SUBJECT: AWARD ANNUAL MAINTENANCE CONTRACT FOR
WATER WELLS AND WATER PUMPS IN
CONJUNCTION WITH BOLSA CHICA STATION
IMPROVEMENTS, PROJECT NO: 50074
SUMMARY OF REQUEST:
The proposed City Council action will award a maintenance contract for the inspection
and repair of City owned water wells and water pumps to General Pump Company, and
authorize the City Manager to the execute the agreement.
City owned water wells and water pumps provide 75% of the water supply for the City of
Seal Beach and the City's Water Department monitors and inspects these facilities every
day per national water standards. Every 5 to 7 years, the actual wells and the pumps that
pump out the water from the ground should be inspected for the operation and their
condition. A contractor must pull the pump with a pulling rig, video inspect the column,
shaft and casing, make repairs to the pump and shaft as necessary and reset the pump.
With this type of regular maintenance, the City can avoid catastrophic failures to the
water supply system.
The purpose of this contract is to retain the firm of General Pump Company to inspect
and maintain water wells and water pumps in the City of Seal Beach. General Pump
Company has been in business since 1952 and is the company of choice for many other
Southern California cities. In addition, the City has retained their services in the past for
these types of projects and repairs and their work has been acceptable. Since the extent
of the pump repair can not be determined without pulling of the pump, it is more cost
effective to use a maintenance contractor whereas the cost will be based on the actual
needs as assessed by the video.
The first pump to be inspected will be the Bolsa Chica Well. It is imperative that the well
be inspected in the winter season while the water demands are lower. This project is
budgeted under the adopted Capital Improvement Program.

FISCAL IMPACT:
Funds in the amount of $57,000 are available in the project budget within the approved
Capital Improvement Program. The work will be performed on a time and material basis
not to exceed the amount available in the budget. Any monies remaining will be
redistributed for the other wells or used toward the refurbishment of the natural gas
powered engine at the Bolas Chica Well site.
RECOMMENDATION:
Upon motion of he consent calendar, it is recommended that the City Council:
1. Award the maintenance contract for water well and water pump maintenance
services to General Pump Company per the attached agreement and authorize
the City Manager to execute the agreement.
