from the adjacent uses. Project construction impacts
will be addressed based on changing on -site aesthetics visible from surrounding
roadways and locations. RBF will incorporate discussion of architectural and design
specifications for the Project, which are anticipated to be provided in the draft
Specific Plan. Mitigation measures such as perimeter landscaping, screening and
setbacks will be recommended to reduce the significance of potential visual impacts.
Color site photographs will be provided which will show on -site and surrounding
views. This section will analyze potential view impairments (if any) to adjacent uses
as a result of Project implementation. The compatibility of the Project's architectural
features, height and building materials with the on -site uses and the surrounding
area will be reviewed.
RBF will also address potentially significant impacts generated by the introduction
of light and glare associated with the development of the proposed Project. This
analysis will include a light and glare impact discussion on neighboring sensitive
uses from street lights, vehicle headlights, building lights, etc. RBF will review and
incorporate existing City policies and guidelines regarding light and glare for
inclusion within the EIR. RBF will recommend mitigation measures to reduce
potential aesthetic and light and glare impacts to the maximum extent possible.
C. Traffic/Circulation
RBF will provide a peer review of the Linscott, Law & Greenspan (LL &G) traffic study
for the project. In order to conduct the peer review, LUG will need to update the
September 2000 "Pacific Gateway" Traffic Study to reflect the Applicant's project
description modification which includes the entire 105 -acre property. The analysis
should provide a "worst case" or buildout scenario analysis forwhich time the project
area is built out and operational. It is anticipated that along with the traffic study
update based upon the new project description, LUG will incorporate responses to
comments received by the City pertaining to the Pacific Gateway Initial Study/
Mitigated Negative Declaration. An example is Caltrans comments regarding the 1-
405 ramps at Westminster Avenue.

The RBF peer review Scope of Work includes the following:
O Conduct a site visit and field observations of the area transportation
system to familiarize RBF Staff with traffic and transportation- related
issues in the project vicinity.
• Obtain all relevant documents and data from the City.
• Review the updated Traffic Study prepared for the project, along with
associated support documents.
• Evaluate the Traffic Study for completeness and accuracy.
• Prepare a letter report summarizing the adequacy of the report.
Based upon RBF's conclusions and any additional update by LL &G following the
peer review, the traffic study will be incorporated into the EIR. Impacts to roadway
segments, turning movement and affects on overall circulation in the vicinity will be
identified. Mitigation will be recommended to reduce the significance of impacts.
D. Air Quality
RBF will identify project- related air pollutant emissions on both a short-term and
long -term basis. This technical analysis will follow the protocol for assessing air
quality impacts as contained in the South Coast Air Quality Management District's
(SCAQMD) CEQA Air Quality Handbook. The Air Quality section will include the
following subsections:
0 Existing Conditions. RBF will describe the climatic and
meteorological conditions and ambient air monitoring data for the
South Coast Air Basin and local project vicinity. This discussion will
include a table indicating the monitoring data for the nearest air
monitoring station for the last five years. A description of the
regulatory framework relating to air quality (i.e., California Clean Air
Act, Air Quality Management Plan, etc.), will also be provided.
O Construction- Related Emissions. As the project involves both
demolition and extensive grading activities, construction equipment
exhaust and fugitive dust emissions should be quantified in the EIR.
Based on grading activity data provided by the project applicant (i.e.,
number /type of equipment needed for grading activities), RBF will
estimate equipment exhaust emissions utilizing the EPA AP-42
emission factors. Fugitive dust emissions will also be quantified
based on the number of acres to be graded per day. Construction
pollutant emissions will be compared to SCAQMD thresholds and
mitigation measures recommended to reduce the significance of
emissions, where feasible.

O Long -Term Emissions. Project operation will generate both
stationary emissions and pollutants associated with mobile vehicles
of the proposed land uses. RBF will estimate the project's natural
gas and power plant emissions based on emission factors provided
in the aforementioned SCAQMD CEQA Handbook. Vehicular
emissions will be quantified using the CT- EMFAC7F computer model
then compared to the SCAQMD thresholds to determine significance.
Project consistency with regional air quality plans, including the
Southern California Association of Governments Regional
Comprehensive Plan, will also be identified.
E. Noise
RBF will evaluate potential noise impacts of the proposed Project, focusing on short-
term construction noise, long -term changes in noise levels in the project area due
to traffic changes along area roadways, on -site stationary noise sources (including
commercial building parking lots, loading areas and air conditioning units), and
changes in ambient noise levels associated with increased human activity. This
section will specifically address impacts associated with the Project to noise
sensitive land uses such as residential neighborhoods in close proximity to the site.
The analysis will address existing conditions, existing plus Project conditions and
cumulative conditions based upon data provided to RBF as set forth in the updated
traffic study. Although the Pacific Gateway Traffic Noise Analysis provides
background information, RBF recommends the following review for the new project:
O Existina Conditions. RBF will identify relevant existing conditions,
including review of applicable planning documents such as the City's
General Plan, Zoning Code and Noise Ordinance. RBF will conduct
ambient noise measurements at up to five (5) locations, to establish
the present average sound levels for potentially affected areas (10-
minute Leq readings will be taken using a Type I rated sound level
meter). A noise measurement map will be produced.
O Construction - Related Noise. RBF will address potential construction -
related noise impacts, including typical noise levels from standard
construction practices. Potential impacts associated with hauling of
import fill will also be identified, based on proposed haul routes and
truck volumes provided by the City.
O Stationary Noise Sources. RBF will also address operational noise
impacts based on available noise data for similarfacilities (mixed -use
commercial areas with entertainment - related uses), and in
consideration of manufacturer specifications for any proposed
stationary sources (loudspeakers, compressors, generators, etc.).
The noise study will address noise issues of the project's loading
bays and parking areas. Potential effects of existing off -site noise
sources will also be evaluated. Compliance with City's noise

