SUBJECT: APPROVAL OF CONTRACT — PROJECT
MANAGEMENT SERVICES, HOGLE-IRELAND, INC.
SUMMARY OF REQUEST:
Instruct City Manager to execute a professional services agreement with Hogle-Ireland, Inc.
for a period of approximately two years to provide on-going project management services to
the City.
BACKGROUND:
During discussions with Boeing Realty Corporation and Rossmoor Center regarding the
processing of their respective development applications, the concern as to the ability of
City staff to respond in the time frames proposed by the project applicants was raised.
Given the current and anticipated work load of the Planning Department staff over the
next 6-8 months, it was suggested by City staff that the City retain a project management
firm to provide those services necessary to ensure project coordination between the
project applicants, the environmental review firms, and other impacted City departments
and outside agencies. Boeing and Rossmoor Center have agreed with this proposal.

On December 10, 2001 the City Council approved the following agreements:
o "Agreement for Reimbursement of Environmental Review and Fiscal Impact Report
Preparation Costs and Staff Support Services — Boeing Property, Seal Beach"
("Reimbursement Agreement")
o "Agreement for Reimbursement of Environmental Review Report Preparation Costs
and Staff Support Services—Rossmoor Center, Seal Beach".
These Boeing agreements allow the City to retain appropriate environmental, fiscal, and
staff support consultants to process an anticipated application by Boeing Realty
Corporation for discretionary land use entitlement requests on the Boeing Space and
Communications site, located at Seal Beach Boulevard and Westminster Avenue. The
Rossmoor Center agreement allows the City to retain appropriate environmental and staff
support consultants to process an anticipated application for the Rossmoor Center to

approve a height variation in conjunction with the demolition of up to 131,000 square
feet of existing building and reconstruction of a similar amount of building area, and the
preparation of an appropriate environmental evaluation document.
Hogle-Ireland has been selected by City staff to provide the staff support services to the
City, and a professional services agreement between the City and Hogle-Ireland, Inc., has
been prepared, reviewed, and approved as to form by the City Attorney.
The proposed professional services agreement is for the period of January 28, 2002 to
December 31, 2003, with the term able to be extended upon agreement by the City and
Hogle-Ireland, Inc. Consultant costs are to be billed on an hourly cost basis. Typical
services will include the following:
❑ Overall project management.
❑ Coordination of environmental consultant work and schedule.
❑ Functioning as the City contact with the project applicants in matters relating to
the specific project.
o Performing staff analysis of reports, plans and other project related submittals.
o Preparation of staff reports for consideration by EQCB, Planning Commission
and City Council.
❑ Presentations during public hearing processes.
The following projects will be assigned to Hogle-Ireland under the provisions of the
professional services agreement:
o Rossmoor Shopping Center — this project consists of the demolition of
approximately 135,000 square feet of existing buildings and construction of
approximately 125,000 square feet of new retail uses. The project requires a
height variation to allow increased height and a Mitigated Negative Declaration
that is being prepared by a City-selected environmental consulting firm.
o Boeing Space and Communications Campus— this project encompasses the entire
Boeing project area of approximately 131 acres. Boeing will have a Specific Plan
prepared that addresses existing and proposed uses. The project will require
approval of a General Plan Amendment, a Specific Plan, certification of an EIR,
and Coastal Commission approval. An EIR will be prepared by a City-selected
environmental consulting firm.
City management and oversight responsibilities will be directed by Lee Whittenberg and
assigned to Mac Cummins, Assistant Planner. Representatives of Hogle-Ireland, Inc. will
be present at the City Council meeting.

FISCAL IMPACT:
None. Costs of required project management consulting services will be borne by project
applicants, including staff management and oversight costs. Selection process costs to
recommend Hogle-Ireland have been borne by Boeing and Rossmoor Center.
RECOMMENDATION:
Instruct City Manager to execute a contract with Hogle-Ireland, Inc. for a period of
approximately two years to provide on-going project management services to the City.
