SUMMARY OF REOUEST:
Approve contract for Building Inspection and Plan Check services with Charles Abbott
Associates, Inc. and authorize the City Manager to execute the contract.
BACKGROUND:
This matter was considered by the City Council on January 28 and continued to this meeting for
fiuther consideration. Several questions were raised and staff will attempt to address those
questions:
Why is the City considering contracting the Building Department services?
❑ Staff Response:
❑ The Building Inspector and Permit Technician within the Building Department have
retired. There are no City employees currently providing these services.
❑ The City is desirous of providing those services through a contractual arrangement
that will provide greater flexibility in responding to future building and engineering
work loads anticipated over the next three to five years.
• The Senior Building Inspector will remain a City position.
• Contracting services will allow the City to expand or contract its inspection and plan
check services based on future building permit requests. Retaining two, full -time city
employees as building inspectors does not provide that flexibility. The Bixby Old
Ranch development in almost complete, the Hellman Ranch residential development
is anticipated to begin construction in spring 2002, the Rossmoor redevelopment is
anticipated to begin in early summer -2002, with future development on the Boeing
property anticipated in late -2002 or early 2003.

❑ Upon completion of these projects, the only major undeveloped property within the
City is the DWP property. It is felt that when these major projects have been
completed that the demand for 2 full -time building inspectors may not exist.
❑ Contracting for these services allows the City to provide complete coverage during
vacations, extended illness etc. Hiring city personnel does not provide that full -time
coverage. In the past, the City has hired contract staff at additional cost to provide
coverage during vacation and extended illness times.
❑ The contracting firm is responsible for basic on -going training for their personnel.
The City budget for training has been severely limited for many years, and training
has not been as sufficient as desired.
❑ If the City is unhappy with certain contract personnel, the Contractor has agreed that
the City can request new personnel to be provided within 30 days (the agreement has
been modified to so stipulate). If the City hires full -time personnel and is not
satisfied with job performance, a formal disciplinary process most be adhered to,
which can be very time - consuming and disruptive to departmental functions.
What the benefits of contracting for services?
❑ Staff Response: As indicated in the January 28, 2002 City Council Staff Report, the
recommended contract would provide the following benefits to the City:
❑ Provide greater flexibility in responding to future building and engineering work
loads anticipated over the next three to five years.
❑ Replacing with full -time city personnel would involve additional salary and benefit
costs to the City, as the current salary levels for the subject positions we
approximately 4% below the County median salary range for similar positions. In
order to hire qualified personnel, the City would need to increase the salary levels for
these positions.
❑ Provide a Permit Technician that is able to respond to basic building and engineering
questions, and issue certain types of administrative permits over the counter without
supervision of either the Senior Building Inspector, the Director of Development
Services or the Assistant City Engineer. This individual would replace the existing
Building Department Permit Technician and be responsible for those Building
Department functions along with providing services at the direction of the Assistant
City Engineer. This will allow other Planning and Engineering personnel additional
time to respond to other issues within the community.
❑ Provide an individual dedicated to code compliance services related to building,
planning and engineering matters on a 20 -hour per week schedule. Currently the City
has no dedicated code compliance personnel.
❑ The Assistant Planner currently provides code compliance services and it is the
desire of the City to transfer those functions to the Building Department, and
allow the Assistant Planner to focus on planning matters.
❑ The proposed code compliance officer to be provided by Charles Abbott
Associates is also a certified building inspector, allowing additional inspection
capability if necessary.
❑ If it were possible to hire a part-time code compliance officer for the City, the
salary costs alone would be in the $26,000 — 30,000 range. In addition, the City