standards will be evaluated, with recommended mitigation measures
where appropriate. A 65 CNEL contour map will be produced,
should noise contours be projected to extend beyond the project
boundaries.
4 Traffic Noise. Distance to 65 CNEL (Community Noise Equivalent
Level) will be projected, based on traffic figures obtained from the
traffic study, vehicle mix assumptions provided by the City traffic
engineer and the FHWA Highway Noise Prediction Model (RD -77-
108), which is the widely accepted method of evaluating roadway
noise impacts. Particular attention will be given to road segments in
residential areas that will experience substantial traffic increases due
to the project.
RBF will prepare the Noise Impact Assessment as a technical study, with
appropriate appendices. The report will be summarized in the EIR.
F. Biological Resources
It is RBF's understanding that the Applicant is preparing an updated Biological
Resources Assessment for the project. RBF has retained BonTerra Consulting to
conduct a peer review of the Applicant's study. The Applicant's study should include
a summary of the methodology used to conduct the biological study and describe
the existing plant communities and associated animal resources within the project
site. The potential direct and indirect impacts on the biological resources from
implementation of the proposed project should be identified. Significant impacts on
biological resources should be assessed in accordance with significance thresholds
of CEQA. The actual or potential occurrence of biological resources within the study
area will be correlated with the threshold criteria to determine whether or not impacts
on these resources would be considered significant. Mitigation measures will be
developed to address the significant impacts on biological resources and will include
measures to avoid sensitive biological resource areas and reduce, if possible,
significant impacts on plants and wildlife to a less than significant level.
In addition, RBF Consulting will perform a peer review of the applicant's team
jurisdictional delineation. The delineation is to determine jurisdictional'Watersofthe
United States," including wetands (if present), located within the boundaries of the
proposed project. The applicant's delineation should result in a determination of the
ordinary high water mark(s) (OHWM) within the project site and indicate the
existence of any adjacent wetlands not within the jurisdictional ordinary high water
mark. The actual presence or absence of wetlands on -site should be verified through
the determination of the presence of hydrologic conditions, hydrophytic vegetation,
and hydric soils pursuant to the 1987 Army Corps of Engineers (ACOE) Welland
Delineation Manual. The applicant's study should provide an assessment of

acreage considered by the Army Corps of Engineers (ACOE), the California Coastal
Commission and the California Department of Fish and Game (CDFG) to be
jurisdictional "waters of the United States." This delineation is required to process
either a Nationwide Permit or Individual Permit through the ACOE.
RBF will incorporate the Biological Resources Assessment into the EIR in
accordance with the CEQA guidelines.
G. Cultural Resources
RBF will incorporate the Cultural Resources Assessment prepared by KEA
Environmental for the previous Pacific Gateway project. Although that assessment
evaluated 40 acres and not the entire 105 -acre site, it is assumed that the KEA
assessment addressed all potential resources that can be surveyed, given the
paved surfaces and buildings that occupy the remainder of the site. The KEA report
concluded that archeological resources may be impacted on -site. Eight unrecorded
sites were identified. KEA recommends a comprehensive mitigation plan that
involves testing, research design and monitoring. RBF will incorporate the impact
and mitigation review and conclude significance. Please note that should the City
require development of the "Research Design" and /or test program for incorporation
into the EIR, RBF recommends that the City retain KEA Environmental to complete
that scope of work.
H. Geology and Soils
The Pacific Gateway Initial Study /Mitigated Negative Declaration includes a Geology
and Soils Feasibility Report prepared by Sladden Engineering in March 2000. The
investigation was performed in order to provide pertinent geotechnical information
regarding the site soils conditions along with preliminary recommendations for site
preparation. The study evaluated subsurface conditions, seismicity and liquefaction
potential. Although the assessment evaluated 40 acres and not the entire 105 -acre
site; it is assumed that the conclusions can be consistently applied to other areas of
the project site.
RBF will address potential impacts to geology, soils and seismicity based on the
Sladden Engineering Report, previous geotechnical studies in the vicinity (to be
provided by the City and /or Client), the U.S. Geology Survey, U.S. Division of Mines
and Geology data (geology and seismic maps), and U.S. Soils Conservation Service
Soil Survey maps.
The analysis will identify existing regional and site specific geology and soils
constraints (such as compressible soils, landslide hazards, disruptions,
displacements, compaction, or over - covering of the soil, and areas subject to
subsidence), areas potentially subject to significant grading impacts, seismic
hazards, existing topography, landform modifications, wind and /or water erosion
potential of the soils on the Project site and surrounding area and slope instability.
RBF will recommend mitigation measures to reduce potential impacts to the extend

feasible, such as erosion control criteria and grading requirements, to ensure
consistency with the City's grading standards/policies.
1. Hydrology and Drainage
RBF environmental analysts will review existing data /analysis provided by the
City /Applicant to identify potential changes in absorption rates, drainage patterns,
and amount of surface runoff. The Pacific Gateway Initial Study /Mitigated Negative
Declaration includes an evaluation /calculations of impacts associated with that
project. RBF anticipates /requests that the Applicant team provide an update to the
Pacific Gateway data that reflects the current project. The RBF team will review and
verify the information prior to incorporating into the analysis. The applicant
information should also update the waterquality conditions and identify water quality
techniques /structures to be implemented. The potential for the project to degrade
water quality, interfere with groundwater recharge, contaminate a public water
supply, or expose people to water - related hazards will be identified.
Impacts of the developed condition hydrology will be evaluated based on the
proposed drainage improvements, including storm drain improvements and grading
plans. As the project site is larger than 5 acres, a National Pollutant Discharge
Elimination Permit (NPDES) will be required. An analysis of the permitting criteria
will be provided. Based on hydrologic analysis provided by the Applicant, RBF will
analyze potential on- and off -site drainage related impacts during project
construction and following project buildout and will determine ultimate capacities of
the existing drainage system. Mitigation measures will be recommended to minimize
the significance of short- and long -term grading and drainage impacts.
J. Services and Utilities
The Pacific Gateway Initial Study /Mitigated Negative Declaration concluded less
than significant, with mitigation for solid waste, water and sewer. Those issue areas
will again be evaluated for the new project description. RBF will contact potentially
affected solid waste, water and sewer agencies to identify relevant existing
conditions, project impacts and recommended mitigation measures. The discussion
will focus on the potential alteration of existing facilities, extension or expansion of
new facilities and the increased demand on services based on the proposed land
uses. RBF will evaluate the ability of the project area to receive adequate service
based on City and County standards and, where adequate services are not
available, will identify the effects of inadequate service and recommended mitigation
measures. The three issue areas will also address the following:
O Solid Waste. Solid waste generation resulting from the proposed
uses may impact landfill capacities. The analysis will establish
baseline projections for solid waste, including composting and
recycling for both construction and operation of the project. Project's
compliance with AB 939 will also be addressed.

