SUBJECT: AWARD SOLE SOURCE - CITYWIDE CATCH BASIN
FILTERS, PROJECT 6020
SUMMARY OF REOUEST•
The proposed City Council action will award a contract for the installation and
maintenance of filters for our the City's storm drain catch basins, with United Storm
Water Inc. and authorize the City Manager to execute the contract.
BACKGROUND:
The purpose of this project is to demonstrate and evaluate the effectiveness of our catch
basin retrofit program in reducing pollutant loads to the San Gabriel River and Anaheim
Bay. The focus was on devices requiring only minor structural modifications to existing
catch basins. This contract shall include the installation of approximately 83 filters
known as "DRAINPAC"
The new proposed NPDES permit Order No. 01 -20 from the Santa Ana Regional Quality
Water Board requires pernittees to develop an aggressive program for cleaning out
drainage facilities, including catch basins. The installation of these catch basin filters will
help the City meet these requirements.
This will be a full service contract including cleaning, testing and debris removal at least
twice a year. Staff will report to Council the test results as they occur. These constructed
devices will be evaluated in both dry and wet weather. Staff has investigated several
types of filter products and our research has found this style of filters to be most effective
for use in the city system. This filter is economical and will provide operational
consistency in removing debris from the City catch basins. This approach is consistent
with Section 4.1.2.6 -8 & 9 of the City's Ocean Water Quality Management Plan and is
necessary given the recent results of testing done on the street sweeper debris.
Upon successful award of this contract, installation is expected to occur in late November
prior to the full onset of the rainy season.

FISCAL IMPACT:
The Engineering Department has estimated that the cost of the City-wide catch basin
filter project will be $60,000. Funds in the amount of $30,000 have been encumbered
from last year's general fund in the Capital Improvements Project. $30,000 of the
budgeted funds will be provided from the Orange County Urban Runoff Matching Grant
Program.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
Make finding that the purchase of Storm Water Improvements is exempt from
bidding in accordance with Section 2 -25 (c) And (f) of the City's Municipal Code
which provides for purchasing when utilizing a sole source vendor and when it
would be in the best interest of the City to dispense with standard bidding
practice.
Award the contract for the Stone Water Improvement Project 6020 to United
Stone Water Inc. Authorize the City Manager to execute the contract for same.