would need to provide a vehicle, cell phone and other staff support supplies and
training.
CAA will provide, at no additional cost, the hardware and software for a
computerized permit issuance and tracking system which will be fully integrated with
the City Public Works permit tracking system.
❑ The on -line permit tracking and web page information to be provided at no charge
to the City by Charles Abbott Associates either could not be provided by the other
responding firms, or could be provided at a substantial additional cost to the City -
between $6,500 and $30,000 one time fee and between $500 and $2,850 per
month maintenance and support fees.
In addition, all CAA personnel will be provided cell phones, vehicles, code books,
reference materials, and any additional work - related items at no cost to the City. The
provision of these items by CAA will result in additional substantial cost savings to
the City beyond the salary savings realized by not rehiring full -time city personnel.
The City will realize additional cost savings by reducing the number of City vehicles,
computer workstations, cell phones and other office supplies.
Contracting for these services will deprive the community of
knowledgeable staff that are interested in and care for the community.
❑ Staff Response: The City has already lost the experience and knowledge of the
building inspector and permit technician that have retired. The Director of Development
Services and the Senior Building Inspector are responsible to hire, train and supervise
new personnel, whether city or contract employees, that will work well within the
community and consider their primary job duty as customer satisfaction.
❑ It was an unusual circumstance when both building inspectors resided within the
community, and the community did benefit from that situation. However, under
either city or contract employment, there is no guarantee that future individuals filling
the job positions will be residents of the City.
❑ Either city or contract personnel will be trained to provide the necessary services to
the customers and citizens of the community in an efficient, responsive, and
respectful manner.
❑ It is the responsibility of the Director of Development Services to ultimately hire,
oversee training, monitor and evaluate job performance, and provide direction — in
conjunction with the Senior Building Inspector — of new employees.
❑ Charles Abbott Associate employees have been providing full -time contract building
services for up to 17 years in communities within southern California If those
communities did not feel they were receiving a quality service that satisfied their
residents, those long -term relationships would not exist. Provided below is a
summary of those contract relationships (Please refer to Attachment 4 for additional
information regarding the technical expertise of Charles Abbott Associates):
❑ Palos Verdes Estates — 17 years
• Rancho Palos Verdes — 17 years
• Moorpark — 14 years
• Twentynine Palms — 10 years
• Yucca Valley — 10 years

❑ Yucaipa — 9 years
❑ Camarillo — 8 years
❑ Apple Valley— 8 years

The City has special or unique code provisions that other cities do not have
and it requires special training to deal with those code provisions.
❑ Staff Response: The City has specific zonine code provisions that are specifically
designed to respond to unusual land development patterns within the community. The
Building Department does not interpret the Zoning Code; that is done by the Planning
Department. The building inspectors enforce the uniform building, plumbing,
mechanical, electrical and fire codes. These codes are adopted on a state -wide basis the
State of California and then amended for specific local conditions by all of the local city
governments. With the exception of about 2 -pages of specific amendments that relate to
Surfside, all of the other local code amendments are primarily related to the Fire
Authority and are generally applicable to all other cities in Orange County that contract
with the Fire Authority, and are not unusual in nature.
❑ Again, whether new building department personnel are city or contract employees, it
will be the responsibility of the Director of Development Services and the Senior
Building Inspector to provide the necessary training to ensure compliance with the
uniform construction codes and the local city amendments.
What happens when the City determines to change contract providers?
❑ Staff Response: The recommended agreement term is two years, which can be
renewed for additional two year periods unless otherwise cancelled by either party. Prior
to the expiration of the recommended agreement staff would initiate a new RFP process,
including the preparation of a new RFP, distribution to appropriate firms, interviews and
follow -up reference checks, and preparation of a recommendation to the City Council.
At that time, staff would evaluate the anticipated building department work load and
recommend to extend the contract, contract with a different provider, or hire full -time
city staff to provide the necessary job functions.
❑ Again, whether new building department personnel are city or contract employees, it
will be the responsibility of the Director of Development Services and the Senior
Building Inspector to provide the necessary training to ensure compliance with the
uniform construction codes and the local city amendments.
❑ Hiring full -time city personnel has no guarantee as to how long those persons will
remain with the City. If the city were to hire full -time personnel, it is possible that
these positions may need to be re -filled within the same time frame.
❑ Having a short contract period helps ensure the contractor provides a quality service
to the community if they would desire to have a long -tern contractual relationship
with the City.
❑ The period of time to hire contract personnel is significantly shorter than hiring city
personnel. The City can hire contract personnel within a 60 -90 day time frame. To
hire full -time City employees requires between 90 -120 days, and during that time of

