Vukojevic, P.E., Assistant City Engineer SUBJECT: AWARD CONTRACT FOR CLEANING, INSPECTION AND VIDEO TAPING OF OLD TOWN AND COLLEGE PARK EAST SEWERS, PROJECT NUMBERS: 50039 AND 50040 SUMMARY OF REQUEST: The proposed City Council action will award a contract for the Cleaning, Inspection and Video Taping of Old Town and College Park East Sewer pipelines to the lowest responsible bidder, National Plant Services, Inc., in the amount of $89,511.50 and authorize the City Manager to execute the agreement. BACKGROUND: The proposed project will allow the City to clean a total of 88,000 feet of existing sewers to provide better service, to identify inflow /infiltration problems and to assess the structural condition of the sewer pipes. 54,000 feet of the sewers are located at College Park East and 34,000 feet of the sewers are located at Old Town. The work will consist of first cleaning of the sewer pipes followed by methodical video monitoring, inspection and video- taping to identify sags, dips, misaligned and/or separated joints; protruding and/or defective laterals; erosion and corrosion; cracks and other structural problems. This will be supplemented by actual physical inspection where necessary. The end product will be a comprehensive report on the condition of sewer mains in the Old Town and College Park East neighborhoods of the City. The Report will be utilized as the basis of determining and prioritization for replacement of the 35 to 70 year old sewer pipes. The other goal is to reduce the amount of extraneous flows that arrive at the Orange County Sanitation District (OCSD) treatment plants due to inflow and infiltration. Priority ranking will be based upon the condition of the sewers and the amount of infiltration and inflow. Agenda Item /_ ■ ii Three bids were received and opened by the City Clerk on Thursday, December 20, 2001 as listed below. 1. National Plant Services,Inc. $ 89,511.50 2. Empire Pipe Cleaning and Equipment Inc., $ 97,820.00 3. Kenny Manta Industrial Service $112,340.00 The low bidder is properly licensed to do the work and has the appropriate experience as well as being the lowest responsible bidder for the project. FISCAL IMPACT: Funds are available in the project budget within the approved Capital Improvement Program for this work. The Project budget, including design, construction and construction management is $110,800. 50% of the funds will come from the City's Sewer Enterprise Fund and the other 50% of the budgeted funds will be provided by Orange County Sanitation Districts Cooperative Projects Program in accordance with the Contract executed on September 6,2001 between the City and OCSD. RECOMMENDATION: Upon motion of the consent calendar,it is recommended that the City Council: 1. Award the construction contract for the Cleaning, Inspection, and Video Taping of Old Town and College Park East sewers, CIP No. 50039 and 50040 to the lowest responsible bidder, National Plant Services, Inc., in the amount of$89,511.50 and authorize the City Manager to execute the agreement.
