Bahorski, City Manage/ SUBJECT: Orange County Central Park & Nature Preserve Illlnitiative SUMMARY OF REQUEST: That Council consider adoption of the attached resolution opposing Orange County Central Park and Nature Preserve Imitative. Orange County Regional Airport Authority (OCRAA) adopted a resolution opposing the Orange County Central Park and Nature Preserve Initiative. The initiative is designed to change the land use zoning for El Toro and would preclude a commercial aviation reuse for El Toro which is OCRAA's primary goal and objective. The Airport Authority is requesting that cities oppose this initiative and adopt similar resolutions in opposition of same. FISCAL IMPACT: No fiscal impact. Upon motion of the consent calendar, it is recommended that Council adopt the attached resolution in opposition to the Orange County Central Park Nature Preserve Initiative. Attachment: Proposed Resolution # Agenda Item A- RESOLUTION NUMBER A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH WHEREAS, the Orange County Central Park and Nature Preserve Initiative, if passed, will change the land use zoning for El Toro and specifically preclude a commercial aviation reuse of El Toro; and WHEREAS, the proponents of the Initiative propose a "Great Park" to be built on the 4700 acre El Toro site; and WHEREAS, South Orange County contains 78,000 acres of parkland while North Orange County has only 8,000 acres of parkland; and WHEREAS, impact analyses of the Initiative performed by BBC Research & Consulting estimates the cost of creation of the "Great Park" to be $2.1 billion dollars in current monies and would require substantial tax increases within the jurisdiction that chooses to develop the "Park'; and WHEREAS, the BBC study estimates that the impact of the total annual cost of the "Great Park" would be new or increased taxes equivalent to a 10% property tax increase if spread across all Orange County taxpayers. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach hereby opposes the Orange County Central Park and Nature Preserve Initiative designed to change the land use zoning for El Toro and as a member city of the Orange County Airport Authority adopts this resolution of opposition.