advertising the position, receiving job applications, screening job applicants,
conducting background checks, and having the new employee on board, the City
would be contracting with a firm to provide the necessary job positions.
Why has this issue not been discussed by the City Council prior to coming
as a formal action item?
❑ Staff Response: Staff has informed City Council since October 11, 2001 that
consideration of contract services was an ongoing process and provided updates
regarding those considerations as indicated below:
❑ The City Council was informed on October 11 that in addition to the retirement of
Chuck Goetz, that Judy LaBriola was also retiring, and that based on these
retirements staff is investigating the possibility of contract building department
services, with Chuck Feenstra remaining as a City employee.
❑ On November 7, 2001 the Department of Development Services released a "Request
For Proposals - Building Plan Check And Inspection Services" ( "RFP ").
❑ On November 8 and November 29 the City Council was informed that staff had
distributed a "Request for Proposal" for contract building department services as an
option to re- hiring full -time permanent employees, as there may be cost savings and
management flexibility provided by contracting these services. Proposals are due to
the City on December 3, and a recommendation is scheduled before the City Council
on January 14, 2001.
❑ On January 3, 2002 the City Council was informed that interviews were conducted on
December 13, 2001 and second round interviews with the final two firms under
consideration would be held on January 7, 2002 and a recommendation scheduled
before the City Council on January 14, 2002.
❑ On January 17, 2002 the City Council was informed that consideration of a Building
Plan Check and Inspection Services Contract with Charles Abbott Associates would
be considered by the City Council on January 28. It was indicated that Mr. Feenstra
will provide day -to -day oversight management responsibilities and that the Charles
Abbott personnel were in City Hall becoming familiar with the department operations
and to set -up to be ready to provide services on January 29, 2002. The following
positions would be provided by the terms of the proposed contract:
❑ Building Official — on -call at an hourly rate;
❑ Building Inspector— full -time position;
❑ Permit Technician— full -time position; and a
❑ Code Compliance Officer— part-time position.
❑ Staff had received no indication between October 11, 2001 and January 28, 2002
from the City Council of major concems regarding the concept of contracting for
Building Department Services.
❑ Why hasn't the City Council seen all of the proposals?
❑ Staff Response: It has not been the policy of staff to provide all proposal to the City
Council when considering a contract for professional services. The interview panel

Works. It is the responsibility of the City Manager and the appropriate department heads
to provide recommendations to the City Council regarding entering into contracts. It was
the determination of the interview panel that Charles Abbott Associates was the most
qualified, provided greater staff flexibility, provided additional contract support
enhancements, and was the most cost effective for the following reasons:
❑ The other responding firms did not propose to provide the full range of services
requested in the RFP, could not provide personnel with the range of job capabilities
proposed by Charles Abbott Associates, or did not provide the full range of employee
support services within similar cost parameters as proposed by Charles Abbott
Associates (i.e., vehicles, computers, cell phones, on -line permit and tracking
systems). The provision of these items by CAA will result in additional substantial
cost savings to the City beyond the salary savings realized by not rehiring full -time
city personnel. The City will realize additional cost savings by reducing the number
of City vehicles, computer workstations, cell phones and other office supplies.
❑ Permit Technician has ability to also perforce minor project plan check services,
reducing plan check times during periods of slow counter activity. May also be a
certified Building Inspector to provide inspection services if necessary.
• Building Inspector is also a certified Combination Building Inspector.
• Code compliance officer is also a certified building inspector, allowing additional
inspection capability if necessary.
❑ The on -line permit tracking and web page information to be provided at no charge to
the City by Charles Abbott Associates either could not be provided by the other
responding firms, or could be provided at a substantial additional cost to the City -
between $6,500 and $30,000 one time fee and between $500 and $2,850 per month
maintenance and support fees.
"Staff Summary Forms" prepared for use by the interview panel in conducting the
interview are provided as Attachment 5 for the information of the City Council. These
forms provide a general summary of the staff personnel proposed by each firm, the
proposed compensation schedule, items included within the cost proposal, plan check
times, current contracts, previous contracts, and references. Major differences, as
identified in the "Staff Summary Forms" are:
• Charles Abbott Associates had lowest compensation schedule: 60% of first $40,000;
versus 70% of first $40,000 from Berryman & Henigar. Charles Abbott Associates
rates less than Berryman & Henigar for amounts over $40,000. Other firms had
varying percentage of plan check fees, and hourly rates for building inspector and
permit technician positions.
• Firms other than Charles Abbott Associates and Berryman & Henigar could not
provide all requested positions, or had personnel not as well qualified.
• Forms other than Charles Abbott Associates and Berryman & Henigar did not
propose to provide employee vehicles, cell phones, computers, or plan tracking
software.
The complete proposals are available for review by the City Council at the Department of
Development Services.

FISCAL IMPACT:
Costs of the contractual services are offset by the collection of Building Permit issuance fees and
Building Plan Check fees. The contractor will retain 65% of the first $40,000 in monthly
building permit and plan check fees, 50% of monthly amounts over $40,000 up to an annual
aggregate of permit fees of $400,000, 40% of monthly amounts over $40,000 after permit fees
exceed an annual aggregate of $400,000, and 35% of monthly amounts over $40,000 after permit
fees exceed an annual aggregate of $700,000. City will retain all other fees.
For examples of how the fee structure is utilized, refer to pages 29 and 31 of the January 28 City
Council Staff Report, which indicate how the fees would have been applied to the monthly
revenues during fiscal years 1999 -2000 and 2000 -2001.
RECOMMENDATION:
Approve contract for Building Inspection and Plan Check services with Charles Abbott
Associates, Inc. and authorize the City Manager to execute the contract.

