Bahorski, City Manager FROM: Ron Brost, P.E., Acting Director of Public Works SUBJECT: STATUS REPORT FOR MARINA DRIVE REGIONAL TRAIL PROJECT NO. 50014 d 10YAWKIIW4 518111 1.19 The purpose of this Status Report is to provide City Council with an overview of the project, review two alternatives for 5'h Street and Marina Drive, consider converting Central Avenue roadway between First Street to Second Street into a landscape area, and authorize Staff to finalize project plans. Marina Drive Regional Trail is the second segment of the Seal Beach Regional Trail system. This segment will provide connectivity from Seal Beach Boulevard to the San Gabriel River Trail. The project coverts the existing four lane roadway into two lanes, matching the proposed cross section at the Marina Drive Bridge and provides a 12 foot meandering trail along the northerly side of Marina Drive. • The project is funded through TEA -21 with matching funds from California State Parks and Recreation Department, Orange County, Measure M, and the City. • The project will construct, along the northerly side of Marina Drive, new curb and gutter, asphalt concrete paving, a 12 foot meandering trail, landscaping, and lighting. • The project includes removing the Marina Park Sewer Lift Station and constructing a gravity sewer, and modifying the existing 4" Street and 46 Street Alley sewer lines at Marina Drive to extend and tie into the new gravity sewer line in Marina Drive. • The project cost including the traffic circle at 5ih Street and Marina Drive, the sewer improvements, and the Central Avenue conversion is estimated at $794,350. • The existing trees at 5'h Street and Marina Drive (Bay City Center) will be protected. Agenda Item Y Two alternatives are presented for 5'n Street and Marina Drive; one with a traffic circle and one without the traffic circle. The cost difference is estimated at $92,000. In addition, the costs of converting Central Avenue to a landscape area is estimated at $50,000. The anticipated project schedule is • Make revisions and finalize plans 1.5 months • Obtain Caltrans authorization to construct 1.0 months • Obtain Council authorizations to bid 0.5 months • Bidding 1.5 months • Award 0.5 months • Finalize contract documents 1.0 months • Construction 3.0 months TOTAL 9.0 months FISCAL IMPACT: Funds are currently available within the City's Capital Improvement program budget to construct these improvements under project numbers 50014. The City's contribution is $160,000 for the three segments of Seal Beach Regional Trail. TEA 21 provides $843,000, State Parks and Recreation provides $640,000, Orange County provides $110,000, and Measure M provides $200,000. The Finance department will invoice Caltrans, California State Parks and Recreation Department, OCTA, and Orange County as the project progresses to receive the funding. Improvement to the sewer will be from the Capital Improvement Program Sewer Fund.
