Thank you. City Council Questions 08/14/2017 Item B: How big of a problem do we have? How many calls per day /week/month and response times for those? Are stray dogs the main public concern? Is there any alternative way to deal with this than increasing the hours? Maybe a $20 bonus for each stray dog caught /returned to owner or something that does not impact the City significantly from a fiscal perspective. These questions will be addressed during the staff presentation tonight. Item C: Lifeguard Tower is $112,100 here. But $80K later item. What is the difference? Are some of these already completed? Correct, and only for the insurance types listed. Is this our annual payment? Yes Is this West Comp JPA in budget? No, this is for insurance. West -Comm is for dispatch services and their insurance is paid for through the West Comm JPA. Check No: 2037 City of Los Alamitos $41,799.50 SRO Reimbursement. What is this? This cost is for the City's agreed upon share of funding with the City of Los Alamitos and Los Alamitos USD for the School Resource Officer at Los Alamitos HS. Page 6 Check No: 2051 Open Gov $9,000 Is this the software on the website? Yes. How much is it used? The software was deployed as a way to increase transparency. Page 8 Check No: 2073 CMY - June 2017 $6,266 What is CMY? The instructor at the tennis center. Check No: 2075 Brenda Danielson $10,007 What is this for? Tennis Center management services including the agreed upon shares of sales in the Pro Shop. Page 23 Check No 223 Accela, Inc. $42,048 I notice they have Asset Management and Workflow software which we have been discussing. Have you looked at that? This is an agreed upon revenue share for the generation of sales tax in the City for business retention. Check No: 2297 Memorial Care $2,373 Why do we need this? This facility is used for performing the required pre - employment physicals for candidates that have job offers with the City. The physicals are a component of the pre- employment background process. Page 29 Check 2312 City of Seal Beach $1,370 What are these for? Is there a breakdown? This is payment for the City's Flexible Spending Account which is a component of the City's employee benefit program. Check No: 2318 AFLAC $1,992 Why do we need separate insurance? This is payment for one of the City's health benefit options that is available to employees as part of the Flexible Spending program. Page 30 Check 2327 Petty Cash 347.60 Do we have receipts for all petty cash expenses? yes Check 2331 Datamatic $3716 Is this for meter reading software? Yes Page 31 Check 2334 Digital Map Products $9,000 Why are 3 licenses needed? There is one license for the GIS software which is allocated amongst Water, Sewer, and General Fund based upon use. Page 33 Check 2360 Michael Naylor $7,080 Why was refund given? As indicated, this applicant was denied the ability to stay in the City's jail. The refund is for the fees that were paid in advance of the stay. Page 35 Check 2385 City of Long Beach PWD $3,066 What is this for? Seal Beach contracts with the City of Long Beach for the collection of the revenue from the parking meters on Main Street. Page 36 Check 2387 County of Orange $4,086 Check 2388 County of Orange $1,089 What are these for? As indicated in the warrant listing, the first payment is for the City's cost of pursuing prosecution with the DA for Municipal Code violations for the quarter ended December 2016. The second payment is for the same reason for the quarter March 2107. Page 43 Check 2490 City of West Covina $39,949 Records Mgmt software —what is this? Related to Laserfiche? No. This payment is for the Police Department's current records management system. This payment to the City of West Covina will be eliminated once the new CAD /RMS system is implemented. Page 44 Page 46 Check 2495 Brenda Danielson $9,602 What is this? As indicated in an earlier response, she is the contract Tennis Center manager. Check 2514 Property Care Services $3,400 Pressure wash main street — seems a little high The payment is for weekly pressure washing per Council approval of the annual budget. Page 48 Check2527 Willdan Financial Services $11,010 What is this for? This payment is for the annual administrative costs for the all of the City's Community Facilities Districts. Item I: Why was JRPC terminated? What is overall strategy? Will be addressed during staff's presentation tonight. Can we leverage other cities? I met Laguna Beach employee working on parking who is going through same type of process. Maybe work together? Staff works collaboratively with our counterparts from other agencies on a regular basis. In fact, one of the many benefits of using Dixon Resources Unlimited is regular facilitated Parking Forums in which these discussions, sharing of knowledge, and best practices are shared.
