MARINA DRIVE REGIONAL TRAIL PROJECT NO.
50014
SUMMARY OF REQUEST:
The purposed City Council action will approve the plans and specifications, and
authorize Staff to initiate the bidding process so that a contract may be awarded for the
construction of a regional trail along Marina Drive from First Street to Electric Avenue.
BACKGROUND:
The City competed for and won federal funding for a regional trail in Seal Beach. In
addition, the City received matching funds from the California State Department of Parks
and Recreation, Orange County Transportation Measure M, and Orange County. The City
has submitted authorization to proceed to Caltrans for advertising and construction.
However, the City must receive the "Authorization to Proceed" from Caltrans prior to
bidding the project. W.G. Zimmerman Engineering has completed plans and
specifications.
Marina Drive Regional Trail is the second segment of the Seal Beach Regional Trail
system. This segment will provide connectivity from Seal Beach Boulevard to the San
Gabriel River Trail. The project converts the existing four-lane roadway into two lanes,
matching the proposed cross section at the Marina Drive Bridge and provides a 12-foot
meandering trail along the northerly side of Marina Drive. Unlike the phase 1 segment
on Seal Beach Boulevard, the roadway will be 48-feet wide compared to 44-feet wide
and will accommodate a on-street class 2 bike lane in addition to the off street trail per
the attached exhibit.
A public presentation was made at the September 10, 2001 City Council Meeting and the
following items were received and approved by the City Council.
• The project is funded through TEA-21 with matching funds from California State
Parks and Recreation Department, Orange County, Measure M, and the City.

• The project will construct, along the northerly side of Marina Drive, new curb and
gutter, asphalt concrete paving, a traffic circle at 5th and Marina, a 12 foot
meandering trail, landscaping, and lighting.
• The project includes removing the Marina Park Sewer Lift Station and
constructing a gravity sewer, and modifying the existing 4th Street and 4th Street
Alley sewer lines at Marina Drive to extend and tie into the new gravity sewer
line in Marina Drive.
• The project cost including the traffic circle at 5th Street and Marina Drive, the
sewer improvements, and the Central Avenue reconstruction is estimated at
$787,174.
• The existing trees at 5th Street and Marina Drive (Bay City Center) at the
northeast corner will be protected. However, some trees will need to be removed
on the north west corner to accommodate the trail.
In addition, a community information meeting was held on February 5, 2002 to further
inform the public. Staff is working with the Tree Committee, Community members and
local businesses to implement additional trees and landscaping for the Traffic Circle and
the trail. Currently, approximately, less than $5,000 is remaining in the tree planting
budget.
Upon the successful bidding process and award of a contract, the project should be
completed by the end of June. The final phase of the trail, PCH, is currently under
environmental review by Caltrans and other state agencies. The design and
environmental review is expected to continue through the end of the calendar year.
FISCAL IMPACT:
Funds are currently available within the City's Capital Improvement program budget to
construct these improvements under project numbers 50014 for $2,043,000 for all three
segments. The City's contribution is $160,000 for the three segments of Seal Beach
Regional Trail. TEA 21 provides $843,000, State Parks and Recreation provides
$640,000, Orange County provides $110,000. Measure M provides $200,000 and CDBG
provides $250,000. The Finance department will invoice Caltrans, California State Parks
and Recreation Department, OCTA, and Orange County as the project progresses to
receive the funding. Improvement to the sewer will be from the Capital Improvement
Program Sewer Fund.
It is important that the Marina Drive Regional Trail is constructed by the end of the fiscal
year (June 30, 2002). Since the Public Works Department has already received approval
from the Federal Highway Administration (FHWA) for the council directed concept, no
changes can be made without jeopardizing the funding. Failure to construct this project
would forfeit the federal money back to the OCTA for redistribution due to the"Use It Or
Lose It" provisions of AB 1012. If the Marina Drive phase of the project is not built, the
City will be required to repay $650,000 of funds spent on the first segment, Seal Beach
Boulevard and a budget amendment would be required from undesignated fund reserve.

RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications and
authorize staff to initiate the public contract bidding process once the Caltrans
"Authorization to Proceed"has been received.
