Vukojevic, Assistant City Engineer SUBJECT: ACCEPTANCE OF SEAL BEACH BLVD. IMPROVEMENTS/REHAB. PCH TO ELECTRIC, PROJECT #49991 & 49757 SUMMARY OF REOUEST: The proposed action will formally accept the completion of the construction contract to construct Seal Beach Blvd. Improvement/Rehab. and the regional trail from PCH to Electric. BACKGROUND: This project is a combined effort to place a regional trail in Seal Beach on three different segments: Seal Beach Blvd: Electric to PCH, Marina Drive: Electric to PCH, and Pacific Coast Highway: Seal Beach Blvd. to Anderson. This completed phase of the trail also included street reconstruction funds from Community Development Block Grants, developer fees, and Measure M funding. The landscaping is not a part of this contract and will be completed by the Parks and Recreation Department. The total available funding for all three phases is $2.3 million. On May 14, 2001, Council elected to award the project to Southern California Underground Contractors, Inc. In accordance with the plans and specifications, the Contractor has completed the above - referenced project. The final contract price is $652,352.30 and is within the budget for the project. The Contractor has been paid $587,117.07 to date and retention due to the contractor is $65,235.23. Construction for the Marina Drive segment is anticipated to begin between Much and April 2002. Construction for the PCH segment is anticipated to begin between June and July 2002. The remaining budget for the regional trail project is $1.6 million. Agenda Item rl,_ 4 FISCAL IMPACT: Funds were expended under the City's fiscal year 2001/2002 Capital Improvement Program in the Seal Beach Blvd. Improvement/Rehab. PCH to Electric Project. Funds allocations spent in this project were as follows: $ 68,000.00 Federal Transportation Equity Act (TEA21) $140,000.00 State Parks and Recreation Fund $ 33,028.70 County of Orange (Cooperative) $110,000.00 Orange County Measure M $192,455.60 Federal Community Development Block Grant $ 23,868.00 Orange County Transportation Authority, BPF and BSA programs $ 85,000.00 Development Reimbursement RECOMMENDATION: Upon motion of the consent calendar, it is recommended that the City Council: By resolution, determine the work has been completed in accordance with the contract documents and declare the work to be accepted and total amount of the contract is in the sum of $ 652,352.30. Direct the City Clerk, within ten (10) days from the date of acceptance, file a "Notice of Completion" with the Orange County Recorder. Direct City staff, upon expiration of thirty-five (35) days from the filing of the "Notice of Completion ", to make the retention payment to Southern California Underground Contractors, Inc., in the amount of $ 65,235.23. 13 uglas .