O Wafer. RBF will evaluate existing water availability, project usage,
infrastructure connections, easements modifications and necessary
mitigation.
O Sewer. RBF will evaluate existing capacities, project generation,
infrastructure connection, easements modifications and necessary
mitigation.
2.6 GROWTH INDUCEMENT
RBF will discuss potential growth- inducing impacts pursuant to CEQA Guidelines
Section 15126.2. The analysis in this section will be based on data from the City of
Seal Beach, California Department of Finance, Southern California Association of
Governments and U.S. Census data. The Project's impact upon the jobs /housing/
population balance will be discussed and mitigation for any potential impacts will be
recommended.
2.7 CUMULATIVE IMPACTS
In accordance with CEQA Guidelines Section 15130, RBF will discuss cumulative
impacts for each environmental issue area identified above, focusing on cumulative
impacts and levels of severity in the Project area at a quantitative and qualitative
level. The analysis will include potential future development in the project area. The
analysis will focus upon cumulative impacts from recently approved and /or pending
projects in proximity (cumulative Project information to be provided as stated in Task
2.4).
2.6 ALTERNATIVES TO THE PROPOSED ACTION
Pursuant to CEQA Guidelines Section 15126.6, RBF will provide an analysis of a
"reasonable range" of alternatives (for budgeting purposes, RBF assumes four
alternatives), comparing environmental impacts of each alternative in each impact
area to the project. The four alternatives include the No Project, two alternatives
focusing on potential fill of drainage channels and on /off-site mitigation and
development of Areas A and B only. For each alternative, RBF will provide an
analysis of impacts to environmental resources. One important element of the
Alternatives section will be an impact matrix which will offer a comparison of the
varying levels of impact of each alternative being analyzed. This matrix will be
prepared in a format to allow decision - makers a reference that will be easily
understood, while providing a calculated (where feasible), accurate comparison of
each alternative.
The alternatives section will conform to both the 1998 amendments to Section
15126.6 of the State CEQA Guidelines and to recent and applicable court cases.
RBF will discuss as required by the State CEQA Guidelines, the advantages and
disadvantages of each alternative and the reasons for rejecting or recommending
the project alternatives stated. This alternatives section will culminate with the

selection of the environmentally superior alternative in accordance with CEQA
requirements.
2.9 ADDITIONAL SECTIONS
RBF will provide additional sections in the EIR to meet CEQA and City requirements
including the following:
A. Significant Irreversible Environmental Changes That Would Be Involved In
the Proposed Action Should It Be Implemented. Changes In the
environment and uses on non - renewable resources which will occur as a
result of the proposed Project which can be considered irreversible or
irretrievable will be evaluated and discussed within this section of the EIR.
B. Effects Found Not To Be Significant. RBF will provide a qualitative
explanation of issues checked "No Impact" in the City's Initial Study in order
to substantiate the conclusions of the Initial Study.
C. Inventory of Mitigation Measures. This section will be a comprehensive list
of mitigation measures for the proposed Project. To allow direct
incorporation of mitigation measures into Conditions of Approval, RBF will
provide a summary of mitigation measures, which will be numbered
consecutively.
D. Inventory of Unavoidable Adverse Imoacts. This section will be a
comprehensive list of unavoidable adverse impacts associated with the
proposed Project.
E. Oroanizations and Persons Consulted/Bibliouraphv. Any federal, state or
local agencies, other organizations and private individuals consulted in
preparing the EIR will be listed in this section. RBF will provide a complete
list of reference materials used in preparation of the EIR.
2.10 MITIGATION MONITORING AND REPORTING PROGRAM
To comply with the Public Resources Code Section 21081.6 (AB 32180), RBF will
prepare a Mitigation Monitoring and Reporting Program to be defined through
working with City staff to identify appropriate monitoring steps/ procedures and in
order to provide a basis for monitoring such measures during and upon Project
implementation.
The Mitigation Monitoring and Reporting Checklistwill serve as the foundation of the
Mitigation Monitoring and Reporting Program for the proposed Project. The
Checklist indicates the mitigation measure number as outlined in the EIR, the EIR
reference page (where the measure is documented), a list of Mitigation
Measure /Conditions of Approval (in chronological order underthe appropriate topic),
the Monitoring Milestone (at what agency /department responsible for verifying

implementation of the measure), Method of Verification (documentation, field checks,
etc.), and a verification section for the initials of the verifying individual date of

The EIR will include a maximum of 25 exhibits to enhance the written text and clarify
the proposed Project environmental impacts. Using state -of- the -art computerdesign
equipment and techniques, our in -house graphic design team will create
professional quality, black and white or full color exhibits, dividers and covers for the
EIR and Appendices. Graphics will be in GIS or a GIS compatible format. This Task
assumes camera -ready base maps are provided by the City. All exhibits will be 8%'
x 11" in size.

3.0 DRAFTER

4.0 FINAL ENVIRONMENTAL IMPACT REPORT
4.1 RESPONSE TO COMMENTS
RBF will respond to all comments received on the Draft EIR during the 45 -day public
review period, and any additional comments raised during public hearings. RBF
requests that LUG, KEA Environmental and Sladden Engineering be available to
provide input on their particular study, should questions arise. RBF will prepare
thorough, reasoned and sensitive responses to relevant environmental issues. The
format and presentation of the comments and responses will be in a side -by -side
format for ease in reviewing. This task includes written responses to both written
and oral comments received on the Draft EIR (includes review of hearing transcripts,
as required). The Draft Responses to Comments will be prepared for review by City
staff. Following review of the Draft Responses to Comments, RBF will finalize this
section for inclusion in the Administrative Final EIR. RBF will distribute the
responses to the responding agencies.
Deliverables: Five (5) copies of the Draft Responses to Comments

4.2 FINAL EIR
The Final EIR will consist of the revised Draft EIR text, as necessary, and the
"Comments to Responses" section. The Draft EIR will be revised in accordance with

any text which has been deleted from the Final EIR. RBF will also prepare and file
the Notice of Determination within five (5) days of EIR approval.

