APPROVAL OF PLANS AND SPECIFICATIONS FOR
CLEANING, INSPECTION AND VIDEO TAPING OF
OLD TOWN AND COLLEGE PARK EAST SEWERS
PROJECT NO: 50039 AND 50040
SUMMARY OF REOUEST:
The proposed City Council action will approve the plans and specifications, and
authorize Staff to initiate the bidding process so that a contract may be awarded for the
cleaning, inspection and video taping of Old Town and College Park East sewer
pipelines.
BACKGROUND:
The proposed project will allow the City to clean a total of 88,000 feet of existing sewers
to provide better service, to identify inflow /infiltration problems and to assess the
structural condition of the sewer pipes. 54,000 feet of the sewers are located at College
Park East and 34,000 feet of the sewers are located at Old Town. The Engineering
Division plans to apply for further funds to clean the Hill Area as well any other
additional lines in the City so the whole system will have been cleaned over the next two
years.
Videotaping is a requirement in Section 5 -6 Maintenance of the City's adopted Sewer
System Master Plan. It recommends that all sewers in the collection system be videotaped
every five years. Further, the new proposed waste discharge requirements Tentative
Order No. 01 -99 from the Santa Ana Regional Water Quality Control Board (Regional
Board) require sewer distribution agencies provide a Sewer System Management Plan
(SSMP). In the plan, it is required that the agency provide preventative operation and
maintenance as well as identify and prioritize structural deficiencies. Furthermore, a
complete video of the system helps in identifying specific areas of the system that suffer
from root and grease intrusion which must be cleaned more frequently.
The work will consist of first cleaning of the sewer pipes followed by methodical video
monitoring, inspection and video - taping to identify sags, dips, misaligned and/or

separated joints; protruding and/or defective laterals; erosion and corrosion; cracks and
other structural problems. This will be supplemented by actual physical inspection where
necessary.
The end product will be a comprehensive report on the condition of sewer mains in the
Old Town and College Park East neighborhoods of the City. The Report will be utilized
w the basis of determining and prioritization for replacement of the 35 to 70 year old
sewer pipes. The other goal is to reduce the amount of extraneous flows that arrive at the
Orange County Sanitation District (OCSD) treatment plants due to inflow and infiltration.
Priority ranking will be based upon the condition of the sewers and the amount of
infiltration and inflow.
The plans and specifications were completed by in -house staff in cooperation with Mr.
Ergun Bakall, P.E., Consulting Civil Engineer. Upon the successful bidding process and
award of a contract, the project should be completed around the end of the fiscal year in
June.
FISCAL IMPACT:
The engineering opinion of probable cost for the project including design and
construction management is estimated at $120,800. Funds in the amount of $74,000 for
College Park East and $46,800 for Old Town are budgeted in the City's Capital
Improvement Program. $56,800 of the budgeted funds will be provided by Orange
County Sanitation Districts Cooperative Projects Program in accordance with the
Contract executed on September 6, 2001 between the City and OCSD.
RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications, and
authorize staff to initiate the public contract bidding process.