Dear Mr. Whittenberg:
Charles Abbott Associates, Inc. (CAA) is pleased to submit this proposal to provide contract building
inspection, plan review and code compliance services for the City of Seal Beach. Our mission
statement and operating philosophy are based on providing high quality service.
CAA is exceptionally well qualified to serve the citizens of Seal Beach. We have the experience,
organization, location, and size to assure success in delivering the highest quality building plan check
and inspection services. CAA delivers these services with the best mm -around times in the industry
without sacrificing quality, as validated by the highest ISO insurance ratings in the country. Because
of our broad -based experience, we fully understand the technical, cultural, and political nature of the
services to be performed.
CAA is a 98- person firm founded in 1984. We are currently providing onsite staff to more than 16
local agencies in California and Nevada. We have offices located throughout our service region with
the nearest one to Seal Beach being our regional office in Laguna Niguel. Services provided to local
agencies include the following:

The following promises demonstrate why CAA is the best qualified service provider
Service Above and Beyond. CAA employees believe that just doing a °good" job is not always
enough for our clients. Our aim is to excel. This means that we do not function simply by the
language of our contract with the City, but that we constantly look out for the general good of the City,
local neighborhoods, and citizens.
As an example, the State Vehicle Code's definition of a residential district adversely impacted the
Town of Apple Valley. Disregarding the notion that nothing could be done to change State law, CAA
provided language and spearheaded a lobbying effort to get the law changed. Due to our efforts,
Apple Valley is specifically referenced in the Vehicle Code relating to a new definition of
"residential" district. As a result, the community is finally able to post reasonable speed limits in their
neighborhoods.
Project Staff. CAA's organizational culture empowers our project managers to act on the client's
behalf immediately, without interference from a larger organizational structure. Empowering our
project managers allows us to provide clients with the individual attention that only a small
organization can deliver. At the same time, we maintain the advantages of a larger organization
because we have the variety and quantity of expertise needed when any situation requires special
attention.
You will be introduced to our nominated Project Manager and we will not make project assignments
unless you approve of the individual.
Emergency Response. CAA has hands -on experience in responding to emergency situations and
natural disasters. Yucca Valley's leaders lauded CAA for our quick response and handling of the
1992 Landers earthquake and CAA was quick to respond when the October 1999 Hector earthquake
shuck the City of Twentynine Palms.
CAA has developed emergency preparedness plans for our clients. With our first -hand experience,
we guarantee Seal Beach' emergency preparedness plans will be tailored to the unique environment
and needs of the City's residents.
Innovations in Service Delivery. CAA continuously strives for innovations to improve public
services. Entering the 21" century, the role and character of government are changing. Government
must be more accessible to the citizens, more convenient, timelier in responses, more cost effective,
and performance oriented. Accountability in government has never been higher than it is today.

CAA's philosophy is unique in a sense. We believe in using modem technology to deliver good old -
fashioned service. In concert with the City leaders and staff; we will help implement technology to
enable Seal Beach to meet the service demands today and for the future. Key technology applications
that we are proposing for Seal Beach include the following:
Automated Permit Processing. The development and implementation of a computerized
permit system has significantly improved services to citizens. CAA will provide our permit
tracking system to the City free of charge. CAA's system will generate and fax reports every
night to City staff and elected officials showing the permits applied for that day. CAA's
permit tracking system is currently being used in seven cities.
Internet -based Permit Application. For those building permits that do not require the
submittal of plans, we have developed an Intemet -based building pennit application form.
We were among the first in the country to implement this service and CAA has received
inquiries about the system from all across the nation.
City Website. CAA will also develop comprehensive web pages for the City, including
online fors for public works encroachment, building applications, building pennits, and
customer service requests.
We want to be your partner in delivering exceptional public service and promoting Seal Beach. We
pledge the full resources and backing of our firm to assure that the City of Seal Beach delivers
exceptional public service at the highest quality with cost effectiveness.
As requested in your RFP, please consider our proposal to be valid for a period of 120 days.
Additionally, we propose no exceptions to the RFP. However, we do propose enhancements to the
services and resources requested.

SECTION 3: QUALIFICATIONS OF STAFF
This section of our proposal includes the qualifications of staff assigned to work on the services
that CAA proposes for Seal Beach.
As part of our services, we assure the following to the City:
❑ Initial staff assignments and changes to key positions will not be made after your review and
approval.
❑ Should we wish to make any permanent staffing changes, we will discuss those proposed
changes with the City at least 30 days in advance.
❑ If the City of Seal Beach requests staffing changes, we will make them in a timely manner.
It is important that the individuals assigned to the City possess the following key skills:
❑ Technical knowledge to perform the duties;
❑ Certificationlregistration in necessary disciplines to demonstrate their technical knowledge;
❑ Keeping current with technology through ongoing training;
❑ Ability to communicate effectively with the public;
❑ Ability to transmit the technical knowledge to help individuals and businesses to comply
with related regulations; and

CAA has assembled a project team with these skills and is extremely qualified to serve the City.

and is aware of the issues associated in delivering these types of services in the community.