RBF will provide administrative assistance to facilitate the CEQA process including
the preparation of the Notice of Determination, Statement of Overriding
Considerations and Findings for City use in the Project review process. RBF will
prepare the Findings in accordance with the provisions of Section 15091 and 15093

5.0 PROJECT COORDINATION AND MEETINGS
Mr. Glenn Lajoie, AICP, will be responsible for management and supervision of the EIR
Project Team as well as consultation with the City staff to incorporate City policies into the
EIR. Mr. Lajoie will undertake consultation and coordination of the Project and review the
EIR for compliance with CEQA requirements and guidelines and City CEQA procedures.
Mr. Lajoie, with the assistance of RBF Staff, will consult with state and local agencies
regarding this environmental document. As the Project Manager, Ms. Collette Morse will
coordinate with all technical staff, consultants, support staff and word processing toward the
timely completion of the EIR. Mr. Lajoie and /or Ms. Morse will attend all staff meetings and
will represent the Project Team at public hearings and make presentations as necessary.
RBF anticipates several meetings with City staff, including a "kickoff meeting," a progress
meetings and public hearings. In response to the City's request for weekly staff meetings,
based upon a 30 week schedule (refer to Section III of this proposal), RBF assumes five
hours per meeting, which includes travel times, meeting preparation, attendance and follow -
up. For eight public meetings, as described below, RBF assumes six hours per meeting
which includes travel time, meeting preparation (including PowerPoint), attendance and
follow -up.
Should the City determine that additional meetings beyond the following meetings are
necessary, services will be provided under a separate scope of work on a time and
materials basis. The estimated cost for additional meetings is approximately $600 per
person. RBF also requests that a representative from LUG be available to attend

It is the goal of RBF to serve as an extension of City staff throughout the duration of the EIR
Project. As is stated in UNDERSTANDING OF THE PROJECT, RBF will be available to
meet with staff to discuss particular Project parameters, as required by the City. In addition,
RBF will prepare progress reports for the Projectwhich would be submitted with the monthly
invoicing. Each progress report will include a summary of tasks performed and the
percentage of work completed to date according to individual task.

6.0 OPTIONAL TASKS
The following tasks have been included so that the City may select additional services which
may be required. These tasks have not been calculated into the total budget.
6.1 PUBLIC HEALTH AND SAFETY
A Phase I Public Health and Safety evaluation has been included as an optional task
for consideration by the City. An assessment of hazardous materials /substances
was recommended by the California Department of Toxic Substances Control in
their December 4, 2000 response to the Pacific Gateway Initial Study /Mitigated
Negative Declaration Public Review.

The potential for soil contamination may currently occur on -site. The RBF scope of
services includes a Phase I Hazardous Materials Assessment. The extent of the
contamination analysis and the level of analysis required by the City to comply with
the CEQA requirements is anticipated to involved further discussions with City Staff.
The following described the methodology /approach to conducting the Phase 1
Environmental Site Assessment.
RBF will prepare a Phase I Environmental Site Assessment based on the following
objectives: (1) evaluate the potential for hazardous materials on the site based upon
readily discernible and /or documented present and historic uses of the property and
uses immediately adjacent to the site, and (2) generally characterize the expected
nature of hazardous materials that may be present as a result of such uses, within
the limited imposed by the scope of the assessment. Preparation of the Phase I
Environmental Site Assessment shall consist of the following:
O Site History. RBF will obtain and review available historic aerial
photographs from governmental or other sources. RBF will obtain
any available historic topographic maps and review maps to
determine and report on past use(s) of the subject property.
O Site Inspection. RBF will observe, inspect and report on conditions
onsite and any facilities on the subject property. RBF will identify any
obviously stressed vegetation, evidence of waste discharge or
collection, fill materials, sink holes, wells, etc. A series of site
representative photographs will be taken at the time of the site visit
and included in the Phase I Environmental Site Assessment. It
should be noted that the site inspection specifically excludes any
subsurface investigation including, but not limited to, sampling and /or
laboratory analysis.
O Interviews. If applicable, RBF will interview appropriate employees
on and /or adjacent to the subject property, including managers, and
if necessary, specific former employees. RBF will determine, e.g.,
possible Hazardous Substances used or released, waste streams,
prior use of property and facilities thereon.
O RegulatoryApencv Review. RBF will review federal, state and local
agency records regarding known hazardous material sites /handlers.
All identified sites, typically within a one mile radius, will be listed
within the Phase I Environmental Site Assessment.
O Assessment. RBF will use all available data, as identified above, to
assess whether hazardous materials have been released within or
adjacent to the subject site. If necessary, recommendations for
additional sampling will be identified. The Assessment will be
incorporated into the EIR in accordance with the CEQA guidelines.

6.2 JURISDICTIONAL DELINEATION
RBF Consulting will perform a jurisdictional delineation to determine jurisdictional
"waters of the United States," including wetlands (if present), located within the
boundaries of the proposed project. The delineation will result in a determination of
the ordinary high water mark(s) (OHWM) within the project site and indicate the
existence of any adjacent wetlands not within the jurisdictional ordinary high water
mark. The actual presence or absence of wetlands on -site will be verified through
the determination of the presence of hydrologic conditions, hydrophytic vegetation,
and hydric soils pursuant to the 1987 Army Corps of Engineers (ACOE) Weiland
Delineation Manual.
Using detailed mapping of the project area, RBF Consulting will prepare a
jurisdiction delineation map and report detailing the results of the field delineation.
RBF Consulting will provide an assessment of acreage considered by the Army
Corps of Engineers (ACOE), the California Coastal Commission and the California
Department of Fish and Game (CDFG) to be jurisdictional "waters of the United
States." This delineation is required to process either a Nationwide Permit or
Individual Permit through the ACOE.

