Bahorski, City Manager FROM: Ross Pounds, Interim Director Parks, Recreation and Community Services SUBJECT: AWARD OF CONTRACT FOR REMOVAL AND REPLACEMENT OF PLAYGROUND EQUIPMENT AT ALMOND PARK SUMMARY OF REQUEST: The proposed City Council action will approve the proposal to remove and replace playground equipment at Almond Park. DISCUSSION: In May of this year, the City received notice that it was the recipient of a.$40,000 grant award from the California Integrated Waste Management Board as a part of their Park Playground Accessibility and Recycling Act Grant Program for FY 2001/02. The purpose of this grant program is to replace aging playground equipment using recycled materials and to increase accessibility for disabled children. In July of this year, the City received four proposals from qualified playground equipment providers. After careful consideration from Staff, the Parks and Recreation Commission, and area residents, Miracle Park was selected as the winning proposal. This proposal combined good ADA accessibility with separated play structures for pre - school age and school age children. This proposal was also within budget. The following_ proposals all include demolition, removal, and replacement of the existing equipment. Total cost estimate for the project is $56,450.25 creating a positive General Fund impact of $3,549.75. RECOMMENDATION:- Staff recommends that the City Council approve the proposal to remove and replace playground equipment at Almond Park, and authorize, the City Manager to execute contract documents. AUg. 17, 109 SCOPE General safety recommendations applicable to the installation and maintenance of play equipment supplied by Miracle Recreation Equipment Company. INSTALLATION I. SURFACES All play equipment must be installed over an acceptable impact absorbing surfacing material. It is the responsibility of the playground designer, installer and operator to ensure that the size, type and depth of impact absorbing surfacing material used complies with the U.S. Consumer Product Safety Commission "Handbook for Public Playground Safety (CPSC Handbook). This impact absorbing surfacing material must cover the entire 'Use Zone" area to a depth appropriate for the height of the play equipment. The 'Use Zone' is an area under and all around each piece of play equipment. See the "Use Zones" section below for specific dimensional sizes for specific types of play equipment. Please refer to the CPSC Handbook for a more detailed discussion of these issues. Acceptable Surfaces Acceptable impact absorbing surfacing materials include unitary safety surfac- ing such as pour -in -place rubber or rubber tile, and natural loose fill materials such as bark nuggets, wood mulch, wood chips, pea gravel and sand. Appropriate thicknesses for the PlaysafeT or Fall Saverl" materials can be obtained from your Miracle Sales Representative. For the loose fill materials listed, Miracle recommends a minimum depth of twelve (12) inches. Unacceptable Surfaces Unacceptable surfaces include turf, undisturbed natural ground, undisturbed compacted sand, decomposed granite, asphalt, concrete or any other hard surfacing. USE ZONES: Use zones are the areas under and all around each piece of play equipment that must be covered with an acceptable impact absorbing surfacing material (see'Surfacing'section above.) The specific size of these use zones depends upon the type of play equipment as follows: Regular Swings: The use zone must extend at least two (2) times the pivot point height to both the front and rear of the top rail. The use zone must extend at least six (6) feet out at each end from the swing frame legs. Tire Swings: The use zone must extend at least six (6) feet plus the length of the suspension mem- bers in all directions. The use zone must also extend at least six (6) feet out at each end from the swing frame legs. Slides: The use zone must extend at least six (6) feet in all directions from the perimeter of the slide. Also, in front of the slide exit measuring from the point where the slide slope is reduced to 5 degrees, the use zone must extend a total of four (4) feet plus the height of the platform. OTHER IMPORTANT ITEMS During the installation and maintenance process, ensure that: A. Warning: Contact burn injuries can occur when metal play surfaces are located in direct sun. To avoid the risk of such burn injuries, the United Slates Consumer Product Safety Commission recommends in its "Handbook for Public Playground Safety" that metal play surfaces, such as stainless steel slides and bare or painted metal crawl tubes, should be placedfinstalled in shaded areas, and out of direct sunlight. The proper location of metal play surfaces must be addressed during the play area planning process. B. There are no exposed concrete footings to trip over or fall on. The top of all footings must be at or below the bottom of the layer of impact absorbing surfacing material. C. All bolt threads protruding beyond the nut are cut and peened smooth to the touch. Sharp edges and/or points of any kind must be eliminated. No more than two threads may be exposed beyond the end of-the nut. D. All bolts, screws, set screws