SUBJECT: Service Authority for Abandoned Vehicles Resolution
SUMMARY OF REQUEST:
This report seeks Council approval of a resolution, which will be forwarded to the
Orange County Board of Supervisors, supporting an extension of the Service Authority
for Abandoned Vehicles Program.
BACKGROUND:
For the past ten years the Orange County Transportation Authority has administered the
Service Authority for Abandoned Vehicles (SAAV) Program. This program allows
counties to assess a one-dollar DMV vehicle registration surcharge to reimburse cities for
costs associated with abandoned vehicle abatement.
In fiscal year 1997/98 Seal Beach received $16,681.00 from this program. In 1998/99 the
City received$18,830.00, and for the Transportation Authority's fiscal year 2000/01, the
City received $17,482.14.
The legislation that allows for the collection of this surcharge and the reimbursement of
City costs related to vehicle abatement expires in April of 2002, however, Governor
Davis has legislation to authorize the extension of the local one-dollar vehicle registration
surcharge for an additional ten years. However, such an extension requires a two-thirds
vote of the Board of Supervisors and adoption of a resolution providing for the
establishment and continuation of such authority by a majority of the cities within the
county.
FISCAL IMPACT:
SAAV reimbursement of approximately $17,400.00 a year, would represent
approximately $174,876.00 of revenue to the City over ten years.
RECOMMENDATION:

That the Seal Beach City Council pass, approve and adopt the attached resolution to
support a ten year extension of the one-dollar DMV vehicle registration surcharge to fund
the Service Authority for Abandoned Vehicles (SAAV) Program.