Seal Beach Boulevardl1405 Overcrossing Widening Project
City of Seal Beach
RBF prepared a Initial Study /Mitigated Negative Declaration for the Seal Beach Boulevard
Overcrossing /1-405 Improvement Project in the City of Seal Beach. The project includes a
overcrossing widening and associated interchange improvements. The interchange improvement
project would widen the existing Seal Beach boulevard Overcrossing to six through lanes,
consistent with the City's General Plan configuration, as well as widen the portions of the existing
interchange ramps. The interchange and overcrossing improvements would serve to eliminate an
existing "bottleneck" at the Seal Beach Boulevard Overcrossing. The Initial Study included an
extensive noise analysis to determine potential impacts to the surrounding residential areas and
recommend mitigation to reduce noise associated with the project.
Cypress Business and Professional Center Specific Plan /EIR
City of Cypress
RBF prepared the analysis for this 298 -acre Business and Professional Center and the previous
Cypress Downs project located along Katella Avenue in Cypress. Planning and environmental
issues forthe mixed -use development of office, business park, retail commercial, race track and golf
course uses included:
• Access, including railroad access through the site;
• Traffic;
6 Land use compatibility between commercial, racetrack and residential uses;
• Project design/aesthetics; and
• Noise.
Noise was a particular issue of concern as the site's southern boundary is located within 2,600 feet
of the Los Alamitos Armed Forces Reserve Center runway, and within a 60-65 CNEL noise level
zone. RBF participated in an extensive citizen participation program for the initial Cypress Downs
project which included scoping meetings and extreme public controversy which required sensitive
treatment of the issues and resolution to a number of concerns.

Cypress Business Park Environmental Review

For more than a decade, RBF Consulting has been preparing environmental documents for
individual development projects within the 587 -acre Cypress Business Park, which encompasses
six specific plan areas: Cypress Business and Professional Center, Cypress Corporate Center,
Cypress View Limited, McDonnell Center, Warland /Cypress Business Center, and Lusk Company
industrial Park. A range of business park - related land uses are allowed within the specific plan
areas including commercial, office, research and development, business park, light industrial,
manufacturing, warehouse, hotel, and golf course uses within the past four years. RBF Consulting
has prepared Mitigated Negative Declarations for the projects listed below.
• Ushio America - Walker Facility: a 72,427 square foot office/warehouse building on
a 4.0 -acre site.
• Marriott Residence Inn: a 155 -room hotel on a 3.7 -acre site.
• SHURfio Project: a three - building campus for SHURfio, including a 50,000 square
foot office building, a 91,618 square foot research and development building, and
a 100,000 square foot warehouse building on a 12.2 -acre site.
O West Orangewood Water Well Project: a 1,000 foot deep water well and pumping
facility on a 3,500- square foot site.
O 6161 Chip Avenue: a 50,000 square foot speculative office/research and
development building on a 2.9 -acre site.
O Vertex Standard: a 95,800 square foot office /warehouse building on a 6.0 -acre site.
O 5730 Katella Avenue: a 62,700 square foot speculative research and development
building on a 4.3 -acre site.
O Cypress Corporate Park: four speculative office/ manufacturing/warehousebuildings
totaling 208,271 square feet on a 10.83 -acre site.
Hotel del Coronado Master Plan EIR
City of Coronado
RBF recently completed the Hotel del Coronado Master Plan EIR which entailed the renovation and
expansion of the 27 acre property. The applicant proposed the addition of 230 new hotel rooms,
a 20,000 square foot Conference Center, improvements to the Grande Hall and main building, new
retail shops and overall aesthetic improvements to the property. A key feature of the improvements
is a new below grade parking structure which reduces the amount of land devoted to surface
parking. The project objectives emphasized a new garden entry which improved access to the
downtown, replacement of on -site industrial buildings with a conference campus, enhancement and
beautification of the north side of the property, modifying and restoring the original grand entrance
to the Hotel and increasing the landscaped areas from 4 to 10 acres.
The project was highly controversial and was extensively scrutinized throughout the two year
environmental review process, which lead to the EIR being certified in September, 2001. Key areas
of concern included an increase in traffic generation throughout the community, parking on -site and
immediately adjacent to the hotel, infrastructure and drainage improvements and viewshed affects
to surrounding uses. The issue of greatest debate was the loss of the on -site industrial service
buildings which was determined to be an unavoidable adverse affect due to the loss of historical

structures. The EIR included a comprehensive and in -depth review of historical resource impacts
and was further reviewed under several alternatives variation which include partial restoration and
adaptive reuse.
Robinson Ranch North Environmental Impact Report
City of Yucaipa
RBF prepared the Environmental Impact Report for Robinson Ranch North. The project consists
of 159 acres located north of Interstate 10 and east of Oak Glen Road in Yucaipa. It is comprised
of two separate development plans: a Preliminary Development Plan (PDP) on 159 acres, which
requires a General Plan Amendment to adopt the proposed Land Use Plan; and a Final
Development Plan (FDP) on 90 acres at the western portion of the project area, which includes Oak
Ridge Village, a 695,000 sq.ft. commercial center. The remaining 69 acres, the Wildwood Center,
is comprised of 24 single - family residential units on 6 acres and 216 multiple - family units on 27
acres, general commercial uses on 24 acres, and 12 acres of natural open space. The General
Plan designates the sites as within the Planned Development (PD) Land Use District. The project
proposes an amendment to the General Plan to adopt a Land Use Plan for 114 acres of commercial
uses and 240 residential dwelling units. The PD Land Use District designation would be retained
on both sites.
The projectwas highly controversial, which was exemplified by the over400 residents who attended
the EIR Certification Hearing. Key areas of concern raised by area residents and reviewing
agencies included project's consistency with City regulations for hillside development, impacts
associated with flood zones for Yucaipa Creek, consistency with seismic safety requirements, area -
wide traffic impacts, compatibility with neighboring land uses and alternatives. The EIR provided
an in -depth review of all subject areas of concern and concluded the need for a Statement of
Overriding Considerations for land use, air quality and noise. The work program included a peer
review of several applicant generated studies by the RBF team.
Grand Canal Entertainment Center EIR
City of Bakersfield
RBF prepared an EIR for the Grand Canal Entertainment Center in the City of Bakersfield. The
project includes a 555,000 square foot retail commercial shopping center with a centrally located
2,400 foot long man -made canal, modeled after Venice, Italy. The project site consists of
approximately 64 acres located between State Route Highway 99, South "H" Street, the Arvin -
Edison Canal and Berkshire Road. The site is generally flat, contains no structures and has
historically been used for agricultural production. The proposal included a General Plan Land Use
Element Amendment from Low Density and High- medium Density Residential to General
Commercial and Zone Change from R -1 to PCD. Key issues in the project analysis included
compatibility with an existing residential neighborhood adjacent to the north, traffic impacts on local
roadways and noise impacts to sensitive receptors in the project vicinity.

