SUBJECT: AMENDING SEAL BEACH BOULEVARD UNDERGROUND
UTILITY DISTRICT 99-1
SUMMARY OF REQUEST:
The proposed City Council Action will adopt the attached Resolution approving Amended Seal
Beach Boulevard Underground Utility District 99-1.
BACKGROUND:
On May 24, 1999 the City Council adopted Resolution No. 4712 which established the Seal Beach
Boulevard Underground Utility District 99-1 on Seal Beach Boulevard between Adolfo Lopez
Drive and Electric Avenue being approximately 6626.72 feet long.
The establishment of underground utility districts allows for the undergrounding of existing
overhead utilities through the use of the California Public Utilities Commission (PUC) Rule 20A
funding program which is administered by the Southern California Edison Company.
The Seal Beach Boulevard Underground Utility District 99-1 includes the Seal Beach Boulevard
1699.70 foot frontage of the Hellman Ranch Development Tentative Tract No. 15402, located on
the west side of Seal Beach Boulevard at Forrestal Lane and the City of Seal Beach Police
Department 232.22 foot frontage on the west side of Seal Beach Boulevard northerly of the
Hellman Ranch Development to Adolfo Lopez Drive.
The Hellman Ranch Development Tentative Tract conditions require the developer to underground
the existing overhead utilities along the Seal Beach Boulevard frontage of the development, or to
reimburse the City for the Rule 20A funds expended to do that work if the undergrounding is
accomplished through Seal Beach Boulevard Underground Utility District 99-1 Rule 20A funding
program.
The Hellman Ranch Development developer has requested that their Seal Beach Boulevard
frontage be removed from the Seal Beach Boulevard Underground Utility District 99-1 and that
they be allowed to accomplish the undergrounding of their existing overhead utilities on their Seal
Beach Boulevard frontage with their own forces and at their own exp se.

The City of Seal Beach frontage on Seal Beach Boulevard northerly of the Hellman Ranch
Development to Adolfo Lopez Drive has already been undergrounded and therefore should be
removed from the Underground Utility District 99-1.
In order to approve the request from the Hellman Ranch Development and accomplish the removal
of the City of Seal Beach frontage on Seal Beach Boulevard northerly of the Hellman Ranch
Development to Adolfo Lopez Drive, the Seal Beach Boulevard Underground Utility District 99-1
boundary needs to be amended.
Construction for undergrounding overhead utilities in the amended underground utility district
should start within 6 months. The target date for completion of the underground utilities is June 30,
2003.
FISCAL IMPACT:
There will be no fiscal impact due to the Hellman Ranch Development frontage being removed
from the underground utility district since all of the associated costs will be covered by the
developer.
There will also be no fiscal impact due to the removal of the City of Seal Beach frontage on on
Seal Beach Boulevard northerly of the Hellman Ranch Development to Adolfo Lopez Drive,
since that portion has already been undergrounded.
There may be a small fiscal impact to the City for costs related to the construction of
underground electrical services to the various properties served by the amended underground
utility district that are longer than 100 feet. Rule 20A specifies that the underground utility
district will fund up to 100 feet of the electrical service. The City may need to budget additional
funds to cover any shortfall for electrical services longer than 100 feet. Estimates of those costs
will be available at the completion of the underground utility design.
RECOMMENDATION:
After the public hearing is closed, and upon motion, it is recommended that the City Council adopt
the attached resolution approving Amended Seal Beach Boulevard Underground Utility District 99-
1 described, as amended, comprised of property within the public right of way on Seal Beach
Boulevard from a point 1931.92 feet southerly of the centerline of Adolfo Lopez Drive to Electric
Avenue, as shown on the attached Exhibit "A" entitled "Amended Seal Beach Boulevard

NOTICE IS HEREBY GIVEN that the City Council of the City of Seal Beach will
conduct a public hearing on Monday, January 14th, 2002 in the City Council chambers,
211 - 8th Street, Seal Beach, California to consider amending Seal Beach Boulevard
Underground Utility District 99-1 on Seal Beach Boulevard between Adolfo Lopez Drive
and Electric Avenue for the removal of poles, overhead wires and associated structures
and the underground installation of wires and facilities for supplying electric,
communication or similar or associated service to an amended underground utility district
comprised, as amended, of the property within the public right-of-way on Seal Beach
Boulevard between from a point 1931.92 feet southerly of the centerline of Adolfo Lopez
Drive to Electric Avenue. The amendment will remove the Hellman Ranch Development
frontage and the City of Seal Beach frontage northerly of the Hellman Ranch
Development to Adolfo Lopez Drive at the northerly end of the Seal Beach Boulevard
Underground District 99-1. The undergrounding of overhead utilities along Seal Beach
Boulevard for the Hellman Ranch Development frontage will be completed and paid for
by the Hellman Ranch Development. The City of Seal Beach frontage on Seal Beach
Boulevard northerly of the Hellman Ranch Development to Adolfo Lopez Drive has
already been undergrounded. Therefore both locations are proposed to be removed from
the Seal Beach Boulevard Underground Utility District 99-1. The removal and
underground relocation of the overhead facilities within the Amended Seal Beach
Boulevard Underground Utility District 99-1 shall be at the expense of the utility
companies (Southern California Edison,Verizon telephone, and Adelphia cable
television). All interested persons may be heard at the said public hearing if so desired.
Written comments may also be submitted and should be addressed to the City Council,
do City Clerk at City Hall, 211 —8`h Street, Seal Beach, California 90740. Comments
should be received prior to the hearing date. If the proposed council actions are
challenged in court,you may be limited to raising only those issues you or someone else
raised at the public hearing described in this notice, or in written correspondence
delivered to the City Clerk at or prior to the public hearing.
