SUBJECT: AWARD UNIT PRICE /MAINTENANCE/EMERGENCY
SERVICES CONTRACT FOR SEWER LINE CLEANING
SUMMARY OF REOUEST:
The proposed City Council action will award a unit price/maintenance/emergency
services contract for sewer line cleaning with Richard L. Walker Sewer Cleaning and
authorize the City Manager to execute the contract.
BACKGROUND:
The Public Works Department is in the process of formalizing all its contract operations
so it has contractors on contract with negotiated unit prices ready to work should an
emergency event happen or if additional work is necessary that can not be performed by
city forces.
The purpose of this contract is to retain the firm of Richard L. Walker Sewer Cleaning for
both operators and equipment to clean sewer lines. Maintenance and emergency service
contracts allow the City to have access to a wide may of equipment and personnel
without allocating the resources such as purchasing high cost equipment that will be
underutilized.
Richard L. Walker Sewer Cleaning is very familiar with the City's system and has been
cleaning it for a number of years. Cleaning of sewer lines is a vital activity which
prevents buildup of grease and other blockages that cause sewage spills and back ups.
There are numerous regulatory requirements that are in effect or on the horizon that will
require increased cleaning efforts such as the draft NPDES permit, the proposed
wastewater discharge requirements from the Santa Ana Regional Water Quality Control
Board and the proposed Capacity, Management, Operations and Maintenance regulations
CMOM, from the United States Environmental Protection Agency. Ih, � N
Additionally, Section 5 -7 of the Sewer System Master Plan discusses the need for
increased cleaning due to grease. The previously mentioned regulatory requirements may �q
cause businesses to install grease interceptors/traps to keep grease from entering the lines. I

FISCAL IMPACT:
None at this time. Work would only be authorized if it is within a budget or needs to be
repaired because of an emergency situation.
Upon motion of the consent calendar, it is recommended that the City Council award the
unit price/maintenance/emergency services contract for sewer line cleaning to Richard L.
Walker Sewer Cleaning and authorize the City Manager to execute the contract.