PRINCIPAL IN CHARGE
Ronald Hamilton, Principal -in- Charge
Mr. Hamilton has over 28 years of experience in the public sector. His work experience covers
the expanse of the public sector from the city and local levels to the county, state, and federal
levels. His managerial expertise covers city department director's positions to county engineer's
positions. His broad experience and expertise in these areas bring an understanding of unique
problems and the ability to find solutions to meet the particular needs of the City. Mr. Hamilton
will be readily available to City Management. He will have direct involvement in this project to
monitor the timeliness and quality of services being delivered and will be a resource to technical
support as may be needed on the project. He will meet periodically with the City Manager and
City Council as a part of his evaluation process.
Mr. Hamilton has experience working in cities with demonstrated experience in functional areas
such as:

Buster Scholl, CBO, Project Manager /Senior Building OfticinUPlan Checker
Mr. Scholl brings over 25 years of building and safety experience to this project, including 10
Years as a Building Official. He was the Building Official in the Town of Apple Valley when it
transitioned from County to Town services. After serving in Apple Valley for five years, he
transitioned services from the previous consultant to CAA in the City of Mission Viejo where he
has served as the City's Building Official since 1995. Mr. Scholl received his Bachelor of
Science Degree from the University of Redlands in Business and Management where he is a
member of the University's Leadership Society. In addition to his management and
organizational skills, he is a C.A.B.O. Certified Building Official, and an I.C.B.O. Certified Plans
Examiner, Building Inspector, Combination Inspector, and Accessibility Inspector.
Mr. Scholl has experience working in cities and counties with demonstrated experience in
functional areas such as:
• Supervising all aspects of Building and Safety plan review, inspection, and administration;
• Implementing plan check, inspection, and code enforcement procedures in several
communities to assure compliance with City and County policies;
• Developing reporting, monitoring, and performance procedures.
• Developing earthquake preparedness procedures and directing post earthquake inspection
and control;
• Establishing operations to assure quality and cost effective services;
• Working effectively with residents, City staff, and City Councils;
• Coordinating activities with other agencies and departments;

Juliet DeMoss, RCE, Structural Engineer /Certified Plans Examiner
Mrs. DeMoss has over 11 years of structural plan check experience. She is a California
Registered Civil Engineer who has a Masters Degree in Structural Engineering from the
University of Southern California. She is also an I.C.B.O. Certified Plans Examiner and a
C.A.B.O. Certified Building Official. Juliet manages CAA's structural plan review services.
Darik Doggett, CBO, Combination Building Inspector /Plan Checker
Mr. Doggett brings over 16 years of construction experience to this project. He will perform the
duties of Combination Building Inspector. He is an experienced senior building inspector and a
certified building official capable of filling the role of Building Official if necessary. He will be
available to inspect all construction for City adopted and State mandated codes and ordinances.
Mr. Doggett is C.A.B.O. Certified as a Building Official; I.C.B.O. certified as a Building
Inspector, Mechanical Inspector, and Electrical Inspector; and I.C.C. Certified as a Combination
Dwelling Inspector. Mr. Doggett is typical of all CAA inspectors; he attends code update and
continuing education seminars to keep abreast with current methods and materials of construction.
All CAA inspectors meet or exceed AB 717 requirements for certification and continuing
education.
Tim Whelan: Building Permit Technician/Plan Checker
Mr. Whelan has a over 6 years of construction industry experience including five years in the
private sector and over one year of municipal experience issuing building permits and performing
over -the- counter plan checks for the simpler types of projects. He is typical of all CAA permit
technicians. For example, CAA permit technicians have excellent inter - personal skills and are
cross - trained to perform simple over - the - counter plan checks. His experience includes all duties
performed by a permit technician including, but not limited to:
• Answering questions over the phone, at the public counter, and over the Internet;
• Calculating and reporting fees;
• Taking in, routing, and tracking plans;
• Issuing pemrits; and
• Checking simple plans.

