SUBJECT: ESTABLISHMENT and APPOINTMENT of BOEING
SPECIFIC PLAN ADVISORY COMMITTEE
SUMMARY OF REQUEST:
Adopt Resolution No. ' "A Resolution of the City Council of the City of Seal
Beach, California, Creating an Ad Hoc Citizens Advisory Committee regarding the
Boeing Specific Plan" and appoint members.
The City Council has indicated the intent to establish an ad hoc citizens advisory
committee (CAC) to review and provide comments and recommendations regarding the
Boeing Specific Plan. Adoption of the subject resolution will establish the CAC and set
forth the scope of the duties and the time frame within which the CAC will be
functioning.
It has been indicated to staff by representatives of the Boeing project team that they will
be conducting several community meetings prior to and during the 45 -day public
comment period on the Boeing Specific Plan DEIR to receive additional community
feedback.
The environmental consultant has submitted its scope of work, schedule and budget for
the preparation of the Draft and Final Environmental Impact Report (DEIR and FEIR) for
the Boeing Specific Plan. As contemplated in the proposed schedule, the public review
and comment period on the DEIR will begin in the last week of May 2002 and continue
to the second week in July 2002. It should also be clarified that the Environmental
Quality Control Board (EQCB) of the City will be conducting public meetings to receive
comments on the DEIR during the 45 -day public comment period, and will also consider
the FEIR upon completion of that document. The CAC is not charged to provide
comments on the DEIR during the 45 -day public comment period; it is charged with

conducting meetings during that same time period regarding the contents of the Specific
Plan itself and providing recommendations to the Department of Development Services.
Committee Appointment Alternatives:
Each member of the City Council will have an appointment to the CAC. The members
do not have to reside in the appointing Council Member's Council District. If the City is
not informed by the Fair Political Practices Commission (FPPC) regarding the ability of
all members of the City Council to make appointments to the CAC by the January 28
City Council meeting, staff would recommend consideration of the following alternatives
by those councilmembers able to participate in the appointment process:
❑ Continue the appointments until such time as a formal determination from the
FPPC has been received by the City. Given the initiation of the CAC work effort
will not begin until late -May, this would allow sufficient time for the City to
receive the opinion of the FPPC and make any remaining appointments by early
April.
❑ Fill any vacant CAC position by a consensus appointment by the City Council of
the member from the Planning Commission representing Council District 1, the
council district not able to make a direct appointment.
❑ Fill any vacant CAC position by a consensus appointment by the City Council of
a member of the general public.
Proposed Responsibilities of CAC:
As recommended by staff the CAC will have the following responsibilities:
To provide recommendations to the Department of Development Services regarding
the content of the Boeing Specific Plan and other land use entitlement requests. The
recommendations of the Committee will be evaluated and considered by the
Department of Development Services in the preparation of its Staff Reports and
recommendations regarding the land use entitlement applications to both the
Planning Commission and City Council. The Staff Reports of the Department of
Development Services shall specifically include a presentation of the CAC
recommendations, an evaluation regarding each CAC recommendation, and
incorporation of CAC recommendations as determined appropriate based on the
evaluations; and
Use its best efforts to conduct three public input meetings during the 45 -day public
review and comment period on the Dmft Environmental Impact Report regarding
the Boeing Specific Plan. Said public input meetings shall address the following
issues:
❑ Boeing Site History; Space & Communications Operations; Project
Background and Constraints (Operations, Physical, Environmental);
❑ Specific Plan Proposed Land Uses and Development Standards; Land Use
Alternatives, Land Use Impacts, Proposed Conditions of Approval;

❑ Benefits/Impacts of Project to the City, Adjoining Community, Boeing Space
and Communications, and other Stakeholders; and Fiscal Issues.
To conduct one meeting within ten days after the close of the public comment
period on the Draft Environmental Impact Report regarding the Boeing Specific
Plan to provide recommendations to the Department of Development Services
regarding the content of the Boeing Specific Plan and other land use entitlement
requests.
The term of the Ad Hoc Boeing Specific Plan Advisory Committee shall expire upon the
eleventh day after the close of the public comment period on the Draft Environmental
Impact Report regarding the Boeing Specific Plan.
Additional Public Information/Input Opportunities:
Boeing has indicated a concern as to the clear definition of the scope of responsibility of
the CAC and the time frame for the completion of the CAC recommendations. Staff
believes the above scope of work and schedule is appropriate, and addresses the concerns
of Boeing, given the concerns of staff in incorporating the CAC process into the overall
established plan review process of the City, which includes the following meetings:
• Public meetings by the EQCB to receive comments on the DEIR during the 45-
day public comment period;
• Public meeting by the EQCB to consider the FEIR, including responses to
comments, and a recommendation to the City Council regarding the adequacy of
the FEIR.
• Public hearings by the Planning Commission regarding the project entitlement
requests, and recommendations to the City Council regarding the project
entitlement requests to approve, deny, or approve with modifications
• Public hearings by the City Council regarding the FOR and project entitlement
requests. Determination of adequacy and certification of FOR and final
determinations to approve, deny, or approve with modifications the project
entitlement requests.
FISCAL IMPACT: No direct costs to the City; all meeting and staff support
costs are reimbursed by the project applicant.
RECOMMENDATION:
Adopt Resolution No. ' "A Resolution of the City Council of the City of Seal
Beach, California, Creating an Ad Hoc Citizens Advisory Committee regarding the
Boeing Specific Plan" and appoint members.

Recommendation: Approve contract for Building Inspection and Plan Check services
with Charles Abbott Associates, Inc. and authorize the City Manager to execute the
contract.
PROPOSAL TO PREPARE ENVIRONMENTAL IMPACT REPORT — BOEING
PROPERTY, SEAL BEACH
Recommendation: Receive and File Staff Report. The Director of Development
Services will execute a "Notice to Proceed" to RBF Consulting for preparation of an
Environmental Impact Report, subject to the scope of work, project schedule, and budget
set forth in the "Proposal to Prepare an Environmental Impact Report for the Boeing
Headquarters Site, City of Seal Beach", prepared by RBF Consulting, dated January 17,
2002.
