RESOLUTION NO. 4~~
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SEAL BEACH, CALIFORNIA,
APPROVING GENERAL PLAN AMENDMENT 96-
IB, AMENDING TABLE 16 OF THE HOUSING
ELEMENT TO REPRESENT THE INCREASE OF
APPROXIMATELY 14,8 ACRES OF "MAIN
STREET SPECIFIC PLAN ZONE" LAND AND A
DECREASE OF APPROXIMATELY 14.8 ACRES OF
"SERVICE COMMERCIAL", "GENERAL
COMMERCIAL" AND "PUBLIC LAND USE" LAND
WITHIN THE CITY
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
Section 1. City staff has received direction from the City Council, pursuant
to Section 28-2602 of the Code of the City of Seal l)e<Itoh, to prepare this matter for the
appropriate public hearings, in accordance with the provisions of State law and local ordinances.
The purpose of the proposed General Plan Housing Element Amendment is to amend Table 16
of the Housing Element to represent the increase of approximately 14.8 Acres of "Main Street
Specific Plan Zone" land and a decrease of approximately 14.8 Acres of "Service Commercial" ,
"General Commercial" and "Public Land Use" land within the City to assure consistency
between the provisions of the Land Use Element and the Housing Element, as required by State
law.
Section 2. Pursuant to 14 Calif. Code of Regs. * 15025(a) and n II.C and
m of the City's Local CEQA Guidelines, staff prepared an Initial Study and a Negative
Declaration, which were circulated for public review and comment from January 30 to February
21, 1996, in compliance with the provisions of the California Environmental Quality Act and
the City's Local CEQA Guidelines. The Planning Commission has recommended adoption
Negative Declaration 96-1, through the approval of Resolution No. 96-10, which is incorporated
herein by reference. The City Council has adopted Negative Declaration 96-1 through the
approval of Resolution No. 96- _' which is incorporated herein by reference. Said Negative
Declaration represents the independent judgement of the City of Seal Beach.
Section 3. A duly noticed public hearing was held before the Planning
Commission on February 21, March 6, and March 20, 1996, to consider the various
applications, the Initial Study and the Negative Declaration. At the public hearing, the Planning
Commission received both oral and written testimony regarding the matters under consideration.
Section 4. The City Council conducted a duly noticed public hearing on June
24,1996, and received into evidence the Report of the Planning Commission, including the Staff
Reports dated February 21, March 6, March 20, April 3, and April 17, 1996, Planning
Commission Resolution's No. 96-10 through 96-16, and the Minutes of the Planning
Commission meetings of February 21, March 6, March 20, April 3, and April 17, 1996. In
addition, the City Council considered all written and oral evidence presented at the time of the
public hearing.
Section 5. The record of the hearing indicates the following:

(d) The Main Street Specific Plan area is located along both sides of
Main Street, between Pacific Coast Highway and Ocean Avenue, including Eisenhower Park and
the 8th and 10th Street public beach parking 101S. The subject area is irregular in shape, and
comprises approximately 14.8 net acres, and approximately 21 gross acres, including public
roadways and alleys.
(e) The subject area is the location of the historic commercial area of
Seal Beach and comprises primarily commercial uses along Main Street, with public recreation
uses provided at Eisenhower Park and the beach. Public uses along 8th Street which are I
included in the Main Street Specific Plan area include City Hall, Fire Station 44, and various
public parking 101S.
(I) The General Plan and the zoning map indicate the subjecl area to
be designated for and zoned for oService Commercial 0 , "General Commercial", and "Public
Land Use". The proposed provisions of the implementing actions for the Main Street Specific
Plan would change those designations for the subject areas to "Main Street Specific Plan Zone".

(h) The proposed General Plan Housing Elemenl Amendment 96-1B
entails a revision to Table 16, oSeal Beach Acreage by General Plan Land Use Designation" to
conform to the proposed redesignations of land use caregories for the "Main Street Specific
Plan" area, The amendment is necessary to maintain internal consisrency of the Land Use and
Housing Elements of the General Plan. The proposed revision to Table 16, "Seal Beach
Acreage by General Plan Land Use Designation" is enclosed as Exhibit A and incorporated
herein by reference.
(i) The staff and consultant team conducted numerous surveys and
inrerviews, in-person and by mail, with residents and business owners in and around the area
affected by the proposed Main Street Specific Plan. The consultant team further conducted
studies of existing land uses in the Main Street area, aesthetic evaluations, and an intensive
parking utilization study. The results of those studies were compiled in the document entitled
"Background Studies - Main Street Specific Plan," which has been reviewed by the Planning
Commission, available for review and comment by the public, and made a part of the record of
these hearings.
(j) Numerous residents, business owners, and other interested parties have
provided written and oral testimony with regard to all or parts of the proposed revisions.
(k) Based on testimony received at the Planning Commission and City
Council public hearings, no additional General Plan amendments other than those proposed at
the time of the Planning Commission public hearings have been proposed.
Section 6. Based upon the evidence in the record, including, without
limitation, the facts stated in I 4 of this resolution, in the staff and consultants reports, and in
the environmental documentation prepared in conjunction with this project, and pursuant to
II 28-2600 and 28-2602 of the City's~, the City Council hereby finds as follows:

(a) General Plan Amendment 96-1B will not be detrimental to the short
term or long term goals of the City of Seal Beach and are in the interest of the public health,
safety and welfare.
(b) General Plan Amendment 96-1B will amend the Housing,Element
of the General Plan, Table 16, "Seal Beach Acreage by General Plan Land Use Designation"
to conform to the proposed redesignations of land use categories for the "Main Street Specific
Plan" area.
(c) The proposed General Plan Housing Element Amendment 96-1B I
will result in an increase of 14.8 acres of "Main Street Specific Plan Zone", and a decrease of
8.0 acres of "Service Commercial", 0.4 acres of "General Commercial", and 6.3 acres of
"Public" land use designated within the City.
Section 7. The City Council incorporates into the formal record of the General
Plan Amendment relating to the "Main Street Specific Plan" the "Background Studies - Main
Street Specific Plan" Report, revised and dated January 1996, by receiving and filing that
document.
Section 8. Based on the foregoing, the City Council hereby approves General
Plan Amendment 96-1B, as set forth in Exhibit A,'attached hereto and incorporated herein by
reference.