Mr. Smrgill has over 10 years of municipal experience as a code compliance officer, building
inspector, and as a housing rehabilitation specialist. He possesses excellent interpersonal skills

SECTION 4: SCOPE OF BUILDING PLAN
CHECK AND INSPECTION SERVICES
This section of our proposal describes how CAA will organize, transition, and operate Building
Plan Check and Inspection Services for the City' of Seal Beach. CAA's response to the City's
scope of services is designed to assure the City of high- quality and responsive services. Our
approach provides for flexibility to tailor the level of service being provided to meet Seal
Beach's specific needs.
The following narrative describes the scope of services that CAA proposes to provide to the City
of Seal Beach.
BUILDING PLAN CHECK AND INSPECTION SERVICES
CAA will provide a Building Official to supervise and administer all
Building Plan Check and Inspection functions in the City. We
believe it is very important that our staff be recognized as part of the
"City" staff Slid not as an outside contractor. We take extra effort to
be part of the City team, to effectively serve the City of Seal Beach
and its residents. Since CAA has worked in coastal communities
with the steepest of hillside developments and with the poorest soil
conditions in Southern California, we are uniquely qualified to
provide these very important services.
We also realize that our staff is often the only contact that City
residents have with their local government. We train all of our staff
in interpersonal skills and require that they provide the highest
quality of professionalism. Additionally, each employee is fully
credentialed and meets or exceeds the certification and continuing
education requirements of AB 717.

CAA will provide an experienced, certified Building Official who will maintain office hours at
the City on an as- needed basis. The Building Official will be available within two hours notice
for meetings at City Hall or other locations as directed by the Director of Development Services.
CAA will also provide an experienced, certified Combination Building Inspector who will be in
the City daily conducting inspections, checking plans and performing other duties as required by
the workload. This CAA Building Inspector is also a Certified Building Official, so he possesses
the credentials and experience to perform any duty in a Building and Safety Division. In
addition, CAA will provide an experienced Permit Technician who is also capable of conducting
over - the - counter plan check on minor projects. An experienced, certified Code Enforcement
Officer will be provided on a part-time basis as deemed necessary by the City.
All plan review including structural, building, plumbing, mechanical, electrical, energy, and
disabled access will be performed by CAA staff who are certified and/or registered in each
appropriate category. All plans prepared by a registered professional will be reviewed by a
CAA registered professional in compliance with the Board of Registered Professionals and
Land Surveyors (BORPLS) opinion.
In the interest of providing a concise, complete response to the technical aspects in the "Scope of
Work" we are not restating each item listed. CAA will provide all the services and
qualifications specified in the RFP under Section II "Scope of Work" including, but not
limited to all services and resources necessary to provide a full service Building and Safety
Division. In addition, we will provide the following enhancements under each of the
following RFP categories:
(A) Building Official
9. Ensure same day inspection for all inspection requests received before 6:00 a.m.
on the day of the inspection.
10. Ensure a maximum turn- around time for major plan checks of 10 working days,
or less, all other plan checks including all re- checks will be completed in five
working days, or less.
11. The Building Official will be available within two hours notice.
12. Experience: The Building Official has 29 years of experience administering and
enforcing the uniform codes, including II of years experience as a Building
Official and 6 years of experience as a Building Official in Orange County.

Building Official and by ICBO as a Certified Building Code Official.

(B) Building Inspector
18. Experience: The Building Inspector has over 16 years construction experience
including five years of building inspection experience in Coastal Communities.
19. Training: The Building Inspector, in addition to being a high school graduate
has taken courses in construction management at Cal State Long Beach and
Golden West College.
20. Certification: The Building Inspector is certified by ICBO in the following
categories: Combination, Building, Mechanical and Electrical. He is also
certified by CABO/ICC as a Building Official.
(C) Permit Technician
4. Check plans for minor projects over-the-counter.
9.. ,CAA will provide, at no additional cost, the hardware and software for a
computerized permit issuance and tracking system which will be fully integrated
with the City's Public Works permit system. Our permit technician is
experienced in issuing Building and Safety and Public Works permits with this
computerized system.
17. Experience: The Permit Technician has over six years of construction
experience including one year of experience as a Permit Technician.
18. Training: Specialized training in Building Inspection including ICBO
certification as a Building Inspector.
(D) Code Compliance Officer

DESCRIPTION OF THE CITY'S NEEDS AND CAA'S
APPROACH FOR MEETING THOSE NEEDS
This section of our proposal provides an overview of Seal Beach's needs and CAA's approach
and philosophy for meeting those needs.
CITY NEEDS
Seal Beach has generally had steady activity
during the past few years. The trend should
continue for the next five to ten years.
However, due to economic and other outside
influences, activity can be hard to predict.
Therefore, selecting CAA is a sound choice
since we not'only propose a highly qualified
and competent staff, but we have the ability to
provide all the necessary additional resources
that may be needed in the future.
As with any city, old or new, there is a unique
set of local issues, which must be dealt with in
the political and cultural environment that has
developed in the area. These issues can be
categorized into two broad areas:
❑ Development issues, and
❑ Operational issues.
Cities such as Seal Beach are faced with the challenges of responding to the development issues,
while continuing the operations which meet citizens' needs. This places extra stress on the City
if operations result in delays, confusion, and disorder with respect to development.

