SUMMARY OF REOUEST:
The City of Seal Beach contract with the City of Cypress for Law Enforcement Court
Liaison Services is due for renewal.
BACKGROUND:
Since June of 1992, the City of Cypress entered into a contractual agreement with the
City of Seal Beach to provide law enforcement court liaison services. Additionally, the
City of Los Alamitos contracts for similar services with the City of Cypress. This
combined arrangement has allowed us to efficiently monitor and control court overtime
costs. The original contract agreement was for fiscal year 1992/1993, and has been
renewed in each consecutive year. This report seeks to renew the agreement for court
services for the fiscal year July 1, 2001, and ending June 30, 2002.
FISCAL IMPACT:
The cost associated with this contract renewal to the City of Seal Beach would be
$28,034.70, which is an increase of $2,791.70 from 2000/2001 contract of $25,243.00.
RECOMMENDATION:
The City of Seal Beach contract with the City of Cypress for the purpose of providing
Law Enforcement Court Liaison Services.

AGREEMENT FOR LAW ENFORCEMENT
COURT LIAISON SERVICES
THIS AGREEMENT is made and entered into this 15' day of July, 2001,
between the City of Cypress, a California municipal corporation, hereinafter
designated as "CYRESS," and the City of Los Alamitos, a municipal corporation,
hereinafter designated as "LOS ALAMITOS," and the City of Seal Beach, a
municipal corporation, hereinafter designated as "SEAL BEACH."
RECITALS
WHEREAS, Cypress, Los Alamitos and Seal Beach are willing to
cooperate costs and administration of a law enforcement court liaison service in
order to facilitate, administer, and monitor criminal cases filed with the
appropriate criminal and traffic courts.
NOW, THEREFORE, in consideration of the mutual promises, covenants
and obligations contained herein, said parties do hereby agree as follows:
1. Cypress agrees to staff the full -time position of Court Liaison Clerk
and the part-time position of Court Liaison Clerk and to thereby
provide for law enforcement court liaison services for the parties
named herein.
2. Los Alamitos and Seal Beach agree to pay their pro rata share of
costs associated with the _administration of the law enforcement
court liaison services. Costs borne by each of the parties herein
are established by cost assessment for full personnel costs borne
by Cypress in administrating the terms of this agreement.
3. The pro rata share of costs for each of the parties is established by
percentage of total caseload handled by the court liaison personnel.
4. Cypress shall be responsible for the filing of criminal cases with the
District Attorney's office in the appropriate judicial district.

5. Cypress shall be responsible for the monitoring of scheduled court
appearances for police personnel. Cypress shall provide weekly
repots of accounting of the court appearances and court standby to
Los Alamitos and Seal Beach.
6. Cypress shall be responsible for the collection and distribution of all
documents associated with the criminal court process for both Los
Alamitos and Seal Beach.
7. Cypress shall be responsible to submit to both Los Alamitos and
Seal Beach, a comprehensive monthly report of court related
activities to include number of cases filed in both criminal and traffic
court, number of cases refused filing by the District Attorney's or
City Attorney's office, number of hours spent in court by police
personnel, number of hours of actual court testimony, an number of
personnel standby time for court appearances.
8. Cypress shall provide billing to Los Alamitos and Seal Beach for the
law enforcement court liaison services on a monthly basis as
follows:
Los Alamitos - $1,791 per month
Seal Beach - $2,336 per month
Payments are payable upon receipt of billing and payment shall be made
to the City of Cypress.
The term of this Agreement shall commence on July 1, 2001, and shall
remain in effect through and including June 30, 2002.
This Agreement may be terminated by any of the parties upon sixty (60)
days written notice to all other parties.
This Agreement is subject to renewal and extension based upon
evaluation of costs associated with administration of the terms of the Agreement
and delivery of court liaison services; however, any such amendment or
modification shall be executed, in writing, by all parties hereto.
Los Alamitos and Seal Beach shall appoint individuals with whom court
liaison and personnel shall have direct contact and access for matters relevant
for the court liaison functions.

Notice as required by this Agreement shall be given by personal service of
the party to be notified, or delivery of same to the custody of the United States
Postal Service, or its lawful successor, postage paid and addressed as follows.
