Bahorski, City Manager FROM: Doug Danes, P.E., Director of Public Works, City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR MARINA DRIVE BRIDGE REHABILITATION, PROJECT No. 49676 SUMMARY OF REOUEST: The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process so that a contract may be awarded for the Marina Drive Bridge Rehabilitation Project. The Marina Drive Bridge Project is a joint project between the City of Seal Beach and the City of Long Beach with the City of Seal Beach being the lead agency. The proposed project will demolish the existing Marina Drive Bridge, which crosses over the San Gabriel River, connecting into the City of Long Beach and construct a new cast- in- place/prestressed concrete box girder bridge. In addition, street improvements will be implemented on Marina Drive from First Street to the Bridge. The existing bridge has been determined to be subject to collapse if subjected to a major earthquake, and therefore is designated for replacement under the State of California Seismic Safety Retrofit Program and the Federal Highway Bridge Replacement and Rehabilitation Program. The existing bridge was originally constructed in 1938 with a 13 span timber deck structure with concrete pile bents. The work will consist of two construction phases. Construction will first begin on the south half of the roadway and bridge, keeping the north half open to pedestrian/bicycle and vehicle traffic. Upon completion of the south half of the new bridge, the contractor will move to the north half and open traffic to the south half of the bridge. It is anticipated that the construction will last 24- 32 months. Although this method of construction increases the length of time to construct the new bridge, it was determined to be more beneficial to the public to keep the bridge open to traffic during construction. The end product will be a new structurally sound roadway and bridge that will include a new fishing pier, sidewalks, bicycle lanes, street lighting and a new landscaped median. The new bike lanes will connect to the proposed regional bicycle facility on Marina Drive, which is anticipated for construction this spring. , Agenda Item L IV The proposed bridge rehabilitation project has been reviewed and approved by the Federal Highway Administration, California Department of Transportation and the County of Los Angeles Department of Public Works Flood Control District. Long Beach City staff has reviewed the project and it will go to the Long Beach City Council for concurrence in February 2002. The project has been formally reviewed and conditioned by California Coastal Commission. They have issued a Notice of Intent to Issue a Coastal Commission permit and the City will secure the permit prior to construction. The Army Corp of Engineers has also reviewed the permit and they will issue their permit following the Coastal Commission permit issuance. The timeline for the project is as follows: Council Approval of Plans and Specifications January 28, 2002 Bid Opening March 14, 2002 Award Construction Contract March 25, 2002 Submittal/review of schedules, shoring, and safety plans April 2002 Begin Construction May 2002 Completion Construction January 2005 The plans and specifications were completed by J. Muller hnemational and checked and coordinated by in house staff and W.G. Zimmerman Engineering, Inc. FISCAL IMPACT: The engineering opinion of probable cost for the project including preliminary engineering, design, agency permitting, construction, construction management, and project management is estimated at $6,685,900. Fed/State seismic retrofit money will fund $1,100,000 of the project. The Federal HBRR program, which is administered by the state, will fund $4,945,197. The City of Seal Beach has budgeted $250,000 from Gas Tax and Measure M funds. The City of Long Beach has also budgeted $250,000 for the project. Due to the final project estimate, an increase of $70,351 of funds from each City will be required for a total of $320,351 from each City. The City of Seal Beach will be provide the additional funding from local gas tax allocations. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, and authorize staff to initiate the public contract bidding process. Prepared By: Marevic, P.E.
