HomeMy WebLinkAboutSupplemental Information - Facility Condition Assessment Update• Inventoried and Inspected 35 City - Owned/ Operated Facilities • Reported on Building Condition - Each building received a rating called the Facility Condition Index (FCI): FCI = Cost of Addressing Deficiencies Replacement Cost • Developed a 20 year Capital Improvement Plan and Assist City with Strategic Planning V • Assigned each facility into 1 of 6 tiers based on: — Building Survey Recommendations — Facility Condition Index (Repair cost _ replacement cost) — Facility Function (i.e. critical missions) — High -risk deficiencies that threaten current facility mission TIERS — Tier 1: Urgent repairs based on building assessment — Ter 2: Mission critical facilities (1^ responders) — Tier 3: City facilities which impact business continuity — Tier 4: City facilities offering public service — Tier 5: Non - essential City facilities — Tier 6: Buildings owned by the City but leased to others • City requested an update to bring 2011 costs to current 2017 construction market conditions • Griffin determined a blended escalation rate, based on representative indices in the industry, applicable to the period of time from the 2011 building survey to 2017 • Approach did not include revisiting of any facilities and is based on updating the values and opinions presented in the 2011 FCA