As the area that has become the City has grown and developed over the last 20 years, there is
infrastructure in place to support the growth. However, there are key development projects that
need to be started and/or completed. Sensitive issues such as 50% of the City being located in
the Coastal Zone, thus falling under the provisions of the City's Local Coastal Programs and the
Coastal Act, need to be addressed. CAA has mitigated Coastal issues in a number of cities we
serve. We understand the sensitive and important issues relative to ministerial versus
discretionary review of City projects.
Operationally, the City must have the capability to manage the build out of these projects,
maintain existing infrastructure, and guide, direct, and control other development.
Understanding Seal Beach's needs is an important first step in identifying the CAA plan for
developing and implementing services. The City's needs can be identified as follows:
A. Proper staffing support to meet workload demands;
B. Identification of City policies, ordinances and conditions to assure effective response to
the City Council and Administration;
C. Effective City counter services and rapid citizen response time;
D. Smooth transition to CAA services;
E. Proper identification and handling of current projects;
F. A reliable data management system for storage of files;
G. Accurate and timely record keeping to monitor costs and services;
H. City Council /Community interface; and
CAR'S APPROACH FOR MEETING SEAL BEACH'S NEEDS
CAA is prepared to immediately begin assisting the City in meeting its needs. The following
describes CAA's approach to each of the needs outlined above.

A. PROPER STAFFING TO MEET WORKLOAD DEMANDS
CAA's team is structured to allow flexibility in manpower and will match fluctuating workloads
and priorities with proper staff. Short -term fluctuations are leveled out through the use of
overtime from existing staff, and temporary use of other CAA personnel brought in for peak
periods. Long -term needs are met through the addition or deletion of trained staff, with City
approval, as well as finding more efficient ways to manage and do the work.
Staff is available onsite as required to meet the needs of the City. Because our staff is cross -
trained, almost every task can be done onsite.
B. IDENTIFICATION OF CITY POLICIES, ORDINANCES, AND CONDITIONS
The proposed CAA team for this project enters this engagement with many years of experience
on similar projects. However, we must also gain a good understanding of your local
requirements.
CAA staff will assemble and review all existing City policies, ordinances, and conditions
pertaining to our operations. From the review, we will document areas of
insufficient/incomplete /missing information. We will then develop a timetable for the
preparation of recommended policies, ordinances, and conditions. As we complete drafts of
these documents, we will present them to the City for review and approval. We will schedule
training sessions for the City Council and City departmental managers, as necessary, to assure
proper understanding of new policies, procedures, and conditions.
C. EFFECTIVE CITY COUNTER SERVICES AND RAPID
CITIZEN RESPONSE TIME
The public counter represents the "front line" where residents evaluate the City. The attitude,
philosophy, and experience dictate the effectiveness of the individuals serving the City.
The CAA team is made up of qualified staff, familiar with planning/zoning, building and safety,
public works, engineering, construction, maintenance, and landscape services. We see our role
as advisors and facilitators to offer assistance, but always in a manner consistent with City
regulations and codes. It is our goal to provide services that allow determinations to be made by
the City with a minimal amount of delay.

Continuity, local sensitivity, and an understanding of technical aspects of the services are critical
counter operations. To assure this, select staff members will begin familiarizing themselves with
your specific requirements, codes, and ordinances immediately upon your decision to select the
CAA team to provide these vital services. This coordination of activities will help our staff gain
an understanding of local needs at no cost to the City until the contract is signed.
Procedures, general policies, and operating criteria for counter services will be developed as
soon as we are selected for common understanding and implementation by staff. All procedures
will be presented to City management for review and approval prior to implementation.
D. SMOOTH TRANSITION TO CAA SERVICES
The transition to CAA services will be smooth, timely, and unnoticed by the public. We will
review City forms, procedures, and policies immediately and will recommend any efficiencies to
the City. Any action will be closely coordinated with the Development Services Director.
Our role is to effectively work with City staff, provide optimum services to the public, and to
generate a cost benefit to Seal Beach. CAA has a proven track record with other clients and we
can achieve similar results for your City.
The following is an outline of the key tasks that generally need to be completed as part of
transitioning to CAA services. If selected, CAA will prepare a detail of tasks, along with a
timetable for completion and tracking of progress.
1. Document services and tasks to be transitioned along with responsibilities for the
parties involved.
2. Assure a complete understanding of each item to be transitioned along with current
status and anticipated workload.
3. Identify how past and existing permits and plan checks will be handled and related

