Bahorski, City Manager FROM: Ross Pounds, Interim Director Parks, Recreation and Community Services SUBJECT: AWARD STREET TREE MAINTENANCE SERVICES CONTRACT SUMMARY OF REQUEST: The proposed City Council action will award a maintenance services contract for tree trimming to United Pacific Services, Inc. and authorize the City Manager to execute the contract. BACKGROUND: This action consists of awarding a contract to United Pacific Services for street tree maintenance to provide city -wide tree trimming within the City. During the budget process, an analysis of tree trimming services was presented along with a funding deficit of $19,000 for the fees collected for the service. Council directed staff to pursue raising the service fee to close the deficit and to obtain bids from contract firms for street tree maintenance services. Council approved Staff to initiate the Request for Proposal process. RFP's were then received and evaluated based on costs, work experience, and references. The results of the proposals for annual tree trimming services were as follows: 1. Arbor Care $39,400 2. United Pacific Services $40,425 3. West Coast Arborist $48,400 During the evaluation process, it was determined that the lowest bidder, Arbor Care, did not meet the selection criteria. The next lowest bidder, United Pacific Services, Inc. met all selection criteria with a per tree price of $36.75 compared to the current $39.00 per tree. United Pacific Services has been in the municipal tree trimming business for 25 Agenda Item k o, years and has recently been awarded contracts with the Cities of Long Beach, Palm Desert, and Santa Maria. This contract for tree trimming service will replace the current written agreement, and is a one -year contract with two optional one -yea extensions. Should the fee initiative to increase service pass, then the contract would be expanded to include needed street tree maintenance services in addition to annual grid -cycle tree trimming. If additional funds are provided, United Pacific Services has submitted a comprehensive proposal to meet all requests for street tree maintenance services. The awarded contract will be good for one year but could be extended on a year to year basis not to exceed two additional years upon written mutual agreement. Prices may be adjusted upward or downward to reflect changes to the net percentage change in the consumer's price index. FISCAL IMPACT: It is Staff's intent that the yearly costs of the contract not exceed the current fee revenue of $37,000. In order to meet collected fees, the current grid -cycle trimming will be modified unless Council chooses to subsidize collected fees $3,425. This subsidy would not include any additional service. RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council award the contract for street tree maintenance services and authorize the City Manger to execute the contract.