or other fasteners are tightened securely. Missing bolts, set screws or other fasteners must be replaced immediately. E. All 'S" hooks and clevises are free of any wear. That all "S" hooks are closed metal to metal (0.04" gap maximum) and all clevises and supporting hardware are securely attached. A Miracle 'S' hook for swing seat use has the dimensions of 2 -314" x 4 -112" and looks like the following drawing. "S" hooks must comply with ASTM 1487 section 6.3.1 on entanglement. MAINTENANCE REGULAR MAINTENANCE INSPECTIONS During the course of play (particularly with new play equipment which is heavily used the first few weeks), d is common that holes and trenches develop in loose fill impact absorbing surfacing material, i.e. under swings, around slides (exit, entry), around whirls, around and under climbers and see saws, etc. The loose fill impact absorbing surfacing material must be maintained at the appropriate depth of twelve (12) inches. DURING REGULAR MAINTENANCE INSPECTIONS ENSURE: A. There are no sharp edges and/or points of any kind. B. All bolts, screws, set screws or other fasteners are tightened securely. Missing bolts, set screws or other fasteners must be replaced immediately. See Specifications and Installation Guides for replacement parts listed in the Bill of Material or Parts Carton. Use only original replacement parts from Miracle. C. All "S' hooks and clevises are free of wear with all 'S" hooks closed metal to metal (0.04" gap maximum) and all clevises and supporting hardware securely attached. Some examples of things to look for indicating swings seats/swing riders need to be repaired or replaced: If the grommet area or any other part of the seat shows signs of wear such as rust or stress cracks in the rubber, immediately remove the seat from service. Be sure that the grommet is in good condition and that only the large 'S* hook passes through the swing seat grommet. ACTUAL SIZE E. If not immediately replaced, the play equipment must be removed from service and no one permit- ted to use the play equipment until the problems are corrected. Be sure to understand, apply and utilize the CPSC Handbook For Public Playground Safety, all materials and information provided by Miracle, and your own knowledge and experience in determining if wear, fatigue or any other unsafe condition exists. All missing parts must be immediately replaced. The play equipment must be removed from service and no one permitted to use the play equipment until the missing parts are replaced. Use only original replacement parts from Miracle. This is a partial listing of regular maintenance and inspection hems. Utilize the CPSC Handbook as an additional guide and reference. You must develop a checklist specific to your needs as determined by use, weather, etc. Maintenance is your responsibility. Only you can do it! Please protect the user of the play equipment. MISUSE Any attempt to alter, adapt, change, attach to or assemble the play equipment for anything other than its intended use as stated in the specification/installation instructions is strictly prohibited. Miracle's play equip- ment by design has an intended specific use. Lack of maintenance and/or usage in a manner other than its intended use can result in serious injury. PLAYGROUND ACCESSIBILITY Proposed Accessibility Guidelines for Play Areas: A Quick Reference Under the Americans with Disabilities Act (ADA), the Access Board recently published guidelines for play areas. The highlights will be presented here. The proposed guidelines would add a new chapter (section 16) on play areas to the ADA Accessibility Guidelines (ADAAG). This chapter would address only those play areas that are newly built or altered. 5everal defined terms are key to understanding the guidelines. They include, "play comporents," which are manufactured or natural elements used for play, socialization or learning. Two types of play components are distinguished: "ground - level" and "elevated.'• Ground -level play components are those approached and exiud at ground level, such as spring riders, swings, free - standing slides and stand -alone climbers. Elevated play components are approached above or below grade, and are part of composite structures that provide a variety of play activities. 5ection 16.1.1 & 16.1.2: The guidelines would require looking at play areas as a collection of individual play components to determine the minimum amount required to be accessible. Minimum requirements would be based on the number of ground level and elevated play components provided for a play area. (STI) hereby warrants that the Playground Safety Surfacing System Installed on the above stated project conforms to the Specification Requirements as stated in the complete Bid Documentation. STI further warrants that the system installed will not be defective in terms of materials and workmanship for a minimum period of FIVE YEARS from the above stated date of completion. The FIVE YEAR warranty provides for 100% coverage in terms of cost for repairs during the initial year of use by the OWNER and is prorated coverage for repairs over the balance of years two (2) through five (5) of use by the OWNER.