Long Point Resort Project EIR
City of Rancho Palos Verdes
RBF is currently preparing a Program EIR on behalf of the City of Rancho Palos Verdes for the
Long Point Resort project. The proposal includes development of a full -service hotel providing
approximately 582guestrooms, restaurants/bars, and meeting/function spaces. Also proposed are
approximately 31.6 acres of conserved /enhanced habitat and approximately 81 acres of public open
space/recreation facilities including public parking, shoreline access ramps, public parks /overlooks,
public walking /hiking trails, a public golf practice facility and a 9 -hole public -use golf course.
The project area is separated into two separate components. The Lower Point Vicente, which sits
on the coastal bluff and has historically been referred to as the former Madneland, is proposed to
include hotel complex and primary resort amenities. The Upper Point Vicente (north or Lower -Point
Vicente), which is land under city ownership, is primarily devoted to golf holes and conservation
areas. Key issues have included biological resources, traffic, public safety (golf), geologic stability
of the bluffs, view impacts and alternatives.
The Final EIR is proceeding through the City's Planning Commission review process. Design
modifications are continuing and may require further CEQA processing. The Biological Resources
Section was updated to include spring survey data for several sensitive species and was re-
circulated for additional public review (30 days). Finally, the project involves extensive controversy
and criticism from the community. RBF's role, on behalf of the City, has been to assure that a
proper and complete environmental review process has been conducted and to fully respond to
environmental concerns of agencies and area residents.
Dominguez Hills Village Specific Plan EIR
City of Carson
RBF prepared the EIR for redevelopment of this Brea Canyon Oil Property. The project site has
been an oil producing and storage facility since the 1920s and also includes the Deepwater Iodides
facility which is currently in the process of being remediated and removed. The 99.4 -acre Specific
Plan project proposed 992 residential units, a 50,000 -square foot neighborhood retail center, child
care facility, relocation of oil production facilities, 355,000 square feet of light industrial uses, and
a tank farm. As a related project addressed within this EIR, City staff has developed a City-wide
Oil Well Ordinance that would allow existing oil wells in residential and commercial areas to continue
operating with a Conditional Use Permit, including provision of submersed well heads, landscaping
and noise control. Primary issues addressed in the EIR include site remediation, land use
compatibility, traffic, noise, air quality, and potential school district formation.
Expanded Initial Studies and Mitigated Negative Declarations
City of Cypress
RBF prepared two Initial Studies and Mitigated Negative Declarations for projects located within the
City of Cypress:
@ Foodmaker Storage and Distribution Center Initial Study and Mitigated
Negative Declaration: The project consisted of a 150,000 square foot food storage

and distribution facility with associated surface parking and truck trailer parking.
Two 20 -foot access points were proposed with numerous storage and dock high
bays situated on a single side of the structure (the project would utilize up to 57
trucks in their daily operations). The Initial Study included an extensive noise
analysis to determine potential impacts and recommend mitigation to reduce noise
and visual impacts associated with the proposed distribution and loading dock
activities. Traffic access was also addressed in the document with specific
mitigation recommended to reduce traffic impacts to the adjacent residential uses.
Shaw Carpet Warehouse Facility, Parcels 1 and 2Initial Study and Mitigated
Negative Declaration: The project consisted of a warehouse distribution facility with
a total building area of 439,650 square feet. A shipping dock with 46 bays would be
constructed with six "will -call" loading locations. The facility would operate on a 24-
hour basis. Specific environmental issue areas analyzed in the Initial Study included
noise and light/glare impacts on adjacent uses during the night hours. Mitigation
measures including noise barriers and directional lighting were recommended to
reduce impacts to a less than significant level. A detailed traffic study was also
prepared to analyze potential access /distribution impacts and recommend mitigation
measures to reduce the significance of impacts.
FedEx Express Operations Facility
City of Ef Segundo
RBF served at City Staff in order to prepare the Final EIR for this very controversial project, with
over 55 comment letters requiring 600 responses to various issues. The project consisted on
construction of a 315,529 square foot Federal Express "Express Operations" Facility to
accommodate offices, sorting, warehouse, and distribution of incoming and outgoing packages for
primarily two and three day deliveries of ground transportation freight and international airfreight.
The project also includes a 23,587 square foot vehicle maintenance facility. The site Ise vacant46-
acre former Rockwell International property bounded by Nash and Douglas Streets, Mariposa
Avenue, and Atwood Way.
Kraft Site Distribution Center
City of Buena Park
RBF served as City Staff in order to conduct site plan review, environmental compliance and
prepare all required resolutions and staff reports for the Mid - Counties Distribution Center. The
project consisted of four buildings for the purpose of warehouse /distribution /industrial and office
facility uses. The total building area proposed was 1,230,071 square feet and a net lot coverage
of 52 percent. Each building provided roll -up and vertical lift loading doors. Key issues included
truck traffic, architecture, landscape design and necessary buffering for the adjacent uses.