We will meet with your current City staff and the existing consultant to identify and coordinate

projects, plans, applications, or permits will be at various levels of completion by the current
service provider.
Each functional area will require:

F. A RELIABLE DATA MANAGEMENT SYSTEM FOR STORAGE OF

One of the challenges of managing a municipal government is maintenance and storage of files.
There will be reports, forms, plans, and other non - standard sizes of files that the City will need to
store and manage. The records will come from the existing consultant's files, City files, and
perhaps files from other private entities, who have been doing business with the City.

members prepare, check, monitor, and assume quality control for all procedures ranging from fee
calculations to consulting cost expenditure requests.
We will guarantee timely submittal of required Federal, State, and City reports. Our team is
particularly qualified and trained to optimize use of outside agency funds where possible.
In order to accomplish the results you are seeking, we realize how important it is that we
demonstrate CAA's understanding of Seal Beach's unique needs. As we develop and deliver
these services, we believe it is important to:

Since many of the projects we will be working on involve the different functional areas, costs
and revenues, these efforts can easily be included with CAA's computerized data for your use.
We use computerized techniques to have project cost data readily available.
CAA will provide a variety of reports to City managers and Council Members. You can select
those reports you feel are most beneficial.
H. CITY COUNCIL /COMMUNITY INTERFACE
CAA staff members attend upwards of 10 City Council meetings per week. We see smooth

tasks run smoothly, while the opposite is true if poor staff work is presented.
Our role is to provide accurate, to the point communications to Council and managers; to
cooperate with citizen inquiries; and meet our commitments for service delivery. We do our role
from day one. We are always ready to share our ideas, formally or informally, as to ways to
establish/strengthen the interface.
CAA METHODOLOGY
CAA has successfully managed municipal transitions from:
❑ County providers to in -house contract services,
❑ City staff to in -house contract services, and
❑ Other consulting firms to CAA services.
We can assist Seal Beach in transitioning from the current situation because we have done it
before and we we assigning our most experienced staff. The methodology we propose to use is
as follows:
Step 1: CAA receives notification from the City that we are selected to provide services.
Step 2: CAA schedules and conducts meetings with the existing City and consulting staff
responsible for performing work in Seal Beach. The objectives of these meetings are

activities, checking monitoring, and close out of each active project.
Step 9: CAA staff begins routine operations in each service area.

SECTION 6: COMPENSATION SCHEDULE AND
HouRLY BATE TABLE
CAA's fee proposal for Building Plan Check and Inspection includes all CAA labor, overhead,
reimbursable expenses, and out -of- pocket expenses. CAA will also supply vehicles and the
computers needed to perform these functions. Our proposal anticipates that the City will provide
the office space, furniture, telephones, fax machine, copier, file cabinets, postage, forms,
applications, and other office stationary. It is our understanding that the City is providing one
Senior Inspector in the first scenario.
BUILDING PLAN CHECK AND INSPECTION - OPTION 41
This following fee schedule would apply if CAA provides a full -time Building Inspector and
full -time Permit Technician, and a part-time Building Official and part-time Code
Compliance Officer. CAA would also provide complete plan check services. If the
workload increases, adjustments in staff can be made.
The Ciry must collect a minimum of $300,000 per year in building fees. If less than the
minimum amount is collected, the percentage of fees or staff would be adjusted per
negotiation.
These fees were based on the information CAA had available. More savings may be possible
when a further analysis of the City's needs can be completed.

CAA has the breadth of technical expertise
and depth of resources to provide the City
with first - quality, responsive Building and
Safety services. We provide a wide range of
services and service .levels to public
agencies. We realize that the City is unique
and that your particular demand for services
must be met. CAA commits to assisting you
in meeting that demand.
Since 1984, CAA has met the various
demands of providing full service and "on
call' support. We keep a core staff level on
hand to meet the variable workload demands
of our clients, while maintaining efficiency
in our operations. Because we have
numerous clients, and several larger
projects, we can make highly qualified,
certified, and registered staff members
available to the City.
For example, such projects as Mission
Viejo, Aliso Viejo, Dana Point, Rancho
Palos Verdes, Palos Verdes Estates, and
Camarillo have varying workload demands.

and special blast resistant structural
designs.
The company manufactures explosive
devices used to operate automotive air
bags. The campus includes 9 bunker -
like structures for storage of explosives
and an assembly building with 18" thick
steel reinforced floors, walls, and
ceiling for blast containment.
In addition to plan check, CAA did both building
and public works inspections for the site.
The project was funded with state business
incentive monies and as such, was very high profile
with extremely tight schedules. CAA made sure the
project was successfully completed.
