Bahorsk t/ Executive Dire cto Subject: Briefing by Mercy House on Low/Moderwe Income Housing Opportunities SUMMARY OF REOUEST: Staff requested Mercy House to make a presentation to the Agency Board on how their non profit group could help address the lack of low /moderate income housing in Seal Beach. In addition, staff is seeking the Agency Board's consent to work with Mercy House in developing a low /moderate income housing project. BACKGROUND: In August 2001, staff and Board Member Campbell toured Emmanuel House in Santa Ana in order to see first hand the project developed by Mercy House. Based on the overall quality of Emmanuel House and their willingness to work with the Agency, it became clear that the Agency Board would benefit from a presentation by Mercy House. Mercy House has also extended an invitation to all Board Members to tour Emmanuel House in Santa Ana. Staff would like the Agency Board's approval to work with Mercy House to develop a low /moderate income project in Seal Beach. Currently there are no project opportunities in Seal Beach, but Mercy House is interested in working with the Agency to develop potential project sites. Mercy House representatives and staff have toured the City trying to find potential project sites. Unfortunately, the sites are limited and will require a significant amount of time and effort to find a suitable site. There was a hope that a project could be at 257 Seal Beach Blvd. however that property is currently in escrow and no longer a viable opportunity. P_Dp,. Agenda Iterd The Agency and City have obligations under State Law to provide low /moderate housing in Seal Beach. Currently, the City is working with the Department of Housing and Community Development to obtain approval for the City's Housing Element. Approval of the Housing Element is contingent upon the City being able to provide evidence that efforts will be undertaken to address the low /moderate housing issues. Under the Agency's redevelopment plan there are requirements to expend the low /moderate housing set aside funds. The Seal Beach Trailer Park project has only provided a temporary respite in complying with the redevelopment agency's housing requirements. Staff has been working diligently to find opportunities to fulfill the financial requirements for expending these low /moderate - housing funds. Staff has identified $99,594, in Agency funds that must be used for low /moderate housing purposes. When the MPROP loan is paid back, the balance of low /moderate funds will be $1,899,594. Approximately $1,299,594 will need to be spent in the very near future. Working with Mercy House will provide another opportunity for the Agency and City to fulfill its low /moderate housing obligations. FISCAL IMPACT: No fiscal impact at this time. It is anticipated that minimal staff resources would be allocated in the future, as Mercy House is capable of providing tam -key project management services.