City of Downey
RBF has provided environmental analysis for numerous projects in the City of Downey including the
Stonewood Specific Plan and EIR, the Rancho Business Center EIR, the Cal -MRT Materials
Recovery Facility and Transfer Station EIR and the Tentative Tract 22493 EIR:
0 The Stonewood Shopping Center Specific Plan /EIR was for the renovation and
expansion of the existing Center. The 63 -acre Center borders the Downey
Redevelopment area and is a key component of the Firestone Boulevard
Revitalization Plan. Key issues addressed include: Compatibility with surrounding
uses, infrastructure improvements, circulation/ access to a state highway and design
compatibility.
A The Rancho Business Center /EIR addressed relocation of existing on -site hospital
uses in accordance with the Hospital Master Plan, demolition of existing structures
and roadways, and the construction of light industrial uses on the 120 -acre project
site, adjacentto existing residences. Key issues included numerous public hearings
and extreme controversy, and railroad noise with an at -grade crossing.
4. RBF recently prepared the EIR for the CAL -MRT Materials Recovery Facility and
Transfer Station (MRF) which consisted of a two phase expansion of an existing
facility. The interim Phase I project would allow for the existing clean MRF
(recyclables only) to be expanded from a 50 ton per day (TPD) facility to 100 TPD.
The Phase II project would involve construction of a 1,500 TPD M.F./Transfer
Station, and would also include a Battery/Oil /Paint disposal station and a wood
grinder (with no composting). The key environmental issues addressed include
traffic, road maintenance /fiscal impacts, air quality, noise and land use compatibility
with adjacent uses.
6 The EIR for Tentative Tract 22493 consisted of a zone change for a 14 -acre parcel
located within the Firestone Boulevard Redevelopment Area. The project proposal
included over 300,000 square feet of commercial uses. Issues addressed included
traffic, hydrology, land use, public services and utilities.
Palmdale Trade and Commerce Center EIR
City of Palmdale
The environmental analysis for this 756 -acre Specific Plan Area assumed ultimate build -out of the
project site which included 300,000 square feet of auto sales /service, 756,000 square feet of
promotion center, 1,645,000 square feet of retail, 2,177,000 square feet of commercial office,
2,676,000 of industrial, and 82,000 square feet of hotel land uses. Concerns addressed in the
environmental document included traffic and circulation, hydrology, public services and utilities,
geology and soils, land use, biological resources, noise, aesthetics, public health and safety, cultural
resources, and air quality. The Palmdale Trade and Commercial Center is considered to serve as
the central core of the Palmdale Business Center and Industrial District.

North Village 1999 Specific Plan Amendment Program EIR
Town of Mammoth Lakes
The 1991 North Village Specific Plan involved development of a destination resort facility including
lodging, commercial and residential uses. The existing 64 -acre site consisted of a mix of uses
including retail, hotel, limited residential and vacantlopen space areas. The proposed 1999
amendment includes circulation and parking modifications, changes to height limitations and
setbacks, changes in development standards, establishment of design guidelines, modifications to
public facilities and housing requirement changes. This coupled with the elapsed time since the
1991 certification of the original North Village Specific Plan EIRwarranted a comprehensive review
through an updated Program EIR. In addition, the evaluation included the development application
for Phase 1 of the Specific Plan. Key issues included traffic generation, aesthetics, noise and water
quality which also included a review of compliance with the Lahontan Regional Water Quality
Control Board requirements.
Monterey Park Mixed Use Project
City of Monterey Park
RBF prepared an Expanded Initial Study to assess the potential impacts of the proposed land uses
for the Monterey Park Mixed -Use Project in the City of Monterey Park. This study included a
comprehensive analysis of the environmental impacts associated with approximately 390,200
square feet of mixed -use development which included a cinema, shops and retail uses. RBF
prepared a detailed traffic analysis for the project and focused upon impacts to residents adjacent
to the site.

Remedlation of the Former Gun Range within Huntington Central Park
City of Huntington Beach
RBF is currently preparing a EIR for the remediation of the Former Gun Range within Huntington
Central Park project in the City of Huntington Beach. The proposed project involves the remediation
of the-4.91 -acre former gun range site. Remediation of the site would require the removal of
structures, asphalt, and on -site contaminants resulting from over 20 years of use as a firing range
for the general public and the Huntington Beach Police Officers Association. Following remediation,
the subject site is proposed to be developed as an open space/park element, as part of the 356.8 -
acre Huntington Central Park. On -site improvements are anticipated to consist of facilities typical
of open space/park uses, including parking areas, restrooms /concession structures, irrigations,
lighting, and various utilities.
Gateway Plaza Project EIR
City of Santa Cruz
RBF staff completed preparation of the Gateway Plaza Project proposed by Cypress Properties,
Inc. The project site is located in the City of Santa Cruz, approximately 0.5 miles northeast of
downtown Santa Cruz, in Santa Cruz County. The project involves the creation of a promotional
commercial /retail shopping center that would serve as a major shopping attraction to central Santa
Cruz. The applicant proposed to ultimately develop approximately up to 119,500 square feet of
commercial (destination-oriented) buildings on land located adjacent to the San Lorenzo River.
Areas of controversy included: groundwater /soil contamination, land use, aesthetics, drainage,
traffic/circulation (access /egress), and biological resources.

Glenn Lajoie, AICP
Project Assignment: Project Director
Glenn Lajoie has a B.A. degree in Geography and a Masters in Public Policy Administration from
California State University, Long Beach. Mr. Lajoie recently served as Section Director for the
American Planning Association, Orange Section. Mr. Lajoie's responsibilities include the
coordination, production and presentation of Environmental Impact Reports (EIR) and otherrelated
planning documents including Area Plans, Specific Plans, Initial Studies, and Environmental
Assessments for commercial projects and private entitlement applications. Mr. Lajoie has been
responsible for CEOA Compliance documentation for numerous controversial projects which
include: the Grand Canal Entertainment Center Project EIR, which is a 555,000 square foot facility
in Bakersfield; the Alberhill Sports and Entertainment Center EIR in Lake Elsinore; four recent
environmental documents in the City of Cypress which involved substantial land use Compatibility
analyses with nearby sensitive receptors; the Escondido Performing and Fine Arts Center EIR for
Escondido; the Native Sun Residential Project EIR in Escondido (which included an unsuccessful

