AGENDA REPORT DATE: November 13, 2001 TO: Honorable Mayor and City Council THRU: John B. Bahorski, City Manager FROM: Pamela Arends -King, Director of Administrative Services/Treasurer SUBJECT: Renewal of the AMPCO System Parking Contract for the Beach parking lots. SUMMARY OF REOUEST: Staff requests City Council renew the automation and beach parking revenue collection contract with AMPCO System Parking Inc. for a period of one year with the option to extend two years and authorize City Manager to execute agreement. BACKGROUND: To establish control and accountability over the collection of the cash received from beach parking and to eliminate potential liability issues due to automobiles driving under the pier to get to the 10th street parking lot the City contracted with AMPCO System Parking hie. to manage the collection of the beachgarking revenues through a "park and pay" turnkey system. This system allowed the 10 street lot to be opened to the public and the ability for automobiles to drive under the pier was eliminated. AMPCO System Parking Inc. has been very responsive to the various issues that have come up over the past year in regards to the "pay and park" turnkey operation such as increase in signage, maintenance of the machines, auditability of revenues collected and timely payments to the City. Staff is very pleased with the service the Company has provided. The only change in the operation of the collection of revenues will be the implementation of assigning numbers to the puking spaces; therefore patrons will be paying for a particular space. The reasons for "pay by space" are to prevent patrons from selling their parking receipts to other patrons and to make the monitoring of the lots by parking control aides more efficient. Agenda Item O •e % November 13, 2001 Renewal of the AWCO System Parking Contract for the Beach Parking Lots FISCAL IMPACT: The contract guarantees the City will receive a minimum of $200,000 in beach parking revenue and revenues above $300,000 will be divided between the City and AMPCO System Parking Inc. The City will receive 65% of the revenues over $300,000 and AMPCO System Parking Inc will receive 35% of the revenues over $300,000. The guaranteed minimum beach parking revenue reflects the revenue received last fiscal year. The beach parking revenue received last fiscal year was 20% lower than the average revenue received over the past four years. The decrease in revenue is due to the coolest summer southern California had is the past ten years, the two -week pier closure, and twenty eight days of beach closure due to high levels of bacteria. Staff recommends Council renew the contract with AMPCO System Puking Inc. for the tern of one yea with the option to extend two years and authorizes City Manager to execute the agreement.