Collette Morse is directly responsible for the management, preparation and coordination of
environmental studies prepared in accordance with the CEOA and NEPA. She has been involved
in the preparation of over 100 environmental documents, including EIRs, Negative Declarations, and
Environmental Assessments, for both public and private sector clients in her 14 years of
environmental planning experience. Recent hillside experience includes management and
preparation of the Northern Foothills Implementation Program EIR in San Dimas, management of
the North La Verne Properties Opportunities and Constraints Analysis in the hillside area of La
Verne, Ocean Ranch Mitigated Negative Declaration in Oceanside, and the Rancho Del Oro Village
XII Program EIR, also in Oceanside. Ms. Morse has managed and prepared environmental

Rita Garcia graduated from California State Polytechnic University, Pomona, with a Bachelor of
Science degree in Urban and Regional Planning. In her responsibilities as Senior Environmental
Analyst, Ms. Garcia is involved in the preparation, daily monitoring and coordination of CEQA
documents, ensuring theirtimely completion reflective of the highest standard of professional care.
With over 12 years in the environmental field, Ms. Garcia has extensive experience with projects
involving sensitive planning and environmental issues including land use compatibility, noise,
traffic/circulation, and population/housing/employment. She has had signfcant involvement with
environmental analyses of numerous large -scale program -level projects including the Long -Point
Resort EIR which involves sensitive aesthetic, biological, cultural, geological and public
health/safety issues, and the North Village 1999 Specific Plan Amendment EIR, which involved
sensitive population, housing, public services /utilities issues. Her UCR experience includes the

Project Assignment., Air Quality and Noise Analyses
Kevin Thomas oversees and prepares Environmental and Planning studies for public and private
sector clients, under the California Environmental Quality Act (CEQA) and National Environmental
Policy Act (NEPA). Mr. Thomas' responsibilities also include staff training, public hearing
presentations, and coordination of our extensive in -house team of experts as well as various
subcontractors. Kevin draws on his broad background and understanding of environmental
constraints to provide technical and CEQA compliance, review of environmental documentation, in
addition to research, analysis, and writing. In addition, Mr. Thomas has managed a wide range of
environmental studies, including major infrastructure and planning document EIRs, and highly
controversial development projects. He received his B.A. in Environmental Engineering from the
University of California, Los Angeles. Mr. Thomas has particular expertise in air quality and noise
assessments, having prepared Air Quality Reports (including monitoring and modeling) for Cahrans,
as well as numerous community noise impact studies utilizing the FHWA Highway Noise Prediction
Model (including use of a Larson Davis Model 820 Type I Sound Level Meter).
Bob Matson
Project Assignment., Transportation Studies
Mr. Matson has managed and prepared over 50 traffic impact studies for planning and
environmental projects. He is a Board Member of Spectrumotion Transportation Management
Association, and holds certificates in Fundamentals of Traffic Engineering, Congestion Mitigation,
Managing Traffic Growth on Urban Streets, and Urban Street Design, all from the University of

Trevor Smith
Project Assignment: Wetlands/Phase 1
Mr. Smith specializes in regulatory compliance, including storm water compliance, and permitting.
He is also experienced in assessing real properties and preparing environmental documents
associated with the California Environmental Quality Act (CEQA) and the National Environmental
Policy Act (NEPA). He specializes in the assembly and management of environmental teams that
strive for the successful completion of each complex, multi disciplined project. The most current
storm water related projects include the San Diego Water Quality Control Study, a Caltrans
watershed planning study, and the Long -Term Storm Water Compliance Study which was
conducted in 1998. Under each study Mr. Smith served as Project Coordinator, responsible for
overall management of the project including the development and maintenance of project schedules
and budgets.

Manager, Biological Services
Ms. Johnston is the Manager of Biological Services with approximately 10 years of experience in
sensitive biological resource inventories, endangered species surveys, general wildlife and plant
biology, mitigation monitoring, and habitat evaluations. Ms. Johnston's professional experience has
focused on integrating biological data, particularly data on sensitive species, into environmental
documentation (California Environmental Quality Act, National Environmental Policy Act, and
Federal Endangered Species Act). She has managed and /or authored the biological resources
sections of more than 35 Environmental Impact Reports and more than 200 separate biological
reports, including Biological Assessments (pursuant to Section 7 and 10 consultations with the U.S.
Fish and Wildlife Service [USFWS]), Natural Environment Studies (pursuant to Caltrans guidelines),
focused surveys for sensitive species, tree reports, resource management plans, mitigation
monitoring reports, and general biological assessments and constraints analyses. Ms. Johnston
is also permitted to conduct survey for the federally listed threatened coastal California gnatcatcher
(Polloptila califomica calffomica) (USFWS Permit number 821963).

/III. LIABILITY INSURANCE
RBF has general liability insurance in the amount of $4,000,000. RBF's Professional Liability
(Errors and Omissions) amounts to $3,000,000. RBF also carries automobile liability, excess
liability, worker's compensation and employer's liability. Further information and /or certificates of
insurance will be provided by RBF, as requested by the City.

IX. STATEMENT OF FINANCIAL CONDITIONS
This Proposal shall be valid for a period of 90 days. Progress billings will be forwarded based on
payment criteria established by the City. These billings will include the fees earned for the billing
period. The City shall make every reasonable effort to review invoices within fifteen (15) working
days from the date of receipt of the invoices and notify Consultant in writing of any particular item
that is alleged to be incorrect.
The fees proposed herein shall apply until February 1, 2003. Due to annual increases in costs
associated with inflation, staff wage increases and increases in direct costs, Consultant will increase
those portions of the contract fee for which work must still be completed after February 1, 2003, by
ten - percent (10 %).
Deviations or modifications from the Scope of Work will result in potential re- evaluation of the
associated fees. Items not soecifically stated in the proposal will be considered an additional work
item.
All work will be performed at a "Not to Exceed" contract price, which will become the fixed price
upon completion of negotiations with the City Staff authorized to negotiate and agreement. The total
budget includes all miscellaneous costs for travel /mileage, reproduction, telephone, postal, delivery,
reference materials and incidental expenses. The City's request for proposal is incorporated in its
entirety as a part of RBF Consulting's bid on the project.
Should the City require additional copies of the Administrative Draft, Draft and Final Documents,
RBF will provide a cost estimate to the City and provide direct cost billing.
